ಬೆಂಗಳೂರು, ನವೆಂಬರ್ 24,2023(www.justkannada.in): ಡಿಸಿಎಂ ಡಿ.ಕೆ ಶಿವಕುಮಾರ್ ವಿರುದ್ಧ ಸಿಬಿಐ ತನಿಖೆಗೆ ಅನುಮತಿ ನೀಡುವುದಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ವಿಧಾನಸಭಾಧ್ಯಕ್ಷರಿಂದ ಯಾವುದೇ ಅನುಮತಿ ಪಡೆಯದೇ ಹಾಗೂ ಅಡ್ವೊಕೇಟ್ ಜನರಲ್ ಅವರ ಅಭಿಪ್ರಾಯವನ್ನು ಪರಿಗಣಿಸದೇ ಹಿಂದಿನ ಸರ್ಕಾರದ ಮುಖ್ಯಮಂತ್ರಿಗಳು ತನಿಖೆಗೆ ಆದೇಶ ನೀಡಿರುವುದು ಕಾನೂನು ಬಾಹಿರ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ತಿಳಿಸಿದರು.
ಇಂದು ಬೆಂಗಳೂರು ನಗರ ಸೇಫ್ ಸಿಟಿ ಕಮಾಂಡ್ ಸೆಂಟರ್ ಕಟ್ಟಡ ಲೋಕಾರ್ಪಣೆ ಕಾರ್ಯಕ್ರಮದ ನಂತರ ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಮಾಧ್ಯಮದವರೊಂದಿಗೆ ಮಾತನಾಡಿದರು.
ಡಿಸಿಎಂ ವಿರುದ್ಧ ಆರೋಪದ ತನಿಖೆ ನಡೆಸಲು ಸಿಬಿಐಗೆ ನೀಡಿದ ಅನುಮತಿ ಹಿಂಪಡೆಯಲು ತೀರ್ಮಾನಿಸಿರುವ ಬಗ್ಗೆ ಪ್ರತಿಕ್ರಿಯೆ ನೀಡಿದ ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ, ಯಾವುದೇ ಸರ್ಕಾರದ ಸೇವೆಯಲ್ಲಿದ್ದವರ ವಿರುದ್ಧ ತನಿಖೆಯಾಗಬೇಕಾದರೆ ಸರ್ಕಾರದ ಅನುಮತಿ ಅವಶ್ಯಕ. 2019 ರಲ್ಲಿ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಅವರ ವಿರುದ್ಧ ತನಿಖೆ ಅನುಮತಿಸಿದಾಗ ಅವರು ಶಾಸಕರಾಗಿದ್ದರು. ಇವರ ವಿರುದ್ಧ ತನಿಖೆಗೆ ಕಾನೂನು ರೀತ್ಯವಾಗಿ ವಿಧಾನ ಸಭಾಧ್ಯಕ್ಷರಿಂದ ಅನುಮತಿ ಪಡೆದು ನಂತರ ಮುಖ್ಯಮಂತ್ರಿಗಳು ತನಿಖೆ ಕೈಗೊಳ್ಳಲು ಆದೇಶಿಸಬೇಕು. ಆದರೆ ವಿಧಾನಸಭಾಧ್ಯಕ್ಷರಿಂದ ಯಾವುದೇ ಅನುಮತಿ ಪಡೆದಿಲ್ಲ ಹಾಗೂ ಅಡ್ವೊಕೇಟ್ ಜನರಲ್ ಅವರ ಅಭಿಪ್ರಾಯವನ್ನು ಪರಿಗಣಿಸದೇ ಅಂದಿನ ಮುಖ್ಯಮಂತ್ರಿ ಯಡಿಯೂರಪ್ಪ ಅವರು ಮೌಖಿಕವಾಗಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಗೆ ಸೂಚನೆ ನೀಡಿದ್ದರು. ಅವರ ಮೌಖಿಕ ಆದೇಶದ ಮೇರೆಗೆ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಗಳು ಸಿಬಿಐ ತನಿಖೆಗೆ ವಹಿಸಿದ್ದಾರೆ. ಈ ರೀತಿ ಮಾಡುವುದು ಕಾನೂನಿನ ರೀತ್ಯ ಸರಿಯಲ್ಲ ಎಂದರು.
ನ್ಯಾಯಾಲಯದ ತೀರ್ಮಾನದ ಬಗ್ಗೆ ನಾನು ಪ್ರತಿಕ್ರಿಯೆ ನೀಡುವುದಿಲ್ಲ. ಸರ್ಕಾರ ಕಾನೂನುಬಾಹಿರವಾಗಿ ಮಂಜೂರಾತಿ ನೀಡಿರುವುದರಿಂದ ಅದು ಸರಿಯಿಲ್ಲ. ಅದನ್ನು ವಾಪಸ್ಸು ತೆಗೆದುಕೊಳ್ಳುತ್ತೇವೆ ಎಂದು ತೀರ್ಮಾನಿಸಿರುವುದಾಗಿ ತಿಳಿಸಿದರು.
ನ್ಯಾಯಾಲಯದ ತೀರ್ಮಾನಗಳಿಗೆ ಮಧ್ಯಪ್ರವೇಶ ಇಲ್ಲ:
ನ್ಯಾಯಾಲಯವು ಕೂಡ ಆದೇಶವನ್ನು ಎತ್ತಿಹಿಡಿಯುವ ಭಯದಿಂದ ಸರ್ಕಾರ ಇದನ್ನು ಮಾಡಿದೆ ಎಂಬ ಸುದ್ದಿಗಾರರ ಪ್ರಶ್ನೆಗೆ ಉತ್ತರಿಸಿ, ನ್ಯಾಯಾಲಯದ ತೀರ್ಮಾನಗಳಿಗೆ ನಾವು ಮಧ್ಯಪ್ರವೇಶಿಸುವಂತಿಲ್ಲ. ನ್ಯಾಯಾಲಯ ಏನು ತೀರ್ಮಾನ ಮಾಡುತ್ತದೆಯೋ ಮಾಡಲಿ ಎಂದರು.
