ಬೆಂಗಳೂರು,ಡಿಸೆಂಬರ್,25,2020(www.justkannada.in) : ಉನ್ನತ ಶಿಕ್ಷಣದಲ್ಲಿ ಗುಣಮಟ್ಟ ಹಾಗೂ ಜಾಗತಿಕ ಸ್ಪರ್ಧಾತ್ಮಕತೆಗೆ ತೆರೆದುಕೊಳ್ಳುವ ಉದ್ದಶದಿಂದ ಖಾಸಗಿ ಹಾಗೂ ಸಾರ್ವಜನಿಕ ಸ್ವಾಮ್ಯದ ಎಂಜಿನಿಯರಿಂಗ್‌, ಡಿಪ್ಲೊಮೋ, ಪದವಿ ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳಿಗೆ ಪೂರ್ಣ ಸ್ವಾಯತ್ತತೆ ನೀಡಲು ರಾಜ್ಯ ಸರಕಾರ ಸಿದ್ಧವಿದೆ ಎಂದು ಉನ್ನತ ಶಿಕ್ಷಣ ಸಚಿವ, ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಾ.ಸಿ.ಎನ್.ಅಶ್ವತ್ಥನಾರಾಯಣ ಹೇಳಿದರು.
ಮಾಜಿ ಪ್ರಧಾನಮಂತ್ರಿ ಅಟಲ್‌ ಬಿಹಾರಿ ವಾಜಪೇಯಿ ಅವರ ಜನ್ಮದಿನದ ನಿಮಿತ್ತ ವಿಧಾನಸೌಧದ ಬ್ಯಾಂಕ್ವೆಟ್‌ ಹಾಲ್‌ನಲ್ಲಿ ಶುಕ್ರವಾರ ಏರ್ಪಡಿಸಲಾಗಿದ್ದ ʼಉತ್ತಮ ಆಡಳಿತ ದಿನʼ (ಗುಡ್‌ ಗವರ್ನೆನ್ಸ್‌ ಡೇ) ಕಾರ್ಯಕ್ರಮವನ್ನು ಉದ್ಘಾಟಿಸಿ ಅವರು ಮಾತನಾಡಿದರು.
ಸಮಾಜದ ಎಲ್ಲ ಸವಾಲುಗಳನ್ನು ಎದುರಿಸಲು ಹಾಗೂ ವೈಯಕ್ತಿಕವಾಗಿಯೂ ಯಾವುದೇ ಸಮಸ್ಯೆಯನ್ನು ಮೆಟ್ಟಿ ನಿಲ್ಲಲು ಶಿಕ್ಷಣವೇ ಏಕೈಕ ರಾಜಮಾರ್ಗ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಉನ್ನತ ಶಿಕ್ಷಣ ಕ್ಷೇತ್ರದಲ್ಲಿ ಕ್ರಾಂತಿಕಾರಕ ಸುಧಾರಣೆಗಳನ್ನು ಜಾರಿಗೆ ತರಲಾಗುತ್ತಿದೆ ಎಂದರು.
ಜಾಗತಿಕ ಮಟ್ಟದಲ್ಲಿ ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳಿಗೆ ಹೆಚ್ಚಿನ, ರಚನಾತ್ಮಕ ಸ್ವಾಯತ್ತತೆ ನೀಡಿ ಅತ್ಯುತ್ತಮ ಫಲಿತಾಂಶವನ್ನು ಪಡೆಯಲಾಗುತ್ತಿದೆ. ಇದೇ ದಾರಿಯಲ್ಲಿ ನಮ್ಮ ಸರಕಾರವೂ ಹೆಜ್ಜೆ ಇಡಲು ಸಿದ್ಧವಿದೆ. ಎಲ್ಲವನ್ನೂ ಸರಕಾರವೇ ತನ್ನ ವಶದಲ್ಲಿಟ್ಟುಕೊಂಡು ಮಾಡಲು ಸಾಧ್ಯವಿಲ್ಲ. ಅಟಲ್‌ ಬಿಹಾರಿ ವಾಜಪೇಯಿ ಅವರ ದೂರದೃಷ್ಟಿ, ಆಶಯ ಮತ್ತು ಆಡಳಿತದಂತೆಯೇ ಸರಕಾರಿ-ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ ಅದ್ಭುತಗಳನ್ನೇ ಸೃಷ್ಟಿ ಮಾಡಬಹುದು. ಉನ್ನತ ಶಿಕ್ಷಣದಲ್ಲಿ ವಿವಿಧ ಬಗೆಯ ಸಂಸ್ಥೆಗಳಿಗೆ ಸ್ವಾಯತ್ತತೆ ಎಂಬ ಶಕ್ತಿಯನ್ನು ತುಂಬಲು ಸರಕಾರ ಸಿದ್ಧವಿದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಅಟಲ್‌ ಜೀ ಅವರು ನಮಗೆ ಸ್ಫೂರ್ತಿ ಎಂದರು.
