ಬೆಳಗಾವಿ, ಡಿಸೆಂಬರ್ ,7,2023(www.justkannada.in): ರಾಜ್ಯದಲ್ಲಿ ತೀವ್ರ ಬರ ಪರಿಸ್ಥಿತಿ ಕಾರಣಕ್ಕೆ ಬೆಳೆ ನಾಶದಿಂದ ಸಂಕಷ್ಟಕ್ಕೆ ಒಳಗಾಗಿರುವ ರೈತರಿಗೆ ಈಗಾಗಲೇ ಸರ್ಕಾರ ಘೋಷಿಸಿರುವ ಎರಡು ಸಾವಿರ ರೂ. ವರೆಗಿನ ಮೊದಲ ಹಂತದ ಪರಿಹಾರವನ್ನು ಮುಂದಿನ ವಾರದೊಳಗೆ ವಿತರಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಸೂಚಿಸಿದರು.
ಅವರು ಇಂದು ಬೆಳಗಾವಿಯ ಸುವರ್ಣ ವಿಧಾನಸೌಧದಲ್ಲಿ ಸರ್ಕಾರದ ಅಪರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಗಳು, ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿಗಳು ಹಾಗೂ ಕಾರ್ಯದರ್ಶಿಗಳ ಸಭೆ ನಡೆಸಿ ಎಲ್ಲರ ಕಾರ್ಯಕ್ಷಮತೆಯನ್ನು ಮೌಲ್ಯಮಾಪನ ಮಾಡಿ ಅಗತ್ಯ ಸಲಹೆ ಮತ್ತು ಸೂಚನೆಗಳನ್ನು ನೀಡಿದರು.
ರಾಜ್ಯದಲ್ಲಿ ತಲೆದೋರಿರುವ ತೀವ್ರ ಬರಪರಿಸ್ಥಿತಿಯ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಅಧಿಕಾರಿಗಳು ಮತ್ತಷ್ಟು ಯುದ್ಧೋಪಾದಿಯಲ್ಲಿ ಕೆಲಸ ಮುಂದುವರೆಬೇಕು. ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಕಾರ್ಯದರ್ಶಿಗಳು ಜಿಲ್ಲೆಗಳಿಗೆ ಭೇಟಿ ನೀಡಿರುವ, ಪರಿಶೀಲನೆ ನಡೆಸಿರುವ ಕುರಿತಾದ ಸಮಗ್ರ ಮಾಹಿತಿಯನ್ನು ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವರಿಗೆ ಅಂಕಿ-ಅಂಶಗಳ ಸಹಿತ ಒದಗಿಸಬೇಕು. ನಿಗದಿತವಾಗಿ ತಮಗೆ ನಿಗಧಿ ಆಗಿರುವ ಜಿಲ್ಲೆಗಳಿಗೆ ಭೇಟಿ ನೀಡಿ ಪರಿಶೀಲನೆ ನಡೆಸಬೇಕು ಎಂದು ಸೂಚನೆ ನೀಡಿದರು.
ರೈತರಿಗೆ ಮೊದಲ ಹಂತದಲ್ಲಿ 2,000 ರೂ. ವರೆಗೆ ಪರಿಹಾರ ಘೋಷಿಸಲಾಗಿದ್ದು, ಈ ಪರಿಹಾರವನ್ನು ತ್ವರಿತವಾಗಿ ವಿತರಿಸಲು ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ರೂಪಿಸಿ, ಡಿ.ಬಿ.ಟಿ. ಮಾಡಲು ಅಗತ್ಯ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ತಿಳಿಸಿದರು.
ಸರ್ಕಾರ ಸಮರ್ಪಕವಾಗಿ ನಡೆಯಲು ನಿಮ್ಮ ಪಾತ್ರ ಬಹುಮುಖ್ಯ. ನೀವು ಸರ್ಕಾರದ ಕಣ್ಣು, ಕಿವಿ ಇದ್ದ ಹಾಗೆ ಎಂದು ತಿಳಿಸಿದ ಮುಖ್ಯಮಂತ್ರಿಗಳು, ರಾಜಕಾರಣಿಗಳು, ಅಧಿಕಾರಿಗಳು- ನಾವೆಲ್ಲರೂ ಜನರಿಗೋಸ್ಕರ ಇರುವುದು. ಜನರ ಕೆಲಸವನ್ನು ವೇಗವಾಗಿ ಮಾಡಬೇಕು ಎಂದು ಕಿವಿಮಾತು ಹೇಳಿದರು.
