ಬೆಂಗಳೂರು,ಮಾರ್ಚ್,1,2025 (www.justkannada.in): ರಾಜ್ಯಕ್ಕೆ ನ್ಯಾಯಬದ್ಧವಾಗಿ ನೀಡಬೇಕಾಗಿರುವ ತೆರಿಗೆ ಪಾಲನ್ನು ಇನ್ನಷ್ಟು ಕಡಿತಗೊಳಿಸಲು ಕೇಂದ್ರ ಸರ್ಕಾರ ಮಾಡುತ್ತಿರುವ ಪ್ರಯತ್ನ ಕರ್ನಾಟಕ ವಿರೋಧಿ ಮಾತ್ರವಲ್ಲ ಒಕ್ಕೂಟ ಪ್ರಜಾಪ್ರಭುತ್ವ ವ್ಯವಸ್ಥೆಯನ್ನು ಸಾರುವ ಸಂವಿಧಾನಕ್ಕೆ ಕೂಡಾ ವಿರುದ್ಧವಾಗಿದೆ. ಕೇಂದ್ರದ ಅನ್ಯಾಯಗಳ ವಿರುದ್ಧದ ಮನವಿ – ಮಾತುಕತೆ ವಿಫಲವಾದರೆ ಬೀದಿಗಿಳಿದು ಹೋರಾಡಲು ನಾವು ಸಿದ್ಧ ಎಂದು ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.

ರಾಜ್ಯದ ತೆರಿಗೆ ಪಾಲನ್ನು ಶೇಕಡಾ 41ರಿಂದ 40ಕ್ಕೆ ಇಳಿಸಲು ಶಿಫಾರಸು ಮಾಡುವಂತೆ ಹಣಕಾಸು ಆಯೋಗಕ್ಕೆ ಕೇಂದ್ರದ ಎನ್‌ಡಿಎ ಸರ್ಕಾರ ಸಿದ್ಧತೆ ನಡೆಸಿದೆ ಎಂದು ವರದಿಯಾಗಿದೆ. ನರೇಂದ್ರ ಮೋದಿ ಅವರು ಪ್ರಧಾನಿಯಾದ ದಿನದಿಂದ ಕೇಂದ್ರ ಸರ್ಕಾರದ ನೀತಿ-ನಿರ್ಧಾರಗಳನ್ನು ಗಮನಿಸುತ್ತಾ ಬಂದರೆ ನಿರಂತರವಾಗಿ ರಾಜ್ಯಗಳ ಸಂವಿಧಾನಬದ್ಧ ಅಧಿಕಾರಗಳನ್ನು ಮೊಟಕುಗೊಳಿಸುತ್ತಾ ಅವುಗಳನ್ನು ದುರ್ಬಲಗೊಳಿಸುತ್ತಾ ಬಂದಿರುವುದನ್ನು ಕಾಣಬಹುದು.
ರಾಜ್ಯಗಳು ಸಂಗ್ರಹಿಸಿ ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ನೀಡುವ ತೆರಿಗೆಯಲ್ಲಿ ನ್ಯಾಯಬದ್ಧ ಪಾಲು ರಾಜ್ಯಗಳಿಗೆ ಹಂಚಿಕೆಯಾಗುವಂತೆ ನೋಡಿಕೊಳ್ಳಬೇಕಾಗಿರುವ ಜವಾಬ್ದಾರಿಯನ್ನು ಹೊಂದಿರುವ ಕೇಂದ್ರ ಹಣಕಾಸು ಆಯೋಗ ರಾಜ್ಯಗಳ ಹಕ್ಕುಗಳನ್ನು ದಮನಿಸಲು ಹೊರಟ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಕೈಗಳ ಆಯುಧವಾಗಿರುವುದು ದುರಂತವೇ ಸರಿ. ರಾಜ್ಯಗಳು ಕೇಂದ್ರ ಸರ್ಕಾರದ ಮರ್ಜಿ ಕಾಯುವಂತಹ ಪರವಾಲಂಬಿ ಸ್ಥಿತಿಗೆ ನೂಕುವುದು ಈ ಹುನ್ನಾರದ ದುರುದ್ದೇಶವಾಗಿರುವಂತೆ ಕಾಣುತ್ತಿದೆ. ಇದನ್ನ ಸಹಿಸಲು ಸಾಧ್ಯ ಇಲ್ಲ ಎಂದಿದ್ದಾರೆ.
