ಬೆಂಗಳೂರು,ಮಾ,5,2020(www.justkannada.in):  ಸಿಎಂ ಬಿಎಸ್ ಯಡಿಯೂರಪ್ಪ ಅವರು ಇಂದು ಮಂಡಿಸಿದ ಬಜೆಟ್ ನಲ್ಲಿ ರಾಜ್ಯದ ಆರ್ಥಿಕ ಅಭಿವೃದ್ದಿಗೆ ಹಲವು ಯೋಜನೆಗಳನ್ನ ಘೋಷಿಸಲಾಗಿದೆ.

ವಿಧಾನಸಭೆಯಲ್ಲಿ 1 ಗಂಟೆ 40 ನಿಮಿಷಗಳ ಕಾಲ ಸಿಎಂ ಬಿಎಸ್ ಯಡಿಯೂರಪ್ಪ 2020-21ನೇ ಸಾಲಿನ ಬಜೆಟ್ ಮಂಡನೆ ಮಾಡಿದರು.  ಬಜೆಟ್ ನಲ್ಲಿ  ಆರ್ಥಿಕ ಅಭಿವೃದ್ಧಿಗೆ ಪ್ರಚೋದನೆ ವಲಯಕ್ಕೆ  55,732 ಕೋಟಿ ರೂ. ಅನುದಾನ ನೀಡಿದ್ದಾರೆ. ರಾಜ್ಯದ ಅಭಿವೃದ್ದಿಗೆ ಅವರು ಘೋಷಿಸುವ ಯೋಜನೆಗಳು ಈ ಕೆಳಕಂಡಂತಿವೆ…

ಹಿಂದುಳಿದ ತಾಲ್ಲೂಕುಗಳ ಅಭಿವೃದ್ಧಿಗಾಗಿ ವಿಶೇಷ ಅಭಿವೃದ್ಧಿ ಯೋಜನೆ ಮುಂದುವರಿಕೆ, 3060 ಕೋಟಿ ರೂ. ಅನುದಾನ.

ಕಲ್ಯಾಣ ಕರ್ನಾಟಕ ಪ್ರದೇಶಾಭಿವೃದ್ಧಿ ಮಂಡಳಿಗೆ 1500 ಕೋಟಿ ರೂ. ಹೊಸದಾಗಿ ರಚಿಸಿರುವ ಕಲ್ಯಾಣ ಕರ್ನಾಟಕ ಮಾನವ ಸಂಪನ್ಮೂಲ, ಕೃಷಿ ಹಾಗೂ ಸಾಂಸ್ಕøತಿಕ ಸಂಘದ ಚಟುವಟಿಕೆಗಳಿಗೆ ಮುಂದಿನ ವರ್ಷಗಳಲ್ಲಿ 500 ಕೋಟಿ ರೂ.

ಪಂಚಾಯತ್ ಸಂಸ್ಥೆಗಳ ವಿಕೇಂದ್ರೀಕರಣ ಮತ್ತು ಬಲವರ್ಧನೆಗೆ ಪಂಚಾಯತ್‍ರಾಜ್ ಆಯುಕ್ತಾಲಯ ಪ್ರಾರಂಭ.“ಗ್ರಾಮೀಣ ಸುಮಾರ್ಗ ಯೋಜನೆ” ಯಡಿ ಗ್ರಾಮೀಣ ರಸ್ತೆಗಳ ಸುಧಾರಣೆಗಾಗಿ 780 ಕೋಟಿ ರೂ. ಅನುದಾನ.

“ಜಲಧಾರೆ” ಯೋಜನೆಯಡಿಯಲ್ಲಿ Asian Infrastructure Investment Bank (AIIB) ನೆರವಿನೊಂದಿಗೆ 700 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ವಿಜಯಪುರ ಮತ್ತು ಮಂಡ್ಯ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಬೃಹತ್ ಕುಡಿಯುವ ನೀರಿನ ಯೋಜನೆ ಜಾರಿ. ಕೇಂದ್ರ ಸರ್ಕಾರದ ಜಲ ಜೀವನ್ ಮಿಷನ್ ಮತ್ತು ರಾಜ್ಯದ ಸಂಪನ್ಮೂಲ ಬಳಸಿಕೊಂಡು ಗ್ರಾಮೀಣ ಪ್ರದೇಶದಲ್ಲಿ ಪ್ರತಿ ಮನೆಗೆ ಕುಡಿಯುವ ನೀರಿನ ಸಂಪರ್ಕ ಕಲ್ಪಿಸಲು “ಮನೆ ಮನೆಗೆ ಗಂಗೆ” ನೂತನ ಯೋಜನೆ ಜಾರಿ.