ಆಯವ್ಯಯ ಭಾಷಣದಲ್ಲಿ 143 ಘೋಷಣೆಗಳನ್ನು ಮಾಡಲಾಗಿದ್ದು, ಇದರಲ್ಲಿ ಈಗಾಗಲೇ 83 ಘೋಷಣೆಗಳಿಗೆ ಸರ್ಕಾರಿ ಆದೇಶ ಹೊರಡಿಸಿ, ಕಾರ್ಯಗತಗೊಳಿಸಲಾಗಿದೆ. ಉಳಿದ ಘೋಷಣೆಗಳನ್ನೂ ಶೀಘ್ರವೇ ಅನುಷ್ಠಾನಕ್ಕೆ ತರಲು ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಸೂಚಿಸಿದರು.
ಗ್ಯಾರಂಟಿ ಯೋಜನೆಗಳಲ್ಲಿ ನೋಂದಾಯಿಸಿಕೊಂಡು ಇನ್ನೂ ಸೌಲಭ್ಯ ದೊರಕದ ಅರ್ಹ ಕೆಲವು ಫಲಾನುಭವಿಗಳಿಗೆ ಸೌಲಭ್ಯ ದೊರಕಲು ಇರುವ ತಾಂತ್ರಿಕ ಅಡಚಣೆಗಳನ್ನು ಶೀರ್ಘವೇ ನಿವಾರಿಸಬೇಕು ಎಂದು ತಿಳಿಸಿದರು.
ಅಧಿವೇಶನ ನಡೆಯುವ ಸಂದರ್ಭದಲ್ಲಿ ಅಧಿಕಾರಿಗಳು ಕಡ್ಡಾಯವಾಗಿ ಹಾಜರಿದ್ದು, ಸಚಿವರಿಗೆ ಸೂಕ್ತ ಸಲಹೆ ನೀಡಬೇಕು ಎಂದು ಕಟ್ಟುನಿಟ್ಟಿನ ಸೂಚನೆ ನೀಡಿದರು.
ಇಲಾಖೆಗಳಲ್ಲಿ ಕಡತಗಳ ವಿಲೇವಾರಿ ಸಮರ್ಪಕವಾಗಿ ನಡೆಯಬೇಕು. ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿಯೂ ಬಾಕಿ ಕಡತಗಳ ಕುರಿತು ಪ್ರಗತಿ ಪರಿಶೀಲನೆ ನಡೆಸಲಾಗುವುದು ಎಂದು ತಿಳಿಸಿದರು.
ವಿವಿಧ ಇಲಾಖೆಗಳಲ್ಲಿ ನ್ಯಾಯಾಲಯ ಉಲ್ಲಂಘನೆಯ ಪ್ರಕರಣಗಳನ್ನು ಅಡ್ವೊಕೇಟ್‌ ಜನರಲ್‌ ಜೊತೆ ಚರ್ಚಿಸಿ ಇತ್ಯರ್ಥಕ್ಕೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು.
ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಕಾರ್ಯದರ್ಶಿಗಳು ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು ಜನ ಸಂಪರ್ಕ ಸಭೆ ನಡೆಸುತ್ತಿದ್ದಾರೆಯೇ ಎಂಬುದನ್ನು ಪರಿಶೀಲಿಸಬೇಕು.
ನಿಮ್ಮ ಕಾರ್ಯವೈಖರಿಗೆ ಅನುಗುಣವಾಗಿ ಸರ್ಕಾರಕ್ಕೆ ಹೆಸರು ಬರುತ್ತದೆ ಎಂದು ತಿಳಿಸಿದರು.
ಅನಿವಾರ್ಯ ಸಂದರ್ಭಗಳನ್ನು ಹೊರತು ಪಡಿಸಿ, ಕಡತಗಳಲ್ಲಿ ಕನ್ನಡದಲ್ಲಿಯೇ ಟಿಪ್ಪಣಿ ಬರೆಯಬೇಕು. ಕನ್ನಡ ನಮ್ಮ ರಾಜ್ಯ ಭಾಷೆ, ಸಾರ್ವಭೌಮ ಭಾಷೆ ಎಂದು ತಿಳಿಸಿದರು.
