ಕೆ.ಆರ್.ನಗರ,ಫೆಬ್ರವರಿ,17,2021(www.justkannada.in): ಉನ್ನತ ಶಿಕ್ಷಣದಲ್ಲಿ ಗುಣಮಟ್ಟ ತರುವುದು ಹಾಗೂ ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿಯ ಜಾರಿ ಹಿನ್ನಲೆಯಲ್ಲಿ ಇನ್ನು ಮುಂದೆ ಆತಿಥಿ ಉಪನ್ಯಾಸಕರೆಂಬ ಪರಿಕಲ್ಪನೆಯೇ ಇರದಂತೆ 8,000 ಕಾಯಂ ಉಪನ್ಯಾಸಕರ ನೇಮಕಾತಿಗೆ ಅನುಮತಿ ನೀಡುವಂತೆ ಕೋರಿ ಮುಖ್ಯಮಂತ್ರಿಗೆ ಬೇಡಿಕೆ ಸಲ್ಲಿಸಲಾಗಿದೆ ಎಂದು ಉನ್ನತ ಶಿಕ್ಷಣ ಸಚಿವರೂ ಆದ ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಾ.ಸಿ.ಎನ್.ಅಶ್ವತ್ಥನಾರಾಯಣ ಹೇಳಿದರು.
ಮೈಸೂರು ಜಿಲ್ಲೆಯ ಕೆ.ಆರ್.ನಗರದ ಸರಕಾರಿ ಮಹಿಳಾ ಪ್ರಥಮ ದರ್ಜೆ ಕಾಲೇಜಿಗೆ ಭೇಟಿ ನೀಡಿದ ನಂತರ ಸುದ್ದಿಗಾರರ ಜತೆ ಮಾತನಾಡಿದ ಡಿಸಿಎಂ ಅಶ್ವಥ್ ನಾರಾಯಣ್, ಉತ್ತಮ ಕಲಿಕೆ, ಬೋಧನೆಯು ಶಿಕ್ಷಣ ನೀತಿಯ ಆಶಯ. ಅದಕ್ಕೆ ತಕ್ಕಂತೆ ಗುಣಮಟ್ಟದ ಬೋಧಕರನ್ನು ನೇಮಕ ಮಾಡಿಕೊಳ್ಳಲು ಉದ್ದೇಶಿಸಲಾಗಿದೆ. ಈ ಬಗ್ಗೆ ಬಜೆಟ್‌ ಪೂರ್ವ ಸಭೆಯಲ್ಲಿ ಹಣಕಾಸು ಖಾತೆಯನ್ನು ಹೊಂದಿರುವ ಮುಖ್ಯಮಂತ್ರಿಗಳಿಗೆ ಬೇಡಿಕೆ ಸಲ್ಲಿಸಲಾಗಿದೆ ಎಂದರು.
ಜತೆಗೆ; ಉನ್ನತ ಶಿಕ್ಷಣ ಇಲಾಖೆಯಲ್ಲಿ ಮೂಲಸೌಕರ್ಯ ಸೇರಿದಂತೆ ಅಭಿವೃದ್ಧಿ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳಲು ಅನುದಾನ ಸಾಲುತ್ತಿಲ್ಲ. ಬಜೆಟ್‌ನಲ್ಲಿ ಹಂಚಿಕೆಯಾಗುವ ಒಟ್ಟು ಅನುದಾನದಲ್ಲಿ ಶೇ.88ರಷ್ಟು ಅನುದಾನ ವೇತನಕ್ಕೇ ಹೋಗುತ್ತಿದೆ. ಇದುವರೆಗೂ ಒಟ್ಟಾರೆ ಬಜೆಟ್‌ನಲ್ಲಿ ಶೇ.2ರಷ್ಟು ಅನುದಾನವನ್ನಷ್ಟೇ ಉನ್ನತ ಶಿಕ್ಷಣಕ್ಕೆ ನೀಡಲಾಗುತ್ತಿತ್ತು. ಈ ಪ್ರಮಾಣವನ್ನು ಶೇ.3.5ಕ್ಕೆ ಹೆಚ್ಚಿಸಬೇಕು ಎಂದು ಮುಖ್ಯಮಂತ್ರಿಗಳನ್ನು ಕೋರಲಾಗಿದೆ. ಇದಕ್ಕೆ ಅವರು ಸಕಾರಾತ್ಮಕವಾಗಿ ಸ್ಪಂದಿಸಿದ್ದಾರೆ ಎಂದೊ ಡಿಸಿಎಂ ಅಶ್ವಥ್ ನಾರಾಯಣ್ ಹೇಳಿದರು.
ಅತಿಥಿ ಉಪನ್ಯಾಸಕರ ಮುಂದುವರಿಕೆ:
ಕಳೆದ ಶೈಕ್ಷಣಿಕ ವರ್ಷದಲ್ಲಿ ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದ ಎಲ್ಲ ಅತಿಥಿ ಉಪನ್ಯಾಸಕರನ್ನು ಈ ವರ್ಷವೂ ಮುಂದುವರಿಸಲಾಗಿದೆ. ವೇತನ ಏರಿಕೆ, ಸೇವೆ ಕಾಯಂ ಮಾಡುವುದು ಸೇರಿದಂತೆ ಹಲವು ಬೇಡಿಕೆಗಳನ್ನು ಅತಿಥಿ ಉಪನ್ಯಾಸಕರು ಮುಂದಿಟ್ಟಿದ್ದಾರೆ. ಆ ಬೇಡಿಕೆಗಳನ್ನು ಈಡೇರಿಸಲು ಪರಿಶೀಲನೆ ನಡೆಸಲಾಗುತ್ತಿದೆ ಎಂದು ಉಪ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಪ್ರಶ್ನೆಯೊಂದಕ್ಕೆ ಉತ್ತರ ನೀಡಿದರು.