ಅಧಿಕಾರದ ವಿಕೇಂದ್ರೀಕರಣ ಪ್ರಜಾಪ್ರಭುತ್ವ, ಅಧಿಕಾರದ ಕೇಂದ್ರಿಕರಣ ಸರ್ವಾಧಿಕಾರ. ದೇಶದಲ್ಲಿ ಪ್ರಜಾಪ್ರಭುತ್ವ ಸ್ಥಾಪನೆಯಾಗಿ ಎಂಟು ದಶಕಗಳು ಪೂರ್ಣಗೊಳ್ಳುತ್ತಿರುವ ಇಂದಿನ ಸ್ಥಿತಿಯಲ್ಲಿ ಪ್ರಜಾಪ್ರಭುತ್ವವನ್ನು ಇನ್ನಷ್ಟು ವಿಕಾಸಗೊಳಿಸಿ ಅಧಿಕಾರದ ವಿಕೇಂದ್ರಿಕರಣ ಮಾಡಬೇಕಾದ ಕಾಲದಲ್ಲಿ ಕೇಂದ್ರ ಸರ್ಕಾರ ರಾಜ್ಯಗಳನ್ನು ತಮ್ಮ ಅಧೀನದ ಮಾಂಡಲಿಕರ ರೀತಿ ನಡೆಸಿಕೊಳ್ಳುತ್ತಿರುವುದು ವಿಷಾದನೀಯ.
ಪ್ರತಿ ವರ್ಷ ಕನ್ನಡಿಗರಿಂದ ಸಂಗ್ರಹಿಸಲಾದ ಅಂದಾಜು ನಾಲ್ಕು ಲಕ್ಷ ಕೋಟಿ ರೂಪಾಯಿಗಳನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರ ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸುತ್ತದೆ. ಅದರಲ್ಲಿ ರಾಜ್ಯಕ್ಕೆ ವಾಪಸು ಬರುವುದು ರೂಪಾಯಿಗೆ 15 ಪೈಸೆ ಮಾತ್ರ. ಹದಿನೈದನೇ ಹಣಕಾಸು ಆಯೋಗ ತೆರಿಗೆ ಹಂಚಿಕೆಯ ಪ್ರಮಾಣವನ್ನು ಶೇಕಡಾ 4.713ರಿಂದ ಶೇಕಡಾ 3.64ಕ್ಕೆ ಇಳಿಸಿದ್ದ ಕಾರಣದಿಂದಾಗಿ ಕರ್ನಾಟಕ ಕಳೆದ ಐದು ವರ್ಷಗಳಲ್ಲಿ 68,775 ಕೋಟಿ ರೂಪಾಯಿಯನ್ನು ಕಳೆದುಕೊಂಡಿದೆ.
15ನೇ ಹಣಕಾಸು ಆಯೋಗದ ಅವಧಿ ಮುಂದಿನ ವರ್ಷ ಪೂರ್ಣಗೊಳ್ಳಲಿದ್ದರೂ ಇಲ್ಲಿಯವರೆಗೆ ಆಯೋಗವೇ ಶಿಫಾರಸು ಮಾಡಿರುವ ವಿಶೇಷ ಅನುದಾನ ರೂ.5495 ಕೋಟಿ ಮತ್ತು ರಾಜ್ಯ ಕೇಂದ್ರಿತ ರೂ.6000 ಕೋಟಿ ಮೊತ್ತದ ವಿಶೇಷ ಅನುದಾನವನ್ನು ಬಿಡುಗಡೆ ಮಾಡಿಲ್ಲ ಎಂದು ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ವಿವರಿಸಿದ್ದಾರೆ.