ನೂತನವಾಗಿ ಜಾರಿಗೆ ತರಲಾಗುತ್ತಿರುವ ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿಯಲ್ಲೂ ಸ್ವಾಯತ್ತತೆ ಅಂಶವನ್ನು ಪ್ರಮುಖವಾಗಿ ಪ್ರಸ್ತಾಪಿಸಲಾಗಿದೆ ಎಂದ ಉಪ ಮುಖ್ಯಮಂತ್ರಿಗಳು, ಉತ್ತಮ ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳನ್ನು ಕಟ್ಟಲು, ಅತ್ಯುತ್ತಮ ಕಲಿಕೆ-ಬೋಧನೆ ಹಾಗೂ ಸಂಶೋಧನೆಗೆ ಇದರಿಂದ ಅನುಕೂಲವಾಗಲಿದೆ ಎಂದು ಹೇಳಿದರು.
ನಮ್ಮ ಎಲ್ಲ ಸವಾಲು ಮತ್ತು ಸಮಸ್ಯೆಗಳಿಗೆ ಖಚಿತವಾದ ಪರಿಹಾರ ಸಿಗುವುದು ಶಿಕ್ಷಣದಿಂದಲೇ ಎಂಬುದು ನನ್ನ ಅಚಲ ನಂಬಿಕೆ. ಹೀಗಾಗಿ, ಉತ್ತಮ ಶಿಕ್ಷಣ ಹಾಗೂ ಸತ್ವಭರಿತ ಕುಶಲತೆಯನ್ನು ವಿದ್ಯಾರ್ಥಿಗಳು ಮತ್ತು ಯುವಜನರಿಗೆ ಕೊಡುವ ಮೂಲಕ ನಾವು ಸ್ಪಷ್ಟವಾದ ಫಲಿತಾಂಶಗಳನ್ನು ಸಾಧಿಸಬಹುದು ಎಂದು ಡಿಸಿಎಂ ಪ್ರತಿಪಾದಿಸಿದರು.
ಭಾರತವೂ ಸೇರಿದಂತೆ ಕರ್ನಾಟಕದಲ್ಲೂ ಉದ್ಯೋಗ ಮಾರುಕಟ್ಟೆ ಬೃಹತ್ತಾಗಿದೆ. ಆದರೆ, ಆ ಮಾರುಕಟ್ಟೆಯ ಬೇಡಿಕೆಗೆ ತಕ್ಕಂತೆ ಉತ್ತಮ, ಕುಶಲತೆಯುಳ್ಳ ಮಾನವ ಸಂಪನ್ಮೂಲವನ್ನು ಒದಗಿಸಲು ನಾವು ವಿಫಲರಾಗಿದ್ದೇವೆ. ಸರಕಾರ ಇದಕ್ಕೆ ಪರಿಹಾರ ಕಂಡುಕೊಂಡಿದ್ದು, ನಮ್ಮ ಯುವಜನರಿಗೆ ಯಾವ ರೀತಿಯ ಕುಶಲತೆ ಬೇಕು ಹಾಗೂ ಜಾಬ್‌ ಮಾರುಕಟ್ಟೆಗೆ ಅವರನ್ನು ಹೇಗೆ ಅಣಿಗೊಳಿಸಬೇಕು ಎಂಬುದನ್ನು ಮನಗಂಡು ಆ ದಿಕ್ಕಿನಲ್ಲಿ ಸಾಗಿದೆ ಎಂದರು.