ಗುಣಮಟ್ಟಕ್ಕೆ ಕ್ರಮ:
ಸರಕಾರಿ ಸ್ವಾಮ್ಯದಲ್ಲಿ ಕೆಲಸ ಮಾಡುತ್ತಿರುವ ಎಲ್ಲ ಪದವಿ ಕಾಲೇಜುಗಳ ಗುಣಮಟ್ಟ ಹೆಚ್ಚಿಸಲು ಎಲ್ಲ ರೀತಿಯ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗಿದೆ. ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಸರಕಾರಿ ಕಾಲೇಜುಗಳಲ್ಲಿ ಉತ್ತಮ ಫಲಿತಾಂಶ ಬರಬೇಕು. ನ್ಯಾಕ್‌ ಮಾನ್ಯತೆ ಸಿಗಬೇಕು. ಜತೆಗೆ; ಆರ್ಥಿಕ ಮತ್ತು ಶೈಕ್ಷಣಿಕ ಸ್ವಾಯತ್ತತೆ ಪಡೆಯುವ ನಿಟ್ಟಿನಲ್ಲಿ ಕೆಲಸ ಮಾಡಬೇಕು ಎಂದು ಅವರು ಹೇಳಿದರು.
2 ಕೋಟಿ ಅನುದಾನ:
ಕೆ.ಆರ್ ನಗರದ ಸರಕಾರಿ ಪ್ರಥಮ ದರ್ಜೆ ಕಾಲೇಜು ಹಾಗೂ ಮಹಿಳಾ ಕಾಲೇಜುಗಳಿಗೆ ಭೇಟಿ ನೀಡಿ ಪರಿಶೀಲನೆ ಮಾಡಿದ್ದೇನೆ. ಕೆಲ ಅಭಿವೃದ್ಧಿ ಕಾಮಗಾರಿಗಳು ನಡೆಯುತ್ತಿವೆ. ಈ ಶೈಕ್ಷಣಿಕ ವರ್ಷದಲ್ಲಿ ಎರಡೂ ಕಾಲೇಜುಗಳಿಗೆ 2 ಕೋಟಿ ರೂ. ಅನುದಾನ ನೀಡಲಾಗುವುದು. ಇನ್ನು ಹೆಚ್ಚಿನ ಅನುದಾನ ನೀಡಲು ಪರಿಶೀಲನೆ ನಡೆಸಿ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು ಎಂದು ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಅಶ್ವಥ್ ನಾರಾಯಣ್ ತಿಳಿಸಿದರು.
ಸರಕಾರಿ ಪ್ರಥಮ ದರ್ಜೆ ಕಾಲೇಜು ವತಿಯಿಂದ ವಿವಿಧ ಬೇಡಿಕೆಗಳ ಮನವಿ ಪತ್ರವನ್ನು ನೀಡಲಾಗಿದೆ. ಎಲ್ಲವನ್ನು ಪರಿಶೀಲನೆ ನಡೆಸಿದ ನಂತರ ಖಂಡಿತಾ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು ಎಂದು ಅವರು ಭರವಸೆ ನೀಡಿದರು.
ಈ ಸಂದರ್ಭದಲ್ಲಿ ಶಾಸಕ ಸಾ.ರಾ.ಮಹೇಶ್‌, ಉನ್ನತ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳು, ಕಾಲೇಜುಗಳ ಪ್ರಾಂಶುಪಾಲರು, ಉಪನ್ಯಾಸಕರು ಮುಂತಾದವರು ಹಾಜರಿದ್ದರು.

‘Guest Lecturer’ concept will end once CM nods for the appointment of 8000 lecturers- DyCM Dr.C.N.Ashwatha Narayana
K.R.Nagara: It will put an end to the concept of appointing guest lecturers if the Chief Minister approves for the appointment of 8000 lectureres, for whom the demand has been already submitted, Deputy Chief Minister Dr.C.N.Ashwatha Narayana, who also holds higher education portfolio, said on Wednesday.
Speaking to the media after visiting government first grade women’s college here, he said, the demand has been submitted to the Chief Minister who also holds the department of finance in the pre budget meeting .
The appointment of lecturers on a permanent basis would help to maintain quality of teaching which is one of the primary objectives of the national education policy, he opined.
So far only 2% of the budget allocation was being given to the higher education and it has been urged to increase it 3.5% for which the chief has responded in positive, Narayana told.
All the guest lecturers who worked in the last academic year are being continued for this year also and their demands including hike in payment, regularization of their services will be reviewed, Ashwatha Narayana informed.
He assured a fund of each 2 crore rupees for government first grade college and woman’s college located in the town.
