ಬೆಂಗಳೂರು,ಫೆಬ್ರವರಿ,27,2025 (www.justkannada.in): ಕ್ಷೇತ್ರ ಮರುವಿಂಗಡಣೆ ನಡೆದಾಗ ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳಿಗೆ ಅನ್ಯಾಯವಾಗಲು ಬಿಡುವುದಿಲ್ಲ ಎನ್ನುವ ಕೇಂದ್ರ ಗೃಹ ಸಚಿವ ಅಮಿತ್ ಶಾ ಅವರ ಹೇಳಿಕೆ ನಂಬಿಕೆಗೆ ಅರ್ಹವಾಗಿಲ್ಲ. ಇದು ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳಲ್ಲಿ ಗೊಂದಲ ಹುಟ್ಟಿಸುವ ದುರುದ್ದೇಶದಿಂದ ಕೂಡಿದೆ ಎಂದು ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಟೀಕಿಸಿದ್ದಾರೆ.
ಕ್ಷೇತ್ರ ಮರು ವಿಂಗಡಣೆ, ದಕ್ಷಿಣ ರಾಜ್ಯಗಳಿಗೆ ಅನ್ಯಾಯ ಕುರಿತು ಮಾಧ್ಯಮ ಪ್ರಕಟಣೆ ಮೂಲಕ ವಿವರಿಸಿರುವ ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ, ಕೇಂದ್ರದ ವಿರುದ್ದ ಎಲ್ಲ ರಾಜ್ಯಗಳ ಜೊತೆಗೂಡಿ ಸಂಘಟಿತವಾದ ಹೋರಾಟ ನಡೆಸುವ ಬಗ್ಗೆ ತಿಳಿಸಿದ್ದಾರೆ.

ಕೇಂದ್ರ ಗೃಹ ಸಚಿವರ ಬೀಸು ಹೇಳಿಕೆಯನ್ನು ನೋಡಿದರೆ ಅವರಿಗೆ ಒಂದೋ ಮಾಹಿತಿಯ ಕೊರತೆ ಇದೆ, ಇಲ್ಲವಾದರೆ ಕರ್ನಾಟಕವೂ ಸೇರಿದಂತೆ ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳಾದ ತೆಲಂಗಾಣ, ತಮಿಳುನಾಡು, ಕೇರಳ ಮತ್ತು ಆಂಧ್ರಪ್ರದೇಶಗಳಿಗೆ ಅನ್ಯಾಯ ಮಾಡುವ ದುರುದ್ದೇಶ ಇದೆ ಎಂದು ಅರ್ಥಮಾಡಿಕೊಳ್ಳಬಹುದು.
ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳಿಗೆ ಅನ್ಯಾಯ ಮಾಡಬಾರದೆಂಬ ಸದುದ್ದೇಶ ಕೇಂದ್ರ ಸರ್ಕಾರ ಹೊಂದಿರುವುದಾಗಿದ್ದರೆ ಕ್ಷೇತ್ರ ಮರುವಿಂಗಡಣೆಯನ್ನು ಜನಸಂಖ್ಯೆಯ ಅನುಪಾತದ ಆಧಾರದಲ್ಲಿ ಮಾಡಲಾಗುವುದೋ? ಇಲ್ಲವೇ ಲೋಕಸಭಾ ಸದಸ್ಯರ ಈಗಿನ ಸಂಖ್ಯೆಯ ಅನುಪಾತದಲ್ಲಿ ಮಾಡಲಾಗುವುದೋ? ಎಂಬ ಮುಖ್ಯ ಪ್ರಶ್ನೆಗೆ ಗೃಹ ಸಚಿವರು ಉತ್ತರಿಸಬೇಕಾಗುತ್ತದೆ.
ಇತ್ತೀಚಿನ ಜನಸಂಖ್ಯೆಯ ಅನುಪಾತದಲ್ಲಿ ಕ್ಷೇತ್ರ ಮರುವಿಂಗಡಣೆ ನಡೆದರೆ ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳಿಗೆ ಅನ್ಯಾಯ ಕಟ್ಟಿಟ್ಟ ಬುತ್ತಿ ಎನ್ನುವುದು ನಮಗೆ ಸ್ಪಷ್ಟವಾಗಿ ಅರ್ಥವಾಗಿದೆ. ಈ ಅನ್ಯಾಯವನ್ನು ತಪ್ಪಿಸಲಿಕ್ಕಾಗಿಯೇ ಸಂವಿಧಾನಕ್ಕೆ ತಿದ್ದುಪಡಿ ಮಾಡಿ ಹಿಂದಿನ ಎರಡು ಕ್ಷೇತ್ರ ಮರುವಿಂಗಡಣೆಗೆ 1971ರ ಜನಗಣತಿಯನ್ನೇ ಆಧಾರವಾಗಿಟ್ಟುಕೊಳ್ಳಲಾಗಿತ್ತು.