ಬೆಂಗಳೂರು ನಗರ ಸೇಫ್ ಸಿಟಿ ಕಮಾಂಡ್ ಸೆಂಟರ್ : ತೊಂದರೆಯಲ್ಲಿರುವವರಿಗೆ 7 ನಿಮಿಷದೊಳಗೆ ನೆರವು
ನಿರ್ಭಯ ನಿಧಿ ಅಡಿ ಬೆಂಗಳರು ನಗರ ಸೇಫ್ ಸಿಟಿ ಕಮಾಂಡ್ ಸೆಂಟರ್ ಕಟ್ಟಡವನ್ನು ಇಂದು ಉದ್ಘಾಟಿಸಲಾಗಿದೆ. ಈ ಯೋಜನೆಗೆ 661.5 ಕೋಟಿ ರೂ. ಖರ್ಚಾಗಿದೆ. ಕೇಂದ್ರ ಸರ್ಕಾರದ ಶೇ.60 ಹಾಗೂ ರಾಜ್ಯಸರ್ಕಾರದ ಶೇ. 40 ರಷ್ಟು ಅನುದಾನ ನೀಡಲಾಗಿದೆ. ಬೆಂಗಳೂರು ನಗರದ ಜನರಿಗೆ ಸುರಕ್ಷತೆಯನ್ನು ಈ ಕೇಂದ್ರ ಒದಗಿಸಲಿದೆ. ಮಹಿಳೆಯರು, ಅಂಗವಿಕಲರು, ವಯೋವೃದ್ಧರಿಗೆ ಯಾವುದೇ ತೊಂದರೆ ಸಂಭವಿಸಿದರೂ ಈ ಕೇಂದ್ರ ಅವರಿಗೆ ತ್ವರಿತ ಸಹಾಯ ಒದಗಿಸಲಿದೆ. ಈ ಕೇಂದ್ರದ ಸಹಕಾರದಿಂದ ಘಟನಾ ಸ್ಥಳಕ್ಕೆ ಸಂಬಂಧಪಟ್ಟ ಪೊಲೀಸ್ ಠಾಣೆಯ ಪೊಲೀಸರು 7 ನಿಮಿಷದೊಳಗೆ ಆಗಮಿಸಿ, ತೊಂದರೆಯಲ್ಲಿರುವ ಜನರಿಗೆ ನೆರವು ನೀಡಲಿದೆ.
ಬೆಂಗಳೂರು ಸೇರಿದಂತೆ ದೇಶದ 8 ಕಡೆಗಳಲ್ಲಿ ಇಂತಹ ಕೇಂದ್ರವನ್ನು ತೆರೆಯಲಾಗಿದೆ. ದೇಶದ 8 ಸ್ಥಳಗಳಲ್ಲಿ ಈ ಕೇಂದ್ರಕ್ಕೆ ಮಂಜೂರಾತಿ ನೀಡಿದ್ದರೂ, ಬೆಂಗಳೂರಿನಲ್ಲಿ ಮಾತ್ರ ಸೇಫ್ ಸಿಟಿ ಕಮಾಂಡ್ ಕೇಂದ್ರ ಕಟ್ಟಡವನ್ನು ಪೂರ್ಣಗೊಳಿಸಿ ಲೋಕಾರ್ಪಣೆಗೊಳಿಸಲಾಗಿದೆ. ಈ ಕಟ್ಟಡಕ್ಕೆ ಸುಮಾರು 12 ಕೋಟಿ ರೂ. ವೆಚ್ಚವಾಗಿದೆ ಎಂದರು.

Bangalore, November 24:
Chief Minister Siddaramaiah said that the Chief Minister of the previous government had ordered the investigation against DK Shivakumar without taking the consent from Assembly Speaker and without considering the opinion of the Advocate General which is not in accordance with the law.
He was speaking to the media after inaugurating of the Bangalore City Safe City Command Centre building today.
Responding to the questions on the decision of the cabinet to withdraw the sanction given to the CBI to investigate the allegations against the DCM, the permission of the government is necessary for any investigation against a government servant. DK Shivakumar was an MLA in 2019 when the probe against him was sanctioned. The investigation against him should be legally sanctioned by the Assembly Speaker and then the Chief Minister should order the investigation. But no sanction was obtained from the Assembly Speaker and the opinion of the Advocate General’s opinion was not considered by the then Chief Minister Yediyurappa and he had orally instructed the Chief Secretary. Based on his oral isnstruction , the Chief Secretary had handed over the case to CBI for investigation and this is unlawful, CM remarked.
“I will not comment on the court’s decision. It is not right on the part of the government sanction it illegally. Hence the decision was taken to withdraw the sanction for investigation”, the CM said.
No interference with verdicts of court:
Responding to a question of the reporters that the government has taken this decision being apprehensive about the court’s decision to uphold the order on 29th, the CM said that we will not interfere in the verdicts of the court. Let the court decide.
Bengaluru Safe City Command Centre:
Assistance to distressed within 7 minutes:
Bengaluru Safe City Command Centre built under Nirbhaya Fund was inaugurated today. Rs.661.5 crore is spent on the project. This centre will provide quick help to women, disabled and elderly people in case of any problem. With the assistance of the centre, the police of the concerned police station will arrive at the scene within 7 minutes and provide help to the people in trouble. Although the centre has been sanctioned at 8 locations in the country, the Safe City Command Center building has been inaugurated only in Bangalore, the CM said.
