ಕರ್ನಾಟಕ ಗಣಿ ಪರಿಸರ ಪುನಶ್ಚೇತನ ನಿಗಮವು ಗಣಿಬಾಧಿತ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಸುಪ್ರೀಂ ಕೋರ್ಟ್‌ ಅನುಮೋದನೆಯಂತೆ ಗಣಿಗಾರಿಕೆಯ ಪ್ರಭಾವಕ್ಕೆ ಒಳಗಾದ ವಲಯಗಳ ಸಮಗ್ರ ಅಭಿವೃದ್ಧಿ ಯೋಜನೆಯ (CEPMIZ) ಕ್ರಿಯಾ ಯೋಜನೆಯನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಅನುವಾಗುವಂತೆ ಪರಿಣಾಮಕಾರಿಯಾಗಿಸಲು ನಿಗಮದ ಬೈಲಾ ತಿದ್ದುಪಡಿ ಮಾಡಿ ಮುಖ್ಯಮಂತ್ರಿಯವರನ್ನು ಆಡಳಿತ ಮಂಡಳಿ ಅಧ್ಯಕ್ಷರನ್ನಾಗಿ ಮಾಡುವಂತೆ ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಸೂಚಿಸಿದರು.
ಇಂದು ಕರ್ನಾಟಕ ಗಣಿ ಪರಿಸರ ಪುನಶ್ಚೇತನ ನಿಗಮದ ಕಾರ್ಯಚಟುವಟಿಕೆಗಳ ಪರಿಶೀಲನೆ ನಡೆಸಿದರು. ರಾಜ್ಯದ ಬಳ್ಳಾರಿ, ವಿಜಯನಗರ, ಚಿತ್ರದುರ್ಗ ಮತ್ತು ತುಮಕೂರು- ಈ 4 ಜಿಲ್ಲೆಗಳ 466 ಗ್ರಾಮಗಳನ್ನು ಗಣಿ ಬಾಧಿತ ಎಂದು ಘೋಷಿಸಲಾಗಿದ್ದು, ಈ ಗ್ರಾಮಗಳ ಅಭಿವೃದ್ಧಿಗೆ ಸುಪ್ರೀಂ ಕೋರ್ಟು 24,996.71 ಕೋಟಿ ರೂ. ಅಂದಾಜು ವೆಚ್ಚದ ಕ್ರಿಯಾ ಯೋಜನೆಯನ್ನು ಅನುಮೋದಿಸಿದೆ. ಸುಪ್ರೀಂ ಕೋರ್ಟಿನ ಆದೇಶದಂತೆ ಸುಪ್ರೀಂ ಕೋರ್ಟಿನ ನಿವೃತ್ತ ನ್ಯಾಯಾಧೀಶ ಶ್ರೀ ಸುದರ್ಶನ ರೆಡ್ಡಿ ಅವರನ್ನು ಮೇಲುಸ್ತುವಾರಿ ಪ್ರಾಧಿಕಾರವಾಗಿ ನೇಮಕ ಮಾಡಲಾಗಿದ್ದು, ಯೋಜನೆಗಳ ಅನುಮೋದನೆ ಮತ್ತು ಅನುಷ್ಠಾನದ ಮೇಲುಸ್ತುವಾರಿಯನ್ನು ನೀಡಲಾಗಿದೆ. ಈ ಪ್ರಾಧಿಕಾರವು ಈವರೆಗೆ 4 ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಒಟ್ಟು 7634.96 ಕೋಟಿ ರೂ. ಮೊತ್ತದ 317 ಪ್ರಸ್ತಾವನೆಗಳನ್ನು ಅನುಮೋದಿಸಿದೆ.
ಉಳಿದ ಪ್ರಸ್ತಾವನೆಗಳನ್ನು ತ್ವರಿತವಾಗಿ ಸಿದ್ಧಪಡಿಸಿ ಅನುಮೋದನೆ ಪಡೆಯಲು ಅನುವಾಗುವಂತೆ ಈ ನಾಲ್ಕು ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಎಂಜಿನಿಯರಿಂಗ್‌ ಕೋಶವನ್ನು ಸ್ಥಾಪಿಸಿ, ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವರು ಹಾಗೂ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಮಾರ್ಗದರ್ಶನದಲ್ಲಿ ತ್ವರಿತವಾಗಿ ಕ್ರಿಯಾ ಯೋಜನೆ ಸಿದ್ಧಪಡಿಸುವಂತೆ ಸೂಚಿಸಿದರು.
ಈ ಯೋಜನೆಯನ್ನು ಸದ್ಬಳಕೆ ಮಾಡುವ ಮೂಲಕ ಗಣಿಬಾಧಿತ ಗ್ರಾಮಗಳನ್ನು ಅಭಿವೃದ್ಧಿ ಪಡಿಸಲು ವಿಪುಲ ಅವಕಾಶವಿದ್ದು, ಕಾಮಗಾರಿಗಳ ಗುಣಮಟ್ಟ ಕಾಯ್ದುಕೊಳ್ಳಲು ಆದ್ಯತೆ ನೀಡಬೇಕೆಂದು ಸಿದ್ಧರಾಮಯ್ಯ ಸೂಚಿಸಿದರು.

CM Instructs to resolve forest clearance and other issues of Mining Companies on a single window system model
Bengaluru, July 27- Chief Minister Siddaramaiah has instructed to set up a single window system model to resolve mining lease issues.
He instructed that the Ministers of Mines and Geology, Revenue and Forest Departments and officers must hold monthly meetings to resolve the issues related to forest clearance and other permissions to mining companies in model of single window system.
He held a high-level meeting to settle the pending issues related to the Forest Department with the agencies which come under the Mines and Geology Department in the state.
On this occasion, it was discussed that many cases are pending with the forest department to resolve. It was identified that the reason for this was that the mining companies did not provide alternative land for afforestation. Farmers in Arasikere and other parts of the state are willing to sell their agricultural land due to elephant and other wild animal menace. The Chief Minister suggested that these companies must purchase land from such farmers and provide it afforestation.
An application has been submitted to the Government of India on Pravesh Portal for permission to carry out mineral exploration in the State through the Government of India owned KIOCL and MECL. He directed the officials of the Department of Mines and Geology to discuss with these companies to rectify the objections in these applications and get quick clearance.
2.7 million metric tons of ore confiscated from illegal mining in the past is lying in the forest area the CM instructed to take legal advice from legal experts for its disposal.
He suggested that the applications coming to the task force under the chairmanship of the Deputy Commissioners should be disposed off quickly. He suggested that a proposal to implement OTS (One Time Settlement) scheme to collect fines imposed on quarry contractors for violation of rules should be tabled in the Cabinet meeting.
Forest Minister Ishwara Khandre, Horticulture and Mines and Geology Minister S.S. Mallikarjun, Chief Minister’s political secretaries K. Govindaraju, Naseer Ahmed, Additional Chief Secretary to Chief Minister Dr. Rajneesh Goel, ACS Forest Department Javed Akhtar, Principal Secretary Revenue Department Rajendra Kataria and other senior officials were present.