ಗ್ರಾಮೀಣ ಮತ್ತು ನಗರ ಪ್ರದೇಶಗಳ ನೀರು ಪೂರೈಕೆ ಸಮನ್ವಯಕ್ಕೆ ಸಮಗ್ರ ನೀತಿ ಜಾರಿ. ಒಂದೇ ಸಚಿವಾಲಯದಡಿ ಸಂಬಂಧಿಸಿದ ಇಲಾಖೆ ಮತ್ತು ಸಂಸ್ಥೆಗಳ ಸೇರ್ಪಡೆ.

ರಾಜ್ಯದ 17 ನದಿ ಪಾತ್ರದ ಮಲಿನತೆಯನ್ನು ತಡೆಗಟ್ಟಲು 1690 ಕೋಟಿ ರೂ. ಮೊತ್ತದಲ್ಲಿ 20 ನಗರ ಪ್ರದೇಶಗಳ ಒಳಚರಂಡಿ ವ್ಯವಸ್ಥೆ ಹಾಗೂ ಒಂದು ಪಟ್ಟಣಕ್ಕೆ ಮಲತ್ಯಾಜ್ಯ ಸಂಸ್ಕರಣಾ ಘಟಕ(Faecal Sludge and Septage Management) ಅಳವಡಿಕೆಗೆ ಕ್ರಮ, 100 ಕೋಟಿ ರೂ. ಅನುದಾನ ಬಳ್ಳಾರಿ, ಚಿತ್ರದುರ್ಗ ಮತ್ತು ಹುಬ್ಬಳ್ಳಿ-ಧಾರವಾಡ ನಗರಗಳಲ್ಲಿ ಶುದ್ಧೀಕರಿಸಿದ ನೀರನ್ನು ಗೃಹೇತರ ಉದ್ದೇಶದ ಮರುಬಳಕೆಗೆ 20 ಕೋಟಿ ರೂ. ವೆಚ್ಚದ ಯೋಜನೆ.

ಎಲ್ಲ ನಗರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ಸಮಗ್ರ ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣಾ ಕಾರ್ಯಕ್ರಮ ಜಾರಿ. ಕರ್ನಾಟಕ ನಗರ ವೀಕ್ಷಣಾಲಯದ (KARNATAKA URBAN OBSERVATORY) ಸ್ಥಾಪನೆಗೆ ಕ್ರಮ.

ರಾಜ್ಯದಲ್ಲಿ ಹೂಡಿಕೆದಾರರಿಗೆ ಉತ್ತೇಜನ ನೀಡಲು, ಕೈಗಾರಿಕೆ ಸ್ಥಾಪನೆಗೆ ಗುರುತಿಸುವ ಜಾಗದಲ್ಲಿ ನೇರವಾಗಿ ಭೂಮಾಲೀಕರಿಂದ ಭೂಮಿ ಖರೀದಿಸಲು ಅನುಕೂಲವಾಗುವಂತೆ ಸಂಬಂಧಿಸಿದ ಕಾಯ್ದೆಗಳಿಗೆ ತಿದ್ದುಪಡಿಗೆ ಕ್ರಮ.

2020ರ ನವೆಂಬರ್‍ನಲ್ಲಿ “ಇನ್‍ವೆಸ್ಟ್ ಕರ್ನಾಟಕ-2020” ಜಾಗತಿಕ ಹೂಡಿಕೆದಾರರ ಸಮಾವೇಶ ಆಯೋಜನೆ.“ಉತ್ಪನ್ನ ನಿರ್ದಿಷ್ಟ ಕೈಗಾರಿಕಾ ಕ್ಲಸ್ಟರ್ ಅಭಿವೃದ್ಧಿ” ಯೋಜನೆಯಡಿ ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲೆಯಲ್ಲಿ “ಹೆಲ್ತ್ ಅಂಡ್ ವೆಲ್‍ನೆಸ್ ಕ್ಲಸ್ಟರ್” ಮತ್ತು ಧಾರವಾಡ ಜಿಲ್ಲೆಯಲ್ಲಿ “ಹೋಮ್ ಅಂಡ್ ಪರ್ಸನಲ್ ಕೇರ್ ಕನ್ಸ್ಯೂಮರ್ ಗೂಡ್ಸ್ ಮ್ಯಾನುಫ್ಯಾಕ್ಚರಿಂಗ್ ಕ್ಲಸ್ಟರ್” ಸ್ಥಾಪನೆ.