ಕಳೆದ 50 ವರ್ಷಗಳಲ್ಲಿ ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳು ಪರಿಣಾಮಕಾರಿ ಕ್ರಮಗಳ ಮೂಲಕ ಜನಸಂಖ್ಯೆಯನ್ನು ನಿಯಂತ್ರಿಸಿರುವುದು ಮಾತ್ರವಲ್ಲ, ಅಭಿವೃದ್ದಿಯ ಪಥದಲ್ಲಿ ಮುನ್ನಡೆಯುತ್ತಿವೆ. ಇದೇ ವೇಳೆ ಉತ್ತರಪ್ರದೇಶ, ಬಿಹಾರ, ಮಧ್ಯಪ್ರದೇಶದಂತಹ ಉತ್ತರದ ರಾಜ್ಯಗಳು ಜನಸಂಖ್ಯೆಯ ನಿಯಂತ್ರಣದಲ್ಲಿ ಸಂಪೂರ್ಣವಾಗಿ ವಿಫಲವಾಗಿರುವುದು ಮಾತ್ರವಲ್ಲ, ಅಭಿವೃದ್ದಿಯ ಹಾದಿಯಲ್ಲಿ ಇನ್ನೂ ಕುಂಟುತ್ತಾ ಸಾಗಿದೆ.
ಇದರಿಂದಾಗಿ ಕ್ಷೇತ್ರ ಮರುವಿಂಗಡಣೆಯನ್ನು ಇತ್ತೀಚಿನ ಜನಗಣತಿಯಿಂದ ಪಡೆದ ಜನಸಂಖ್ಯೆಯ ಅನುಪಾತದ ಮೇಲೆ ನಡೆಸಿದರೆ ಜನಸಂಖ್ಯೆಯ ನಿಯಂತ್ರಣ ಮಾಡಿರುವ ಕರ್ನಾಟಕವೂ ಸೇರಿದಂತೆ ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳ ಲೋಕಸಭಾ ಕ್ಷೇತ್ರಗಳ ಸಂಖ್ಯೆ ಒಂದೋ ಕಡಿಮೆಯಾಗಲಿದೆ. ಇಲ್ಲದೆ ಇದ್ದರೆ ಉತ್ತರದ ರಾಜ್ಯಗಳ ಕ್ಷೇತ್ರಗಳ ಪ್ರಮಾಣದಲ್ಲಿ ಏರಿಕೆ ಆಗಲಾರದು. ಈ ಎರಡೂ ಬೆಳವಣಿಗಳಿಂದ ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳೇ ನಷ್ಟ ಅನುಭವಿಸಲಿದೆ ಎನ್ನುವುದು ಗೃಹಸಚಿವ ಶಾ ಅವರಿಗೆ ತಿಳಿದಿಲ್ಲವೇ? ಎಂದು ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ವಾಗ್ದಾಳಿ ನಡೆಸಿದ್ದಾರೆ.
ಅನ್ಯಾಯ ಎನ್ನದೆ ನ್ಯಾಯ ಎನ್ನಲು ಸಾಧ್ಯವೇ?
