ಬೆಂಗಳೂರು ಆಗಸ್ಟ್, 21,2023(www.justkannada.in): ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಪರಿಶಿಷ್ಟ ಜಾತಿ ಹಾಗೂ ಪರಿಶಿಷ್ಟ ಪಂಗಡದ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಲ್ಯಾಪ್ ಟಾಪ್ ಅನ್ನು ಎಸ್.ಪಿ.ಎಸ್.ಪಿ. / ಟಿ.ಎಸ್.ಪಿ. ಅಡಿ ವಿತರಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚನೆ ನೀಡಿದರು.
ರಾಜ್ಯ ಸರ್ಕಾರದ ವ್ಯಾಪ್ತಿಗೆ ಬರುವ ವಿಶ್ವ ವಿದ್ಯಾಲಯಗಳ ಕುಲಪತಿಗಳು ಹಾಗೂ ಉನ್ನತ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳ ಸಭೆಯಲ್ಲಿ ಈ ತೀರ್ಮಾನಕ್ಕೆ ಬರಲಾಯಿತು.
ಲ್ಯಾಪ್ ಟಾಪ್ ವಿತರಿಸುವ ಸಂಬಂಧ ಎಸ್.ಸಿ.ಎಸ್.ಪಿ/ ಟಿ.ಎಸ್.ಪಿ. ಅಡಿ 230 ಕೋಟಿ ರೂ. ಒದಗಿಸುವಂತೆ ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಮಣಿವಣ್ಣನ್ ಅವರಿಗೆ ಸಭೆ ನಡೆಯುವಾಗಲೇ ದೂರವಾಣಿ ಮೂಲಕ ಸೂಚನೆ ನೀಡಿದರು.
ವಿವಿಗಳಲ್ಲಿರುವ ಎಲ್ಲಾ ಸಮುದಾಯಗಳ ಪ್ರತಿ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೂ ಲ್ಯಾಪ್ ಟಾಪ್ ವಿತರಿಸಬೇಕಿದೆ. ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಇದಕ್ಕೆ ಅಗತ್ಯ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು ಎಂದರು.
ರಾಜ್ಯದ ವಿವಿಗಳಲ್ಲಿ ಮಂಜೂರಾದ ಹುದ್ದೆಗಳ ಶೇ. 50 ಕ್ಕೂ ಹೆಚ್ಚು ಖಾಲಿ ಇದ್ದು, 1882 ಹುದ್ದೆಗಳಷ್ಟೇ ಭರ್ತಿಯಾಗಿವೆ. ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ಸಂಪನ್ಮೂಲದಿಂದಲೇ 2865 ಅತಿಥಿ ಉಪನ್ಯಾಸಕರಿಗೆ ವೇತನ ಭರಿಸುವ ಕಾರಣ, ಅವರಿಗೆ ಆರ್ಥಿಕ ಹೊರೆಯಾಗಿದೆ ಎಂಬುದನ್ನು ಕುಲಪತಿಗಳು ಮತ್ತು ಅಧಿಕಾರಿಗಳು ಮುಖ್ಯಮಂತ್ರಿಯವರ ಗಮನಕ್ಕೆ ತಂದರು.
ನಿವೃತ್ತಿ ವೇತನ ವಿತರಣೆಯಲ್ಲಿ ಹಳೆಯ ವಿವಿಗಳು ವಿಭಜನೆಯಾದರೂ ಹಳೆಯ ವಿವಿಗಳು ಮಾತ್ರ ನಿವೃತ್ತಿ ವೇತನ ಪಾವತಿಸುತ್ತಿದ್ದಾರೆ. ಇದರಿಂದ ಹಳೆಯ ವಿವಿಗಳ ಆರ್ಥಿಕ ಹೊರೆ ಹೆಚ್ಚಾಗಿದೆ. ಪ್ರಸಕ್ತ ಆಯವ್ಯಯದಲ್ಲಿ ಒಟ್ಟಾರೆಯಾಗಿ ಉನ್ನತ ಶಿಕ್ಷಣ ಕ್ಷೇತ್ರಕ್ಕೆ 5470 ಕೋಟಿ ರೂ. ಹಂಚಿಕೆ ಮಾಡಲಾಗಿದ್ದು, 2474 ಕೋಟಿ ರೂ. ಹೆಚ್ಚುವರಿ ಅನುದಾನದ ಅಗತ್ಯವಿದೆ ಎಂದು ಕುಲಪತಿಗಳು ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ‍್ಧರಾಮಯ್ಯಗೆ ಸಮಸ್ಯೆ ಹೇಳಿಕೊಂಡರು.