ರಾಮನಗರ ತಾಲ್ಲೂಕಿನ ಹಾರೋಹಳ್ಳಿ 5ನೇ ಹಂತದ ಕೈಗಾರಿಕಾ ಪ್ರದೇಶದಲ್ಲಿ “ಎಲೆಕ್ಟ್ರಿಕ್ ವೆಹಿಕಲ್ಸ್ ಮತ್ತು ಎನರ್ಜಿ ಸ್ಟೋರೇಜ್ ಮ್ಯಾನುಫ್ಯಾಕ್ಚರಿಂಗ್ ಕ್ಲಸ್ಟರ್” ಸ್ಥಾಪನೆಗೆ 10 ಕೋಟಿ ರೂ. ಅನುದಾನ. ಬೆಂಗಳೂರು ಗ್ರಾಮಾಂತರ ಜಿಲ್ಲೆಯ ಹರಳೂರು-ಮುದ್ದೇನಹಳ್ಳಿಯ ಕೈಗಾರಿಕಾ ಪ್ರದೇಶದಲ್ಲಿ “ಡಿಫೆನ್ಸ್ ಅಂಡ್ ಏರೋಸ್ಪೇಸ್ ಎಕ್ಯುಪ್‍ಮೆಂಟ್ ಮ್ಯಾನುಫ್ಯಾಕ್ಚರಿಂಗ್ ಕ್ಲಸ್ಟರ್” ಸ್ಥಾಪನೆ.

ಉತ್ತರ ಕನ್ನಡ ಜಿಲ್ಲೆಯ ಸಿದ್ದಾಪುರ ತಾಲ್ಲೂಕಿನಲ್ಲಿ ಕೈಗಾರಿಕಾ ವಸಾಹತು ಸ್ಥಾಪನೆ. ಸಣ್ಣ ಮತ್ತು ಸೂಕ್ಷ್ಮ ಕೈಗಾರಿಕೆಗಳ ಅನುಕೂಲಕ್ಕಾಗಿ ಬೆಂಗಳೂರಿನಲ್ಲಿ ಕೈಗಾರಿಕೆಗಳ ಸಹಯೋಗದೊಂದಿಗೆ “Centre for Smart Manufacturing” ಸ್ಥಾಪನೆಗೆ ಐದು ಕೋಟಿ ರೂ. ಅನುದಾನ.

ನಾರು ಆಧಾರಿತ ಉತ್ಪನ್ನಗಳ ಬಗ್ಗೆ ಅರಿವು ಮೂಡಿಸಲು ಮತ್ತು ವ್ಯಾಪಕ ಮಾರುಕಟ್ಟೆ ಒದಗಿಸಲು ಐದು ಕೋಟಿ ರೂ.ಗಳ ವೆಚ್ಚದಲ್ಲಿ “Coir Experience Centre”  ಸ್ಥಾಪನೆ. ತಿಪಟೂರಿನಲ್ಲಿ ‘ತೆಂಗು ಆಧಾರಿತ ಕೈಗಾರಿಕಾ ಪಾರ್ಕ್’ ಅಭಿವೃದ್ಧಿ. ಕೇಂದ್ರ ಸರ್ಕಾರದ “ಪವರ್‍ಟೆಕ್ಸ್ ಇಂಡಿಯಾದ ನೂಲು ನಿಧಿ ಯೋಜನೆ”ಯಡಿ ಕೇಂದ್ರ ಸರ್ಕಾರದ ವಂತಿಗೆ ಹಾಗೂ ರಾಜ್ಯ ಸರ್ಕಾರದ ಗರಿಷ್ಠ 50 ಲಕ್ಷ ರೂ. ಸಹಾಯಧನದೊಂದಿಗೆ ಎರಡು ಕೇಂದ್ರಗಳಲ್ಲಿ ನೂಲಿನ ಘಟಕ ಸ್ಥಾಪನೆ.

ಹೊಸ ಜವಳಿ ಮತ್ತು ಸಿದ್ಧ ಉಡುಪು ನೀತಿಯ ಪ್ರೋತ್ಸಾಹಕಗಳಡಿಯಲ್ಲಿ ಬೆಂಗಳೂರು ಗ್ರಾಮಾಂತರ ಜಿಲ್ಲೆ ಸೇರ್ಪಡೆ. ಹಾವೇರಿ ಜಿಲ್ಲೆಯ ಶಿಗ್ಗಾಂವಿ ಮತ್ತು ಉಡುಪಿ ಜಿಲ್ಲೆಯ ಕಾರ್ಕಳದಲ್ಲಿ ನೂತನ ಜವಳಿ ಪಾರ್ಕ್ ಪ್ರಾರಂಭ; 3000 ಉದ್ಯೋಗ ಸೃಷ್ಟಿ.

