ಪ್ರಧಾನ ಮಂತ್ರಿಗಳ ಸಚಿವಾಲಯದ ಕಚೇರಿಯಿಂದ ಲಭಿಸಿರುವ ಮಾಹಿತಿ ಪ್ರಕಾರ, ಈ ಇ-ರುಪಿ, ಸರ್ಕಾರಿ ಯೋಜನೆಗಳ ಲಾಭಗಳನ್ನು ಫಲಾನುಭವಿಗೆ ತಲುಪಿಸುವಲ್ಲಿ ಸರ್ಕಾರ ಹಾಗೂ ಫಲಾನುಭವಿ ನಡುವೆ ಪ್ರಸ್ತುತ ಇರುವ ಸೋರಿಕೆ ಹಾಗೂ ದುರುಪಯೋಗವನ್ನು ತಡೆಗಟ್ಟುವಂತಹ ಒಂದು ಉಪಯುಕ್ತ ಉಪಕ್ರಮವಾಗಿದೆ.
‘ಇ-ರುಪಿ’ ಒಂದು ನಗದುರಹಿತ, ಸ್ಪರ್ಶರಹಿತ ಡಿಜಿಟಲ್ ಪಾವತಿಯ ಸಾಧನವಾಗಿದೆ. ಇದು ಫಲಾನುಭವಿಗಳ ಮೊಬೈಲ್ ಫೋನ್‌ಗಳಿಗೆ ಬರುವ ಕ್ಯೂಆರ್ ಕೋಡ್ ಅಥವಾ ಎಸ್‌ಎಂಎಸ್ ಮೂಲಕ ಇ-ವೋಚರ್ ಆಧಾರದ ಮೇಲೆ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತದೆ. ಇ-ರುಪಿ, ಸೇವಾ ಪ್ರಾಯೋಜಕರನ್ನು ಫಲಾನುಭವಿಗಳು ಹಾಗೂ ಸೇವೆ ಒದಗಿಸುವವರೊಂದಿಗೆ, ಯಾವುದೇ ಭೌತಿಕ ಸಂಪರ್ಕವಿಲ್ಲದೆ ಡಿಜಿಟಲ್ ರೂಪದಲ್ಲಿ ಸಂಪರ್ಕ ಕಲ್ಪಿಸುತ್ತದೆ. ಜೊತೆಗೆ ವಹಿವಾಟು ಪೂರ್ಣಗೊಂಡ ನಂತರ ಮಾತ್ರ ಸೇವೆ ಒದಗಿಸುವವರಿಗೆ ಪಾವತಿ ತಲುಪುವುದನ್ನು ಖಾತ್ರಿಪಡಿಸುತ್ತದೆ. ಪ್ರೀಪೇಯ್ಡ್ ರೂಪದಲ್ಲಿರುವ ಈ ತಂತ್ರಜ್ಞಾನ ವ್ಯವಸ್ಥೆ ಯಾವುದೇ ಮಧ್ಯಸ್ಥಿಕೆದಾರರು ಇಲ್ಲದೆ, ಸಮಯಕ್ಕೆ ಸರಿಯಾದ ರೀತಿ ತಲುಪುವುದನ್ನು ಖಾತ್ರಿಪಡಿಸುತ್ತದೆ.