ಕ್ಷೇತ್ರ ಮರುವಿಂಗಡಣೆಯ ಪರಿಣಾಮಗಳ ಬಗ್ಗೆ ಹಲವಾರು ಅಧ್ಯಯನಗಳು ನಡೆದಿವೆ. ಇವುಗಳ ಪ್ರಕಾರ ಇತ್ತೀಚಿನ ಜನಗಣತಿಯನ್ನು (2021 ಇಲ್ಲವೇ 2031) ಮಾತ್ರ ಆಧರಿಸಿ ಕ್ಷೇತ್ರ ಮರುವಿಂಗಡಣೆ ನಡೆದರೆ ಕರ್ನಾಟಕದ ಲೋಕಸಭಾ ಕ್ಷೇತ್ರಗಳ ಸಂಖ್ಯೆ 28ರಿಂದ 26ಕ್ಕೆ ಇಳಿಯುವ ಸಾಧ‍್ಯತೆ ಇದೆ. ಇದೇ ರೀತಿ ಆಂಧ್ರಪ್ರದೇಶದ ಲೋಕಸಭಾ ಕ್ಷೇತ್ರಗಳ ಸಂಖ್ಯೆ 42ರಿಂದ 34, ಕೇರಳದ ಸಂಖ್ಯೆ 20ರಿಂದ 12ಕ್ಕೆ, ತಮಿಳುನಾಡಿನ ಸಂಖ್ಯೆ 39ರಿಂದ 31ಕ್ಕೆ ಇಳಿಯಲಿದೆ. ಇದೇ ವೇಳೆ ಉತ್ತರಪ್ರದೇಶದ ಲೋಕಸಭಾ ಕ್ಷೇತ್ರಗಳ ಸಂಖ್ಯೆ 80ರಿಂದ 91, ಬಿಹಾರದ ಸಂಖ್ಯೆ 40ರಿಂದ 50, ಮಧ್ಯಪ್ರದೇಶದ ಸಂಖ್ಯೆ 29ರಿಂದ 33ಕ್ಕೆ ಏರಿಕೆಯಾಗಲಿದೆ. ಇದನ್ನು ಅನ್ಯಾಯ ಎನ್ನದೆ ನ್ಯಾಯ ಎನ್ನಲು ಸಾಧ್ಯವೇ? ಎಂದು ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಪ್ರಶ್ನಿಸಿದ್ದಾರೆ.
ಈ ಅನ್ಯಾಯವನ್ನು ಖಂಡಿತ ಸಹಿಸಲು ಸಾಧ್ಯವಿಲ್ಲ. ಕ್ಷೇತ್ರ ಮರುವಿಂಗಡಣೆಯಿಂದ ಕರ್ನಾಟಕವೂ ಸೇರಿದಂತೆ ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳಿಗೆ ಅನ್ಯಾಯ ಆಗಬಾರದೆಂದರೆ ಒಂದೋ 1971ರ ಜನಗಣತಿಯನ್ನು ಆಧಾರವಾಗಿಟ್ಟುಕೊಳ್ಳಬೇಕು. ಇಲ್ಲವಾದರೆ ಜನಸಂಖ್ಯೆಯ ಮಾನದಂಡವನ್ನು ಕೈಬಿಟ್ಟು ಈಗಿನ ಲೋಕಸಭಾ ಕ್ಷೇತ್ರಗಳ ಸಂಖ್ಯೆಯನ್ನು ಅನುಪಾತಕ್ಕನುಗುಣವಾಗಿ ಹೆಚ್ಚಿಸಬೇಕು. ಆದರೆ, ನರೇಂದ್ರ ಮೋದಿ ಅವರ ನೇತೃತ್ವದ ಕೇಂದ್ರ ಸರ್ಕಾರ ಕ್ಷೇತ್ರ ಮರುವಿಂಗಡಣೆಗೆ ತೋರುತ್ತಿರುವ ಅತ್ಯುತ್ಸಾಹವನ್ನು ನೋಡಿದರೆ ತಮ್ಮ ಪಕ್ಷದ ಕೀರ್ತಿಪತಾಕೆ ಹಾರಿಸುವುದಕ್ಕೆ ಪ್ರತಿರೋಧ ಒಡ್ಡುತ್ತಿರುವ ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳ ಜನತೆಗೆ ಶಿಕ್ಷಿಸುವ ದುರುದ್ದೇಶ ಇರುವಂತೆ ಕಾಣಿಸುತ್ತಿದೆ ಎಂದು ಕಿಡಿಕಾರಿದ್ದಾರೆ.
ಕರ್ನಾಟಕದ ಜನತೆ ಬಿಜೆಪಿಯನ್ನು ಬೆಂಬಲಿಸದೆ ಇದ್ದರೆ ರಾಜ್ಯಕ್ಕೆ ನರೇಂದ್ರ ಮೋದಿ ಅವರ ಆಶೀರ್ವಾದ ಇರುವುದಿಲ್ಲ ಎಂದು ವಿಧಾನಸಭಾ ಚುನಾವಣಾ ಪ್ರಚಾರದ ಕಾಲದಲ್ಲಿ ಬಿಜೆಪಿ ಅಧ್ಯಕ್ಷರಾದ ಜೆ.ಪಿ.ನಡ್ಡಾ ಅವರು ನೀಡಿದ್ದ ಎಚ್ಚರಿಕೆ ನಮ್ಮ ರಾಜ್ಯದ ವಿರುದ್ಧ ಕೇಂದ್ರ ಸರ್ಕಾರ ಕೈಗೊಳ್ಳುತ್ತಿರುವ ಒಂದೊಂದು ಕ್ರಮದಲ್ಲಿಯೂ ನಿಜವಾಗುತ್ತಿದೆ.