ಕೇಂದ್ರ ಹಣಕಾಸು ಆಯೋಗ ತಾನು ಶಿಫಾರಸು ಮಾಡಿದ್ದಕ್ಕಿಂತ ಕಡಿಮೆ ಮೊತ್ತದ ಹಣವನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ನೀಡುತ್ತಾ ಬಂದಿದೆ. 2021-22, 2022-23 ಮತ್ತು 2023-24ರ ಹಣಕಾಸು ವರ್ಷದಲ್ಲಿ ನಗರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳಿಗೆ ₹1,311 ಕೋಟಿ ಮತ್ತು ಪಂಚಾಯತ್ ರಾಜ್ ಸಂಸ್ಥೆಗಳಿಗೆ ₹775 ಕೋಟಿ ಕಡಿಮೆ ಅನುದಾನ ನೀಡಲಾಗಿದೆ. 2022-23 ಮತ್ತು 2023-24ರ ಹಣಕಾಸು ವರ್ಷದಲ್ಲಿ, ಆರೋಗ್ಯ ಅನುದಾನದಲ್ಲಿ ರೂ.826 ಕೋಟಿ, ಎಸ್ ಡಿ ಆರ್ ಎಫ್ ಅಡಿಯಲ್ಲಿ ರೂ.340 ಕೋಟಿ ಹಣವನ್ನು ಕಡಿತ ಮಾಡಲಾಗಿದೆ. ಈ ಒಟ್ಟು ಬಾಕಿ ರೂ.3,300 ಕೋಟಿ ರೂಪಾಯಿ ಮತ್ತು 2024-25 ಮತ್ತು 2025-26ರ ಅವಧಿಯಲ್ಲಿ ಆಯೋಗ ಶಿಫಾರಸು ಮಾಡಿರುವ ವಿಶೇಷ ಅನುದಾನವನ್ನು ತಕ್ಷಣ ಬಿಡುಗಡೆ ಮಾಡಬೇಕು.
ಕೇಂದ್ರ ಸರ್ಕಾರ ರಾಜ್ಯಗಳಲ್ಲಿ ವಸೂಲು ಮಾಡುತ್ತಿರುವ ಸೆಸ್ ಮತ್ತು ಸರ್ಚಾರ್ಜ್ ಗಳಲ್ಲಿ ರಾಜ್ಯಗಳಿಗೆ ಪಾಲು ನೀಡಲಾಗುತ್ತಿಲ್ಲ. ಸೆಸ್ ಮತ್ತು ಸರ್ಚಾರ್ಜ್ ಅನ್ನು ತೆರಿಗೆ ನಿಧಿಯಿಂದ ಹೊರಗಿಟ್ಟಿರುವ ಕಾರಣ 2017-18ರಿಂದ 2024-25ರ ಅವಧಿಯಲ್ಲಿ ಕರ್ನಾಟಕ 53,359 ಕೋಟಿ ರೂಪಾಯಿ ಕಳೆದುಕೊಂಡಿದೆ. 2010-11ರಲ್ಲಿ ಒಟ್ಟು ತೆರಿಗೆಯ ಶೇಕಡಾ 8.1ರಷ್ಟಿದ್ದ ಸೆಸ್ ಮತ್ತು ಸರ್ಚಾರ್ಜ್ ನ ಪ್ರಮಾಣ 2024-25ರಲ್ಲಿ ಶೇಕಡಾ 14ಕ್ಕೆ ಏರಿಕೆಯಾಗಿದೆ. ಇದರಿಂದಾಗಿ ಕರ್ನಾಟಕಕ್ಕೆ ಬರುವ ತೆರಿಗೆ ಪಾಲಿನಲ್ಲಿ ಕಡಿತ ಉಂಟಾಗಿದೆ. ಇದರ ಜೊತೆಯಲ್ಲಿ ಕೇಂದ್ರದ ಸಹಾಯ ಧನ ಕೂಡಾ ವರ್ಷದಿಂದ ವರ್ಷಕ್ಕೆ ಕಡಿಮೆಯಾಗುತ್ತಿದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ತಕ್ಷಣದಿಂದಲೆ ಸೆಸ್ ಮತ್ತು ಸರ್ಚಾರ್ಜ್ ಅನ್ನು ರದ್ದುಗೊಳಿಸಬೇಕು ಇಲ್ಲವೆ ಅದನ್ನು ಒಟ್ಟು ತೆರಿಗೆಯ ನಿಧಿಗೆ ಸೇರಿಸಿ ಅದನ್ನು ರಾಜ್ಯಗಳಿಗೆ ಹಂಚಿಕೆ ಮಾಡಬೇಕು ಎಂದು ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ತಿಳಿಸಿದ್ದಾರೆ.
