ಮೈಸೂರು,ಅಕ್ಟೋಬರ್,17,2022(www.justkannada.in): ಇತ್ತೀಚಿನ ದಿನಗಳಲ್ಲಿ ಭ್ರಷ್ಟಾಚಾರ ಹೆಚ್ಚಾಗಿದೆ ಎಂದು ನಿವೃತ್ತ ಲೋಕಾಯುಕ್ತ ನ್ಯಾಯಮೂರ್ತಿ ಎನ್. ಸಂತೋಷ್ ಹೆಗಡೆ ಕಳವಳ ವ್ಯಕ್ತಪಡಿಸಿದರು.
ಮೈಸೂರಿನಲ್ಲಿ ಇಂದು ಮಾತನಾಡಿದ ಸಂತೋಷ್ ಹೆಗಡೆ, ಭ್ರಷ್ಟಾಚಾರ ಮೊದಲಿನಿಂದಲೂ ಇದೆ. ಆದರೆ ಇತ್ತೀಚಿನ ದಿನಗಳಲ್ಲಿ ಭ್ರಷ್ಟಾಚಾರ ಮಿತಿಮೀರಿದೆ. ಸಮಾಜದ ವಿವಿಧ ವಲಯಗಳಲ್ಲಿ ಭ್ರಷ್ಟಾಚಾರ ವ್ಯಾಪಕವಾಗಿದೆ. ಅತಿಯಾದ ದುರಾಸೆಯಿಂದಾಗಿ ಭ್ರಷ್ಟಾಚಾರ ಎಲ್ಲೆಡೆಯೂ ಹೆಚ್ಚುತ್ತಿದೆ. ದುರಾಸೆ ಮೊದಲೂ ಇತ್ತು, ಈಗ ಇನ್ನಷ್ಟು ಜಾಸ್ತಿಯಾಗಿದೆ ಎಂದು ಬೇಸರ ವ್ಯಕ್ತಪಡಿಸಿದರು.
ಎಸಿಬಿ ರದ್ದುಗೊಳಿಸಿ ಲೋಕಾಯುಕ್ತ ಪುನರ್ ಜಾರಿಗೊಳಿಸಿರುವ ವಿಚಾರ ಕುರಿತು ಪ್ರತಿಕ್ರಿಯಿಸಿದ ಸಂತೋಷ್ ಹೆಗಡೆ, ಇದು ಸ್ವಾಗತಾರ್ಹ ಬೆಳವಣಿಗೆ. ಎಸಿಬಿ ರದ್ದುಗೊಳಿಸಿ ಲೋಕಾಯುಕ್ತ ಜಾರಿಗೆ ತಂದಿದ್ದನ್ನು ಪ್ರಶ್ನಿಸಿ ವ್ಯಕ್ತಿಯೊಬ್ಬರು ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಮೊರೆ ಹೋಗಿದ್ದರು. ಆದರೆ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಎಸಿಬಿ ರದ್ದುಗೊಳಿಸಿದ ಸರ್ಕಾರದ ನಿರ್ಧಾರವನ್ನು ಎತ್ತಿಹಿಡಿದಿದೆ. ಹಾಗಾಗಿ ಲೋಕಾಯುಕ್ತಕ್ಕೆ ಬಲ ತುಂಬುವ ಕೆಲಸವನ್ನು ಸರ್ಕಾರ ಮಾಡಬೇಕಿದೆ. ಲೋಕಾಯುಕ್ತ ಕೇಳುವ ಸಿಬ್ಬಂದಿಗಳನ್ನು ಸರ್ಕಾರ ನೇಮಕ ಮಾಡಬೇಕು. ಭ್ರಷ್ಟಾಚಾರದ ವಿರುದ್ಧ ಹೋರಾಡುವ ಸಾಮರ್ಥ್ಯ ಲೋಕಾಯುಕ್ತಕ್ಕಿದೆ ಎಂದರು.
ಭ್ರಷ್ಟಾಚಾರ ಸರ್ಕಾರಕ್ಕೆ ಸಂಬಂಧಪಟ್ಟ ವಿಚಾರ. ಯಾವುದೋ ಖಾಸಗಿ ವ್ಯಕ್ತಿಗಿಂತ, ಸರ್ಕಾರದೊಳಗಿದ್ದುಕೊಂಡು ಲಂಚ ಸ್ವೀಕರಿಸುವವರ ವಿರುದ್ಧ ಕ್ರಮ ಆಗಬೇಕು. ಇದಕ್ಕಾಗಿ ಲೋಕಾಯುಕ್ತ ಕಾಯ್ದೆಯ ಕೆಲವು ನಿಯಮಗಳು ಬದಲಾಗಬೇಕಿದೆ. ಲೋಕಾಯುಕ್ತ ಬಲಪಡಿಸಲು ಎಲ್ಲ ರೀತಿಯ ಅವಕಾಶಗಳು ಇವೆ. ಸರ್ಕಾರಕ್ಕೂ ಸಮಾಯಾವಕಾಶದ ಅಗತ್ಯವಿದೆ. ಕಾಲಾವಕಾಶ ಕೊಟ್ಟು ನೋಡೋಣ ಎಂದು ಸಂತೋಷ್ ಹೆಗಡೆ ಹೇಳಿದರು.

Mysuru, October 17, 2022 (www.justkannada.in): Former Lokayukta Justice N. Santhosh Hegde expressed his concern over the increasing cases of corruption.
Speaking at Mysuru today, Santhosh Hegde said, “Corruption exists from the beginning. However, it has crossed its limits now. It is widespread in every sector. Greed is the main reason for corruption. There was greed even during older times, but now it has increased too much.”
He welcomed the winding up of ACB and brought the Lokayukta to existence once again. “A person had appealed in the Hon’ble Supreme Court questioning the cancellation of ACB and bringing the Lokayukta to existence once again. However, the Hon’ble Supreme Court has upheld the government’s decision of cancelling the ACB. Accordingly now the government should strengthen it. It should appoint the required staff. Lokayukta has the strength to fight against corruption,” he added.