ರಾಜ್ಯದ ಜಿ.ಐ. ಟ್ಯಾಗ್ ಹೊಂದಿರುವ ಕೈಮಗ್ಗ ಬಟ್ಟೆ ಉತ್ಪನ್ನಗಳಿಗೆ ರಾಜ್ಯದ ಪ್ರತಿಷ್ಠಿತ “ಪ್ರಿಯದರ್ಶಿನಿ” ಬ್ರಾಂಡ್ ಮೂಲಕ ಮಾರುಕಟ್ಟೆ ಸೌಲಭ್ಯ. ನೇಕಾರರ ಸಾಲ ಮನ್ನಾ ಯೋಜನೆ ಪೂರ್ಣಗೊಳಿಸಲು 79.57 ಕೋಟಿ ರೂ. ಅನುದಾನ.

ಹಿಂದುಳಿದ ಪ್ರದೇಶಗಳು ಮತ್ತು ಟಯರ್-2 ಹಾಗೂ ಟಯರ್-3ರ ನಗರಗಳಿಗೆ ಬಂಡವಾಳ ಆಕರ್ಷಿಸುವ ನೂತನ ಕೈಗಾರಿಕಾ ನೀತಿ ಜಾರಿ. ಉದ್ಯೋಗ ಸೃಷ್ಟಿಗೆ ಆದ್ಯತೆ. ರಾಜ್ಯದ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಅಮೂಲ್ಯ ಖನಿಜಗಳ (High Value Minerals) ನಿಕ್ಷೇಪಗಳನ್ನು ಗುರುತಿಸಲು ಗಣಿ ಮತ್ತು ಭೂವಿಜ್ಞಾನ ಇಲಾಖೆಯ ಕೇಂದ್ರ ಕಛೇರಿಯಲ್ಲಿ ಖನಿಜಾನ್ವೇಷಣೆ ವಿಭಾಗ ಸ್ಥಾಪನೆ.

KIADB  ಹಾಗೂ KSSIDC ಸಂಸ್ಥೆಗಳ ಮುಖ್ಯ ಸೇವೆಗಳು “ಸಕಾಲ”ದ ವ್ಯಾಪ್ತಿಗೆ ಸೇರ್ಪಡೆ. ಕಿತ್ತೂರು ಮೂಲಕ ಧಾರವಾಡ-ಬೆಳಗಾವಿ ರೈಲು ಮಾರ್ಗ ಯೋಜನೆಗೆ ಉಚಿತವಾಗಿ ಭೂಮಿ ನೀಡಲು ಹಾಗೂ ಶೇ. 50 ರಷ್ಟು ಕಾಮಗಾರಿ ವೆಚ್ಚ ಭರಿಸಲು ರಾಜ್ಯ ಸರ್ಕಾರದ ಒಪ್ಪಿಗೆ.

ಹಾಸನ-ಮಂಗಳೂರು ರೈಲ್ ಡೆವಲಪ್‍ಮೆಂಟ್ ಕಾರ್ಪೋರೇಷನ್‍ನಿಂದ ಸಕಲೇಶಪುರ, ಸುಬ್ರಮಣ್ಯ ನಿಲ್ದಾಣಗಳ ನಡುವಿನ ಘಾಟಿ ಪ್ರದೇಶದ ರೈಲು ಮಾರ್ಗದ ಕ್ಷಮತೆ ಹೆಚ್ಚಳಕ್ಕೆ ಕ್ರಮ.

ಬೆಂಗಳೂರಿನ ಆನಂದರಾವ್ ವೃತ್ತದಲ್ಲಿ 400 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಸರ್ಕಾರಿ ಕಚೇರಿಗಳಿಗಾಗಿ 25 ಅಂತಸ್ತುಗಳ ಬಹುಮಹಡಿಯ “ಅವಳಿ ಗೋಪುರ” ನಿರ್ಮಾಣ-ಯೋಜನಾ ವರದಿ ತಯಾರಿಕೆಗೆ ಕ್ರಮ. ಎಲ್ಲಾ ಇಲಾಖೆಗಳಿಗೆ ಹಾಗೂ ನಿಗಮ-ಮಂಡಳಿಗಳಿಗೆ ವಿವಿಧ ಕಾಮಗಾರಿಗಳಿಗೆ ಏಕರೂಪ ಅನುಸೂಚಿ ದರಗಳನ್ನು ರೂಪಿಸಲು ಕ್ರಮ.

ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ 2500 ಕೋಟಿ ರೂ.ಗಳ ವೆಚ್ಚದಲ್ಲಿ ಉತ್ತರ ಕನ್ನಡ ಜಿಲ್ಲೆ ಪಾವಿನಕುರ್ವೆ/ ಬೇಲೆಕೇರಿ ಬಂದರು ಅಭಿವೃದ್ಧಿಗೆ ಬಿಡ್ ಆಹ್ವಾನ.

ರಾಜ್ಯದ ಕಿರು ಬಂದರುಗಳ ಅಭಿವೃದ್ಧಿ, ಕರಾವಳಿ ಸಂರಕ್ಷಣೆ ಮತ್ತು ಕಡಲ ತೀರದ ಪ್ರವಾಸೋದ್ಯಮ ಅಭಿವೃದ್ಧಿಗೆ ರೂಪಿಸಲಾಗಿರುವ ಕರ್ನಾಟಕ ಜಲಸಾರಿಗೆಯ ಸಮಗ್ರ ಯೋಜನೆ ಜಾರಿ.

ಕೇಂದ್ರ ಸರ್ಕಾರದ ಭಾರತೀಯ ಒಳನಾಡು ಜಲಸಾರಿಗೆ ಪ್ರಾಧಿಕಾರ (Inland Waterways Authority of India)  ಸಂಸ್ಥೆಯ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ ರಾಜ್ಯದ ಜಲಸಾರಿಗೆ ನದಿಗಳಾದ ಕಾಳಿ, ಶರಾವತಿ, ಹಂಗಾರಕಟ್ಟೆ, ಗುರುಪುರ ಮತ್ತು ನೇತ್ರಾವತಿ ಜಲಸಾರಿಗೆ ಮಾರ್ಗಗಳು ಹಾಗೂ ದ್ವೀಪಗಳ ಅಭಿವೃದ್ಧಿ.

ರಾಜ್ಯದ ಎಲ್ಲಾ ನಾವೀನ್ಯತಾ ಚಟುವಟಿಕೆಗಳನ್ನು ಕ್ರೋಢೀಕರಿಸಿ ಸಂಯೋಜಿಸಲು ನಾಲ್ಕು ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ “ಇನ್ನೋವೇಷನ್ ಹಬ್”(Innovation Hub) ಸ್ಥಾಪನೆ.

STPI ಸಂಸ್ಥೆಯ ಸಹಭಾಗಿತ್ವದೊಂದಿಗೆ 30 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ Efficiency Augmentation ಕುರಿತು ಉತ್ಕøಷ್ಟತಾ ಕೇಂದ್ರ ಸ್ಥಾಪನೆ. ಬೆಂಗಳೂರಿನ ಭಾರತೀಯ ವಿಜ್ಞಾನ ಸಂಸ್ಥೆಯ ಸಹಯೋಗದೊಂದಿಗೆ “Artificial Intelligence Research Translation Park” ಸ್ಥಾಪನೆಗೆ ಕ್ರಮ. ಮುಂದಿನ ಮೂರು ವರ್ಷಗಳಲ್ಲಿ 60 ಕೋಟಿ ರೂ.ಗಳ ಇಡಿಗಂಟು ಅನುದಾನ

ಬೆಂಗಳೂರು ಬಯೋ ಇನ್ನೋವೇಷನ್ ಕೇಂದ್ರದ ಆಶ್ರಯದಲ್ಲಿ 20 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ “ಕೃಷಿ ನಾವೀನ್ಯತಾ ಕೇಂದ್ರ” ಸ್ಥಾಪನೆ. ವಿದೇಶಿ ಬಂಡವಾಳ ಹೂಡಿಕೆಯನ್ನು ಆಕರ್ಷಿಸಲು ಹಾಗೂ ವಿದೇಶಿ ಸರ್ಕಾರ ಮತ್ತು ಕಂಪನಿಗಳೊಂದಿಗೆ ಸಂಬಂಧಗಳನ್ನು ಬಲಪಡಿಸಲು ಏಳು ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಕರ್ನಾಟಕ ತಂತ್ರಜ್ಞಾನ ಮಿಷನ್ ಸ್ಥಾಪನೆ.