ಜಿಎಸ್ ಟಿ ಅನುಷ್ಠಾನದಿಂದಾಗಿ ರಾಜ್ಯ ಸರ್ಕಾರಗಳಿಗೆ ಆಗುವ ನಷ್ಟಕ್ಕೆ ಪರಿಹಾರ ನೀಡಲು ಜಿಎಸ್ ಟಿ ಪರಿಹಾರ ಸೆಸ್ ಜಾರಿಗೊಳಿಸಲಾಗಿತ್ತು. 2022ರ ಜುಲೈ ತಿಂಗಳಲ್ಲಿಯೇ ಪರಿಹಾರ ನೀಡುವುದನ್ನು ನಿಲ್ಲಿಸಿದರೂ 2026ರ ವರೆಗೆ ಸೆಸ್ ಸಂಗ್ರಹವನ್ನು ಮುಂದುವರಿಸಲಾಗಿದೆ. ಈ ಸೆಸ್ ಬದಲಿಗೆ ಹೆಚ್ಚುವರಿ ರಾಜ್ಯ ಸರಕು ಮತ್ತು ಸೇವಾ ತೆರಿಗೆ (ಎಸ್ ಜಿಎಸ್ ಟಿ) ಸಂಗ್ರಹಕ್ಕೆ ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಅವಕಾಶ ನೀಡಬೇಕು.
1985ರಿಂದ ಸೇವಾ ತೆರಿಗೆಯನ್ನು ಪರಿಷ್ಕರಿಸಿಲ್ಲ, ಈ ದೀರ್ಘಾವಧಿಯಲ್ಲಿ ನಡೆದಿರುವ ಆರ್ಥಿಕ ಬೆಳವಣಿಗೆಯನ್ನು ಗಮನದಲ್ಲಿಟ್ಟುಕೊಂಡು ಸೇವಾ ತೆರಿಗೆಯ ಗರಿಷ್ಠ ಮಿತಿಯನ್ನು ಹೆಚ್ಚಿಸಲು ಸಂವಿಧಾನಕ್ಕೆ ತಿದ್ದುಪಡಿ ಮಾಡಬೇಕು. ರಾಜ್ಯದಲ್ಲಿ ಸಂಗ್ರಹವಾಗುವ ತೆರಿಗೆಯಲ್ಲಿ ಕನಿಷ್ಠ ಅರ್ಧದಷ್ಟನ್ನಾದರೂ ರಾಜ್ಯಕ್ಕೆ ನೀಡಬೇಕು. ಸಂವಿಧಾನಕ್ಕೆ ತಿದ್ದುಪಡಿ ಮಾಡಿ ತೆರಿಗೆಯೇತರ ಆದಾಯವನ್ನು ಕೂಡಾ ತೆರಿಗೆ ನಿಧಿಗೆ ಸೇರಿಸಬೇಕು.
ಗ್ಯಾರಂಟಿ ಯೋಜನೆಗಳಂತಹ ಜನಪ್ರಿಯ ಕಾರ್ಯಕ್ರಗಳ ಮೂಲಕ ಕನ್ನಡಿಗರ ಮನಸ್ಸು ಗೆದ್ದಿರುವ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರಕ್ಕೆ ಹೇಗಾದರೂ ಮಾಡಿ ಅಪಖ್ಯಾತಿ ತರಬೇಕೆಂದು ಕೇಂದ್ರ ಸರ್ಕಾರ ನಿರ್ಧರಿಸಿದಂತಿದೆ. ಇದಕ್ಕಾಗಿ ದುರುದ್ದೇಶದಿಂದ ನ್ಯಾಯಬದ್ಧವಾಗಿ ನೀಡಬೇಕಾಗಿರುವ ತೆರಿಗೆ ಪಾಲು ಮತ್ತಿತರ ಅನುದಾನ ನೀಡದೆ ರಾಜ್ಯದ ಖಜಾನೆಯನ್ನು ಬರಿದುಮಾಡಲು ಹೊರಟಿದೆ. ಇಂತಹ ದಮನಕಾರಿ ನೀತಿಗಳನ್ನು ಎದುರಿಸುವ ಶಕ್ತಿ ಮತ್ತು ಧೈರ್ಯ ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕಿದೆ. ಈ ಅನ್ಯಾಯವನ್ನು ರಾಜ್ಯದ ಜನತೆಯೂ ಅರ್ಥಮಾಡಿಕೊಂಡಿದ್ದಾರೆ ಎಂದು ನಾನು ನಂಬಿದ್ದೇನೆ.