ಕಾಲೇಜು ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಆಯುಕ್ತ ಪ್ರದೀಪ್‌; ಉನ್ನತ ಶಿಕ್ಷಣ-ಕಾಲೇಜು ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಯಶಸ್ವಿ ಸಾಧನೆಗಳ ಬಗ್ಗೆ ಪ್ರಾತ್ಯಕ್ಷಿಕೆ ನೀಡಿದರಲ್ಲದೆ, ಸಮಗ್ರ ಕಲಿಕಾ ನಿರ್ವಹಣಾ ವ್ಯವಸ್ಥೆ, ವಿಶ್ವವಿದ್ಯಾಲಯಗಳಲ್ಲಿ ಸುಧಾರಣೆಗಳು, ಆನ್‌ಲೈನ್‌ ಅಪ್ಲಿಯೇಶನ್‌, ಏಕೀಕೃತ ವಿಶ್ವವಿದ್ಯಾಲಯ ಹಾಗೂ ಕಾಲೇಜು ನಿರ್ವಹಣಾ ವ್ಯವಸ್ಥೆ, ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿ ಇತ್ಯಾದಿ ಅಂಶಗಳ ಮೇಲೆ ಬೆಳಕು ಚೆಲ್ಲಿದರು.
ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ ಮತ್ತು ಗ್ರಾಮೀಣ-ನಗರ ಉದ್ಯಮಶೀಲತೆ-ಜೀವನೋಪಾಯ ಇಲಾಖೆ, ಐಟಿ-ಬಿಟಿ, ವಿಜ್ಞಾನ ಮತ್ತು ತಂತ್ರಜ್ಞಾನ ಇಲಾಖೆಗಳ ಸಾಧನೆಗಳ ಬಗ್ಗೆ ಸಂಬಂಧಿತ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಇದೇ ವೇಳೆ ಪ್ರಾತ್ಯಕ್ಷಿಕೆ ನೀಡಿದರು.

Colleges should prepare to become autonomous: Dr.C.N.Ashwatha Narayana
Bengaluru: Deputy Chief Minister Dr.C.N.Ashwatha Narayana, who is also the minister of higher education suggested the higher institutions prepare themselves to fulfill eligibility criteria in their way to achieving autonomous status, at the earliest.
He addressed the gathering while inaugurating the “Good Governance Day” observed in Vidhana Soudha to commemorate the birth anniversary of former Prime Minister, Bharata Ratna A.B.Vajpayee, on Friday.
Ashwatha Narayana said, “the government is ready to give autonomy and freedom in every sector including higher education. The government does not believe in a rigid controlling mindset. More and more degree, polytechnic, engineering colleges should try to get autonomous status.”
Higher education institutions should consolidate local co-operation, enhance skill, leverage technology, ensure the judicious execution of responsibility in their way to become autonomous, he suggested.
All the developed countries all over the world have achieved excellence because of decentralization. This should happen in our system also, at a rapid pace. The National Education Policy has paved way for this by eliminating limitations and rigidity which existed earlier, he explained.
He further emphasized that the LMS (Learning Management System) which was being implemented in the state would make a revolutionary change in the years to come. It was not true that changes could be made only by spending a large amount of money. It was also possible to make big changes in minimum spending.
Education is the only way (RajaMarga) to get solutions for the problems which come across. While other means are only temporary solutions, it is education that can give out permanent solutions to the problems. In view of this, the government strongly believes to empower the education system and ready to fill any shortfalls towards achieving this, he stressed.
He also mentioned, “former Prime Minister Vajpayee is a personality of inspiration. His thoughts and deeds will be relevant forever. He served the people at all stages of his life, as a citizen, party worker, opposition leader, and Prime Minister. He contributed to the country and humanity irrespective of he is in power or not.”
Pradeep, Commissioner, Department of collegiate education, Raghavendra, Managing Director, Department of Skill Development, and Praveen, General Manager, Karnataka Innovation & Technological Society (KITS) made PPT presentations with regard to progressive steps being taken by respective departments.
Ramana Reddy, ACS to Chief Minister and department of electronics, IT/BT and S&T, Kumara Naik, Principal Secretary, Department of Higher Education, Prashanth Prakash, Chairman, Karnataka StartUp Vision Group, Dr.Thimmegowda, Vice-President, Higher Education Council, Chidananda Gowda, MLC, Vice-Chancellors of several universities, entrepreneurs, academicians, thought leaders from different fields and others were present.