ಮುಂದಿನ ಎರಡು ವರ್ಷಗಳಲ್ಲಿ ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಸಹಯೋಗದೊಂದಿಗೆ ಎರಡು ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಸಾವಿರ ಪದವೀಧರರಿಗೆ Talent Acceleration Programme ಅನುಷ್ಠಾನ

2025ರ ವೇಳೆಗೆ ಭಾರತದ ಜೈವಿಕ ಆರ್ಥಿಕತೆಗೆ ಕರ್ನಾಟಕದ ಕೊಡುಗೆಯನ್ನು ಶೇ. 50 ಕ್ಕೆ ಹೆಚ್ಚಿಸಲು ಮಾರ್ಗಸೂಚಿ ಮತ್ತು ಕಾರ್ಯತಂತ್ರವನ್ನು ರೂಪಿಸಲು ಕ್ರಮ. ದಾವೋಸ್‍ನ ವಿಶ್ವ ಆರ್ಥಿಕ ವೇದಿಕೆಯ ಸಹಭಾಗಿತ್ವದೊಂದಿಗೆ ‘Internet of Ethical Things’ ವಿಷಯದಲ್ಲಿ ಉತ್ಕøಷ್ಟತಾ ಕೇಂದ್ರ ಸ್ಥಾಪನೆ. 2020-21ರಲ್ಲಿ 7.5 ಕೋಟಿ ರೂ. ಅನುದಾನ.

ಹನ್ನೊಂದು ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವ ‘ಸಂಚಾರಿ ಡಿಜಿಟಲ್ ತಾರಾಲಯ’ ಐದು ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಇತರ ಐದು ಜಿಲ್ಲೆಗಳಿಗೆ ವಿಸ್ತರಣೆ.

ಪದವಿ ಪೂರ್ವ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ‘ವಿಜ್ಞಾನ ಪ್ರತಿಭಾ ಶೋಧನೆ’ ಕಾರ್ಯಕ್ರಮ ಪ್ರಾರಂಭ. ಆಯ್ಕೆಯಾದ 500 ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಎರಡು ವರ್ಷ ಶಿಕ್ಷಣ, ಒಂದು ಸಾವಿರ ರೂ. ಮಾಸಿಕ ಶಿಷ್ಯವೇತನ.

ಗ್ರಾಮೀಣ ಯುವಕ/ಯುವತಿಯರಿಗೆ ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿಗಾಗಿ 20 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ವಸತಿ ತರಬೇತಿ ಕಾರ್ಯಕ್ರಮ.

ಸಾರ್ವಜನಿಕ ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವದೊಂದಿಗೆ ಬೆಳಗಾವಿ, ಹುಬ್ಬಳ್ಳಿ, ಮಂಗಳೂರು, ಶಿವಮೊಗ್ಗ, ಹಾಸನ, ತುಮಕೂರು ಮತ್ತು ಹರಿಹರದ ಸರ್ಕಾರಿ ಉಪಕರಣಾಗಾರ ಮತ್ತು ತರಬೇತಿ ಕೇಂದ್ರಗಳಲ್ಲಿ 353 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಉತ್ಕøಷ್ಟತಾ ಕೇಂದ್ರಗಳ ಸ್ಥಾಪನೆ. ಮುಂದಿನ ಐದು ವರ್ಷಗಳಲ್ಲಿ 12,600 ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಉದ್ಯೋಗ ಕಲ್ಪಿಸುವ ಗುರಿ.

ರಾಜ್ಯದ ಐ.ಟಿ.ಐ.ಗಳಲ್ಲಿ ಸೂಕ್ಷ್ಮ, ಸಣ್ಣ ಮತ್ತು ಮಧ್ಯಮ ಕೈಗಾರಿಕೆಗಳು ಮತ್ತು ಸಂಸ್ಥೆಗಳ ಸಹಯೋಗದೊಂದಿಗೆ ಉಭಯ ತರಬೇತಿ ವ್ಯವಸ್ಥೆ(Dual System of Training) ಅಳವಡಿಕೆ.

ಇಸ್ರೋ, ಹೆಚ್.ಎ.ಎಲ್. ಇತ್ಯಾದಿ ಪ್ರತಿಷ್ಠಿತ ಸಂಸ್ಥೆಗಳಿಗೆ ಅಗತ್ಯವಿರುವ ಬಿಡಿಭಾಗ ಉತ್ಪಾದನೆಗೆ ಅನುವಾಗುವಂತೆ ಬೆಂಗಳೂರಿನ ಸರ್ಕಾರಿ ಉಪಕರಣಾಗಾರ ಮತ್ತು ತರಬೇತಿ ಕೇಂದ್ರದಲ್ಲಿನ ಸೇವಾ ಕೇಂದ್ರಗಳ ಸಾಮಥ್ರ್ಯ ವೃದ್ಧಿಗೆ 20 ಕೋಟಿ ರೂ.