ರಾಜ್ಯಕ್ಕೆ ಆಗುತ್ತಿರುವ ಅನ್ಯಾಯವನ್ನು ಪರಿಹರಿಸಲು ಮನವಿ – ಮಾತುಕತೆ ಮೂಲಕ ನಡೆಸುತ್ತಾ ಬಂದ ಪ್ರಯತ್ನ ವಿಫಲವಾದಲ್ಲಿ ಬೀದಿಗಿಳಿದು ಜನರ ಜೊತೆ ಸೇರಿ ಹೋರಾಟ ನಡೆಸುವುದು ಅನಿವಾರ್ಯವಾಗಬಹುದು ಎಂದು ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ಎಚ್ಚರಿಕೆ ನೀಡಿದ್ದಾರೆ.

The Union Government’s attempt to further reduce Karnataka’s rightful share of tax revenue is not just anti-Karnataka but also a direct attack on the federal structure enshrined in the Constitution.
Reports indicate that the NDA Government is preparing to recommend reducing Karnataka’s tax share from 41% to 40% through the Finance Commission. Since Narendra Modi took office as Prime Minister, the Centre’s policies have consistently curtailed and weakened the Constitutional rights of states.
The Finance Commission, which is responsible for fair distribution of tax revenue collected by states, is now being used as a tool to suppress states’ rights. This is a dangerous trend, pushing states into a dependent position where they must rely on the Centre’s discretion – a move we cannot accept.
Decentralisation strengthens democracy; centralisation breeds authoritarianism. As India marks eight decades of democracy, it is alarming that the Union Government is treating states as mere subordinates instead of empowering them. This is unacceptable.
Every year, the Karnataka Government remits approximately ₹4 lakh crore collected from Kannadigas to the Union Government. However, the state receives back only 15 paise per rupee. Due to the 15th Finance Commission reducing Karnataka’s tax share from 4.713% to 3.64%, the state has lost ₹68,775 crore over the past five years.
Even though the 15th Finance Commission’s term ends next year, the Union Government has yet to release ₹5,495 crore in special grants recommended by the Commission, along with an additional ₹6,000 crore in centrally sponsored grants for Karnataka.
Moreover, the Union Government has consistently allocated Karnataka’s funds below the Commission’s recommendations. In the financial years 2021-22, 2022-23, and 2023-24, grants for urban local bodies were reduced by ₹1,311 crore, and ₹775 crore was cut from Panchayat Raj institutions. In 2022-23 and 2023-24, health grants were slashed by ₹826 crore, and ₹340 crore was cut under State Disaster Response Fund (SDRF).
In total, ₹3,300 crore remains unpaid, and the special grants recommended for 2024-25 and 2025-26 must be released immediately.
The Union Government is not sharing the revenue collected from cess and surcharges with the states. Since these levies are kept outside the tax pool, Karnataka has lost ₹53,359 crore between 2017-18 and 2024-25. The share of cess and surcharges in total taxes has increased from 8.1% in 2010-11 to 14% in 2024-25, further reducing Karnataka’s rightful tax share. Additionally, central grants have been declining year after year. Given this situation, cess and surcharges must either be abolished immediately or included in the total tax pool and distributed fairly among the states.
To compensate for revenue losses due to GST implementation, the GST Compensation Cess was introduced. However, even though compensation payments stopped in July 2022, the Union Government continues to collect the cess until 2026. Instead of this, states should be allowed to levy additional State GST (SGST) to recover revenue losses.
The service tax limit has remained unchanged since 1985. Given the economic growth over the decades, a Constitutional amendment is necessary to increase its upper limit. At least half of the taxes collected in the state must be returned to Karnataka. Additionally, the Constitution must be amended to include non-tax revenue in the divisible tax pool for fair allocation.
The Congress Government in Karnataka, through Guarantee Schemes and welfare programs, has earned the trust of the people. However, the Union Government appears intent on discrediting it. To achieve this, it is denying Karnataka its rightful tax share and grants, pushing the state’s finances into crisis. But the State Government has the strength and resolve to counter such oppressive measures. I strongly believe the people of Karnataka see this injustice for what it is.
If appeals and negotiations fail, we will not hesitate to take to the streets and fight alongside the people.