ಆಯವ್ಯಯ ಹಂಚಿಕೆ ಕಡಿಮೆಯಾಗುತ್ತಿದೆ. ಇನ್ನೊಂದೆಡೆ ವೆಚ್ಚ ಹೆಚ್ಚಾಗುತ್ತಿದೆ. ಇದರಿಂದ ನಾವು ಗುಣಮಟ್ಟದ ಶಿಕ್ಷಣವನ್ನು ನಿರೀಕ್ಷಿಸಲು ಹೇಗೆ ಸಾಧ್ಯ? ಇದಲ್ಲದೆ ಉನ್ನತ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಆಯವ್ಯಯದಲ್ಲಿ ಶೇ. 88 ರಷ್ಟು ಅನುದಾನ ವೇತನಕ್ಕೆ ಬಳಕೆಯಾಗುತ್ತಿದೆ.
ವಿಶ್ವೇಶ್ವರಯ್ಯ ತಾಂತ್ರಿಕ ವಿವಿಯು ಕೈಗಾರಿಕೋದ್ಯಮಗಳ ಬೇಡಿಕೆಗೆ ಅನುಗುಣವಾದ ಪಠ್ಯಕ್ರಮ ರೂಪಿಸಿ, ಎಂಜಿನಿಯರಿಂಗ್‌ ಪದವೀಧರರಿಗೆ ಹೆಚ್ಚಿನ ಉದ್ಯೋಗಾವಕಾಶ ಒದಗಿಸಲು ಅನುವಾಗುವಂತಹ ಶಿಕ್ಷಣಕ್ಕೆ ಒತ್ತು ನೀಡಬೇಕೆಂದು ಸಿಎಂ ಸಿದ್ಧರಾಮಯ್ಯ ಸೂಚಿಸಿದರು.

Bengaluru August 21: Chief Minister Siddaramaiah instructed the officials to take action to distribute laptops to Scheduled Caste and Scheduled Tribe students of universities under SCSP / T.S.P.
This decision was taken in a meeting of the vice chancellors of universities under the purview of the state government and senior officials of the higher education department.
Chief Minister instructed P. Manivannan, Principal Secretary, Social Welfare Department, over phone during the meeting to provide Rs. 230 crore for this purpose.
Laptops should be distributed to every student of all communities in universities. Necessary action will be taken for this in the coming days, he said.
There are more than 50 per cent vacancies against sanctioned posts in Universities and only 1882 posts are filled. The vice chancellors and officers brought to the notice of the Chief Minister that the salaries of 2865 guest lecturers are being paid from the resources of the universities, which is a financial burden on them.
Even though the old universities are divided, only the old universities are disbursing the pension. Due to this, the financial burden of old universities has increased. Rs. 5470 crore budgetary allocation is made in the current budget and there is shortfall of Rs. 2474 crores for Higher education sector, officers explained.
Chief Minister was sceptical about establishing new Universities, while Budget allocation is decreasing. On the other hand, the recurring cost is increasing. How can we expect quality education from this, he asked. In addition, in the budget of the higher education department, 88 percent of the grant is used for salaries.
The Chief Minister suggested that Visvesvaraya Technical University should develop a curriculum that is in line with the demands of industries and lay emphasis on flexible education to provide more employment opportunities to engineering graduates.