ದೀನ್ ದಯಾಳ್ ಅಂತ್ಯೋದಯ ಯೋಜನೆ-ರಾಷ್ಟ್ರೀಯ ನಗರ ಜೀವನೋಪಾಯ ಅಭಿಯಾನದಡಿಯಲ್ಲಿ ರಾಜ್ಯದ ನಗರಗಳ ಬೀದಿ ವ್ಯಾಪಾರಿಗಳಿಗೆ ಇ-ಮಾರುಕಟ್ಟೆ ವ್ಯವಸ್ಥೆಯನ್ನು ಕಲ್ಪಿಸಲು ತಂತ್ರಾಂಶ ಅಭಿವೃದ್ಧಿ.

ವಾಯು ಮಾಲಿನ್ಯ ಕಡಿಮೆಗೊಳಿಸಲು ರಾಯಚೂರು, ಬಳ್ಳಾರಿ ಹಾಗೂ ಯರಮರಸ್ ಶಾಖೋತ್ಪನ್ನ ವಿದ್ಯುತ್ ಕೇಂದ್ರಗಳಲ್ಲಿ ‘ಫ್ಲೂ ಗ್ಯಾಸ್ ಡಿಸಲ್ಫರೈಸೇಷನ್’ (FGD) 2510 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ವ್ಯವಸ್ಥೆ ಸ್ಥಾಪಿಸಲು ಕ್ರಮ.

ಸಣ್ಣ ಮತ್ತು ಮಧ್ಯಮ ಕಾಫಿ ಮತ್ತು ಟೀ ಬೆಳೆಗಾರರ 10 HP ವರೆಗಿನ ಪಂಪ್ ಸೆಟ್‍ಗಳ ವಿದ್ಯುತ್ ಶುಲ್ಕ ಮರುಪಾವತಿಗೆ ಕ್ರಮ.

· A comprehensive policy to achieve co-ordination between rural and urban water supply. Related departments and organizations will be brought under a single ministry.

· Action to implement drainage and sewage system in 20 urban areas and Faecal Sludge and Septage Management (FSSM) unit in one town at a total expenditure of Rs.1690 crore to prevent accumulation of filth in the river beds of 17 rivers of the State. A grant of Rs.100 crore for the year 2020-21.

· A scheme with an expenditure of Rs.20 crore for the use of treated water in urban areas for non-domestic purposes in the cities of Ballari, Chitradurga and Hubballi-Dharwad.

· Implementation of comprehensive solid waste management programmes in all urban local bodies.

·Action for establishment of Karnataka Urban Observatory.

· Action to frame rules by amending the relevant Acts to encourage the investors in the State, to enable them to purchase land directly from the land owners at the place identified for the establishment of industry.

· Organization of “Invest Karnataka – 2020“, a worldwide investors summit in November, 2020.

· Establishment of “Health and Wellness Cluster” in Shivamogga district and “Home and Personal Care Consumer Goods Manufacturing Cluster” in Dharwad district under the scheme “Production Specific Industrial Cluster Development”.

· A grant of Rs.10 crore to establish an “Electric Vehicles and Energy Storage Manufacturing Cluster” at the fifth stage of Karnataka Industrial Area Development Board (KIADB) industrial area in Harohalli of Ramanagara Taluk.

· Establishment of “Defence and Aerospace Equipment Manufacturing Cluster” in the industrial area of the Haralur-Muddenahalli of Bengaluru Rural District.

· Establishment of industrial estate in Siddapura taluk of Uttara Kannada district.

· A grant of Rs.5 crore to establish a “Centre for Smart Manufacturing” in Bengaluru in association with industries to assist the small and micro industries.

· Establishment of “Coir Experience Centre” to educate about coir based products and to provide an extensive market with an expenditure of Rs.5 crore.

· Development of ‘Coconut Based Industrial Park’ at Tiptur.

· Establishment of two yarn units under “Powertex India Yarn Fund” scheme of the Government of India, with Central Assistance and State subsidy of up to Rs.50 lakh.

· Inclusion of Bengaluru Rural district under the incentives in the new Textiles and Readymade Garments Policy 2019-2024.

· Establishment of new textile parks at Shiggaon in Haveri district and at Karkala in Udupi district generating employment for 3000 persons.