ತೆರಿಗೆ ಹಂಚಿಕೆ, ಜಿಎಸ್ ಟಿ ಮತ್ತು ಪ್ರಕೃತಿ ವಿಕೋಪ ಪರಿಹಾರದಲ್ಲಿ ಅನ್ಯಾಯ, ರಾಜ್ಯಕ್ಕೆ ಕಂಟಕವಾಗಿರುವ ಹೊಸ ಶಿಕ್ಷಣ ನೀತಿ ಮತ್ತು ಯುಜಿಸಿ ನಿಯಮಾವಳಿಗಳಿಗೆ ತಿದ್ದುಪಡಿಯೂ ಸೇರಿದಂತೆ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಪ್ರತಿಯೊಂದು ಕ್ರಮವೂ ರಾಜ್ಯವನ್ನು ಶಿಕ್ಷಿಸುವ ದುರುದ್ದೇಶದಿಂದ ಕೂಡಿದೆ ಎನ್ನುವುದು ಸ್ಪಷ್ಟವಾಗುತ್ತಿದೆ.
ಈ ಎಲ್ಲ ಅನ್ಯಾಯದ ವಿರುದ್ಧ ರಾಷ್ಟ್ರಮಟ್ಟದಲ್ಲಿ ದನಿ ಎತ್ತದಂತೆ ಮಾಡಲು ಸಂಸತ್ ನಲ್ಲಿ ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳ ದನಿಯನ್ನು ಇನ್ನಷ್ಟು ಕ್ಷೀಣಗೊಳಿಸುವ ದುರುದ್ದೇಶದಿಂದ ಕೇಂದ್ರದ ಬಿಜೆಪಿ ಸರ್ಕಾರ ಈಗ ಕ್ಷೇತ್ರ ಮರುವಿಂಗಡಣೆಯ ಹೊಸ ಅಸ್ತ್ರವನ್ನು ಎತ್ತಿಕೊಂಡು ಹೊರಟಿದೆ.
ರಾಜ್ಯಕ್ಕೆ ಆಗುತ್ತಿರುವ ಸರಣಿ ಅನ್ಯಾಯಗಳನ್ನು ನೋಡಿಯೂ ರಾಜ್ಯದಿಂದ ಲೋಕಸಭೆಗೆ ಆರಿಸಿ ಹೋಗಿರುವ ಹದಿನೇಳು ಬಿಜೆಪಿ ಮತ್ತು ಇಬ್ಬರು ಜೆಡಿಎಸ್ ಸದಸ್ಯರು ಜೀತದಾಳುಗಳಂತೆ ಬಾಯಿಗೆ ಬೀಗಹಾಕಿಕೊಂಡು ಕೂತಿದ್ದಾರೆ. ರಾಜ್ಯದ ಬಿಜೆಪಿ ನಾಯಕರು ಪರಸ್ಪರ ಕೆಸರೆರಚಾಟ ನಡೆಸುತ್ತಾ ಬೀದಿ ಜಗಳದಲ್ಲಿ ಮಗ್ನರಾಗಿದ್ದಾರೆ ಎಂದು ಸಿದ್ದರಾಮಯ್ಯ ಲೇವಡಿ ಮಾಡಿದ್ದಾರೆ.