ಇ-ರುಪಿಯ ಒಂದು ಬಾರಿ ಪಾವತಿಸುವ ಈ ಕಾರ್ಯವಿಧಾನ ಬಳಕೆದಾರರಿಗೆ ಯಾವುದೇ ರೀತಿಯ ಕಾರ್ಡ್, ಡಿಜಿಟಲ್ ಪಾವತಿ ಆ್ಯಪ್ ಅಥವಾ ಇಂಟೆರ್‌ನೆಟ್ ಬ್ಯಾಂಕಿಂಗ್ ಇಲ್ಲದೆಯೇ ವೋಚರ್ ಅನ್ನು ಪಡೆದುಕೊಳ್ಳಲು ಅನುವಾಗುತ್ತದೆ. ಈ ತಂತ್ರಜ್ಞಾನವನ್ನು ರಾಷ್ಟ್ರೀಯ ಪಾವತಿ ನಿಗಮದ (ಎನ್‌ಪಿಸಿಐ) ವತಿಯಿಂದ, ಹಣಕಾಸು ಸೇವಾ ಇಲಾಖೆ, ಆರೋಗ್ಯ ಮತ್ತು ಕುಟುಂಬ ಕಲ್ಯಾಣ ಸಚಿವಾಲಯ ಹಾಗೂ ರಾಷ್ಟ್ರೀಯ ಆರೋಗ್ಯ ಪ್ರಾಧಿಕಾರಗಳ ಜಂಟಿ ಸಹಯೋಗದೊಂದಿಗೆ, ಯುಪಿಐ ಪ್ಲಾಟ್‌ಫಾರ್ಮ್ ಮೇಲೆ ಅಭಿವೃದ್ಧಿಪಡಿಸಲಾಗಿದೆ.
ಕಲ್ಯಾಣ ಯೋಜನೆಗಳ ಸೋರಿಕೆ ಮುಕ್ತ ಹಂಚಿಕೆಯನ್ನು ಖಾತ್ರಿಪಡಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಇದು ಒಂದು ರೀತಿಯ ಕ್ರಾಂತಿಕಾರಿ ಉಪಕ್ರಮವೆಂದೇ ಗ್ರಹಿಸಲಾಗಿದೆ. ಇದನ್ನು ತಾಯಿ ಹಾಗೂ ಮಕ್ಕಳ ಕಲ್ಯಾಣ ಯೋಜನೆಗಳು, ಟಿಬಿ ನಿರ್ಮೂಲನಾ ಕಾರ್ಯಕ್ರಮ ಮತ್ತು ಆಯುಷ್ಮಾನ್ ಭಾರತ್ ಪ್ರಧಾನ ಮಂತ್ರಿ ಜನ್ ಆರೋಗ್ಯ ಯೋಜನೆ, ರಸಗೊಬ್ಬರಗಳ ಸಹಾಯಧನ, ಇತ್ಯಾದಿಗಳಂತಹ ಯೋಜನೆಗಳಡಿ ಔಷಧಗಳು ಹಾಗೂ ಪೌಷ್ಠಿಕತೆ ಬೆಂಬಲದಂತಹ ಲಾಭಗಳನ್ನು ಫಲಾನುಭವಿಗಳಿಗೆ ತಲುಪಿಸುವಲ್ಲಿ ಬಹಳ ಉಪಯುಕ್ತ ಎನ್ನಲಾಗಿದೆ.

E-Rupi-Future Digital payment: PM Modi to release E-Rupi today – What are specialities?
New Delhi, August 2, 2021 (www.justkannada.in): The Government of India has introduced ‘E-Rupi,’ a form of digital money. Prime Minister Narendra Modi will dedicate it to the nation today evening.
PM Modi will inauguarate the E-Rupi digital currency today at 4.30 pm. The program will be aired live in social media too.
The E-Rupi is developed by the Indian National Payments Corporation (NPCI). It is developed based on the UPI payment platform, as tweeted by the Prime Minister.
Highlights of E-Rupi:
§ This technology has been developed in joint association with the Financial Services Department, Health and Family Welfare Ministry.
§ It is a digital currency, which will be provided to the beneficiaries through QR code on their mobile or SMS based E-Voucher.
§ Beneficiaries can use these E-vouchers without any service charges that are charged on using a debit card, digital payment applications, internet banking, etc.
§ It is a pre-paid form of voucher
§ The Government of India will use it as for payment of its various programs to the beneficiaries
§ The Women and Child Development Department, TB Eradication Program, subsidy for fertilizers can use these E-vouchers, it is learnt
§ The Government of India is supposed to provide more information about the usage of E-Rupi in the above mentioned programs.