· Providing suitable market to GI tagged handloom cloth products of the State through the prestigious “Priyadarshini” brand.

· A grant of Rs. 79.57 crore to complete the loan waiver scheme for weavers.

· Implementation of “New Industrial Policy” to attract capital investment for the backward areas, Tier-2 and Tier-3 cities. Priority for employment generation.

· Establishment of Mineral Exploration division in the Head Office of the Mines and Geology Department to identify the deposits of High Value minerals in the State.

· Inclusion of the main services provided by KSSIDC and KIADB under “Sakala”.

· Providing land free of cost to Dharwad-Belagavi railway line through Kittur and to bear fifty percent of cost of the works.

· Action to enhance the capacity of rail line in the ghat region between Sakaleshapura and Subramanya Stations by Hassan-Mangaluru Rail Development Corporation (HMRDC).

· Construction of a “Twin-Towers” building of
25 storeys for all the Government Departments at Anand Rao Circle, Bengaluru, with an expenditure of Rs.400 crore – action to prepare the detailed project report.

· Action to formulate a uniform Schedule of Rates for all Departments, Corporations and Boards.

· Inviting of bids for the development of the ports of Pavinkurve/Belekeri of Uttara Kannada District under private partnership with an expenditure of Rs.2500 crore.

· Implementation of “Karnataka Maritime Perspective Plan” formulated for the development of mini ports, coastal protection and comprehensive development of coastal tourism.

· Development of inland waterways of the State rivers: Kali, Sharavathi, Hangarakatte, Gurupura and Nethravathi and islands in collaboration with Inland Waterways Authority of India of the Central Government.

· Establishment of “Innovation Hub” to consolidate and integrate all innovative activities of the State with an expenditure of Rs.4 crore.

· Establishment of Centre of Excellence for Efficiency Augmentation with the collaboration of STPI with an expenditure of Rs.30 crore.

· Action to establish “Artificial Intelligence Research Translation Park” in association with Indian Institute of Science, Bengaluru. A grant of Rs.60 crore corpus fund for next three years.

· Establishment of “Centre of Agro-Innovation” in Bengaluru Bio-Innovation Centre (BBC) with an expenditure of Rs.20 crore.

· Setting up of Karnataka Technology Mission for attracting foreign investment and liaisoning with foreign Governments and companies with an expenditure of Rs.7 crore.

· Implementation of Talent Acceleration Programme in collaboration with Skill Development Department for 1000 graduates with an expenditure of Rs.2 crore in the next two years.

· Action for drawing a roadmap and strategy to increase the contribution of Karnataka to 50% in India’s bio economy by 2025.

· Establishment of a Centre of Excellence for “Internet of Ethical Things” with the collaboration of World Economic Forum of Davos. A grant of Rs.7.50 crore in the year 2020-21.

· A grant of Rs.3 crore to launch ‘Acceleration programme’ in association with trade to accelerate the speed of start-ups and to help them to enter into markets.

· Extending the facility of ‘Mobile Digital Planetariums’ operational in 11 districts to cover other five districts with an expenditure of Rs.5 crore.

· ‘Science Talent Search’ programme for students of Pre-University Colleges. Scholarship of Rs.1000 per month to the selected
500 students for two years.

· Residential training programme for skill development of the rural youth with an expenditure of Rs.20 crore.

· Establishment of Centers of Excellence under Public Private Partnership (PPP), in Government Tool Room and Training Centres located at Belagavi, Hubbali, Mangaluru, Shivamogga, Hassan, Tumakuru and Harihara with an expenditure of Rs.353 crore. A target to provide appointments to 12,600 students in the next five years.

· Implementation of Dual System of Training in all ITIs of the State in association with the Micro, Small and Medium Enterprises and Institutions.

· Rs.20 crore for enhancing the capacity of Service Centers in Government Tool Room and Training Centre, Bengaluru for the manufacture of spare parts required by prestigious institutions like ISRO, HAL etc.

· Development of software to provide e-market systems for street vendors in the urban areas of the State under the Deen Dayal Anthyodaya Scheme – National Urban Livelihood Mission.

· Action to establish Flue Gas Desulfurization (FGD) system at the Thermal Power Stations of Raichur, Ballari and Yaramaras with an expenditure of Rs.2510 crore. A grant of Rs.500 crore during the year 2020-21.

· Action for reimbursement of electricity bill for pump sets of up to 10 HP, for small and medium scale coffee and tea planters.

· A total grant of Rs.55,732 crore for the Stimulating Economic Growth sector in the year 2020-21.