ಇಂತಹ ಸಂದರ್ಭದಲ್ಲಿ ಜಾತಿ-ಧರ್ಮ ಪಕ್ಷ -ಪಂಥಗಳ ಭೇದವನ್ನು ಮರೆತು ಕನ್ನಡಿಗರೆಲ್ಲರೂ ಒಂದಾಗಿ ಒಂದೇ ದನಿಯಲ್ಲಿ ಕೇಂದ್ರ ಸರ್ಕಾರದಿಂದ ರಾಜ್ಯಕ್ಕೆ ಆಗುತ್ತಿರುವ ಅನ್ಯಾಯದ ವಿರುದ್ದ ದನಿ ಎತ್ತಬೇಕಾಗಿದೆ. ಈ ಅನ್ಯಾಯದ ವಿರುದ್ದ ಸಮಗ್ರ ರೂಪದ ಹೋರಾಟವನ್ನು ನಡೆಸಲು ನೆರೆಯ ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳ ಜೊತೆಯಲ್ಲಿಯೂ ಮಾತುಕತೆ ನಡೆಸಲಾಗುತ್ತಿದೆ. ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಅನ್ಯಾಯಕ್ಕೀಡಾಗಿರುವ ಎಲ್ಲ ರಾಜ್ಯಗಳ ಜೊತೆಗೂಡಿ ಸಂಘಟಿತವಾದ ಹೋರಾಟ ನಡೆಸಲಾಗುವುದು ಎಂದು ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ತಿಳಿಸಿದ್ದಾರೆ.

Amit Shah’s Statement on Delimitation is Not Credible-Chief Minister Shri Siddaramaiah
Union Home Minister Amit Shah’s claim that southern states will not be disadvantaged in the Delimitation process is not trustworthy. His statement rather appears to be aimed at creating confusion in the southern states.
Going by the Home Minister’s vague remarks, it seems that either he lacks proper information or there is a deliberate intent to disadvantage the southern states, including Karnataka, Telangana, Tamil Nadu, Kerala, and Andhra Pradesh.
If the Union Government genuinely wishes to ensure fairness for the southern states, the Home Minister must clarify whether Delimitation will be based on the latest population ratio or on the current number of Lok Sabha seats.
It is evident that if Delimitation is carried out based on the latest population ratio, it will be a severe injustice to the southern states. To prevent such unfairness, previous delimitation exercises were conducted using the 1971 census as the basis, following Constitutional amendments.
Over the past 50 years, southern states have effectively controlled population growth while progressing significantly in terms of development. Meanwhile, northern states such as Uttar Pradesh, Bihar, and Madhya Pradesh have failed to regulate population growth and continue to lag in development.
As a result, if Delimitation is based on the latest census, southern states, including Karnataka, may see a reduction or stagnation in their number of Lok Sabha seats, while northern states will gain more seats. In either scenario, the southern states will bear the loss. Is the Home Minister unaware of this?
Several studies have been conducted on the impact of Delimitation. According to these studies, if Delimitation is based solely on the latest census (2021 or 2031), the number of Lok Sabha seats in Karnataka is likely to decrease from 28 to 26. Similarly, Andhra Pradesh’s seats would drop from 42 to 34, Kerala’s from 20 to 12, and Tamil Nadu’s from 39 to 31.
Meanwhile, the number of Lok Sabha seats in Uttar Pradesh would increase from 80 to 91, Bihar’s from 40 to 50, and Madhya Pradesh’s from 29 to 33. If this is not injustice, what is?
This is completely unacceptable. If southern states, including Karnataka, are to be treated fairly in the Delimitation process, either the 1971 Census must be used as the basis, or the number of Lok Sabha seats should be increased proportionally, without relying solely on population figures.
However, looking at the extraordinary enthusiasm shown by Narendra Modi’s Union Government for Delimitation, it appears that the real intent is to punish the people of the southern states for resisting his party’s dominance.
During the Karnataka Assembly election campaign, BJP President J P Nadda had warned that if the people of Karnataka did not support the BJP, the state would not receive Narendra Modi’s blessings. Every action taken by the Union Government against our state now proves this statement to be true.
It is becoming increasingly evident that every decision taken by the Union Government – whether it is the unfair distribution of tax revenues, injustice in GST and disaster relief funds, the imposition of a burdensome education policy, or amendments to UGC regulations – is intended to punish Karnataka.
To further silence the voices of southern states in Parliament and prevent them from raising their concerns at the national level, the Union BJP Government has now taken up the new weapon of Delimitation.
Despite witnessing these repeated injustices, 17 BJP MPs and 2 JD(S) MPs elected from Karnataka to the Lok Sabha have remained silent like slaves. Meanwhile, BJP leaders in the state are too busy engaging in petty internal conflicts and mudslinging.
In such a situation, it is crucial for all Kannadigas to set aside differences of caste, religion, and political ideology and unite with a single voice against the injustice being inflicted upon the state by the Union Government. Discussions are already underway with neighboring southern states to wage a comprehensive fight against these injustices. In the coming days, a coordinated movement will be launched in collaboration with all affected states.