ಅನಗತ್ಯ ವೆಚ್ಚಗಳಿಗೆ ಕಡಿವಾಣ ಹಾಕುವ ಕುರಿತು ಆದ್ಯತೆ ನೀಡಲು ಸಲಹೆ ನೀಡಿದ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಟೆಂಡರ್‌ ಅಂದಾಜು ಸಿದ್ಧಪಡಿಸುವಾಗಲೇ ಎಲ್ಲ ಅಂಶಗಳನ್ನೂ ಒಳಗೊಂಡಂತೆ ಸಮಗ್ರವಾಗಿ ಅಂದಾಜನ್ನು ಸಿದ್ಧಪಡಿಸಬೇಕು. ಪರಿಷ್ಕೃತ ಅಂದಾಜುಗಳನ್ನು ಸಲ್ಲಿಸುವುದರಿಂದ ಯೋಜನೆಯ ವೆಚ್ಚ ಗಣನೀಯವಾಗಿ ಹೆಚ್ಚುತ್ತಿರುವುದಲ್ಲದೆ ಅನುಷ್ಠಾನವೂ ವಿಳಂಬವಾಗುತ್ತದೆ ಎಂದು ಅಸಮಾಧಾನ ವ್ಯಕ್ತಪಡಿಸಿದರು. ಇದಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಆರ್ಥಿಕ ಇಲಾಖೆಯು ಹಿರಿಯ ಅಧಿಕಾರಿಗಳ ಸಮಿತಿ ರಚಿಸಿದ್ದು, ಈ ಸಮಿತಿಯು ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ರೂಪಿಸುತ್ತಿದೆ. ಇದು ಅಂತಿಮ ಹಂತದಲ್ಲಿದ್ದು, ಶೀಘ್ರವೇ ಮುಖ್ಯಮಂತ್ರಿಗಳಿಗೆ ಸಲ್ಲಿಸಲಾಗುವುದು ಎಂದು ಆರ್ಥಿಕ ಇಲಾಖೆ ಹಾಗೂ ಮುಖ್ಯಮಂತ್ರಿಯವರ ಅಪರ ಕಾರ್ಯದರ್ಶಿ ಎಲ್.ಕೆ. ಅತೀಕ್‌ ತಿಳಿಸಿದರು.
ತೆರಿಗೆ ಸಂಗ್ರಹ ಇಲಾಖೆಗಳು ಇನ್ನಷ್ಟು ಚುರುಕಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸಬೇಕು. ಜೊತೆಗೆ ತೆರಿಗೆಯೇತರ ರಾಜಸ್ವ ಸಂಗ್ರಹ ಹೆಚ್ಚಳ ಮಾಡುವ ಬಗ್ಗೆ ಆಡಳಿತ ಸುಧಾರಣಾ ಆಯೋಗ-2 ಮಾಡಿರುವ ಶಿಫಾರಸುಗಳನ್ನು ಎಲ್ಲ ಕಾರ್ಯದರ್ಶಿಗಳು ಅಧ್ಯಯನ ಮಾಡುವಂತೆ ಸೂಚಿಸಿದರು.

First instalment of drought relief for farmers: CM Siddaramaiah instructs to initiate disbursement within next week
Belgaum, December 6-
Chief Minister Siddaramaiah directed that steps be taken to distribute the first phase of relief upto Rs. 2,000/- within the next week
He addressed a meeting of Additional Chief Secretaries, Principal Secretaries and Secretaries of the Government at Suvarna Vidhana Soudha in Belgaum today.
In the wake of the severe drought in the state, the officials have to work on a war footing. He suggested that the district in-charge secretaries should appraise the district in charge ministers about their visit to the district and inspection carried out along with supporting statistics.
Regarding disbursement of first instalment of relief, he directed the officers to take necessary action to formulate guidelines for expeditious disbursement of this relief through D.B.T.
“Your role is very important for the proper functioning of the government. You are the eyes and ears of the government. We- politicians and bureaucrats- are all there for the people. He said that people’s work should be done quickly,” he said.
Out of 143 announcements were made in the budget speech, government orders have already been issued for 83 announcements and implemented. He suggested that action should be taken to implement the rest of the announcements as soon as possible.
He said that priority should be given to all the eligible beneficiaries registered in the guarantee schemes.
He gave strict instructions that the officers should be compulsorily present during the session and give appropriate advice to the minister.
The disposal of files in the departments should be done adequately. He said that the progress of the pending files will be reviewed in the cabinet meeting as well.
Cases of court violations in various departments should be discussed with the Advocate General and action should be taken for settlement.
The district in-charge secretaries should check whether the Deputy Commissioners are conducting Jana Samparka meetings. He said that the the government will earn name according to your performance.
Except in unavoidable circumstances, notes should be written only in Kannada in the files. He said that Kannada is our state language and sovereign language.
The Chief Minister Advised to give priority for curbing unnecessary expenditure, while preparing the tender estimate, the estimate should be prepared comprehensively including all aspects. He expressed displeasure that submission of revised estimates would not only significantly increase the cost of the project but also delay the implementation. In this regard, the Finance Department has formed a committee of senior officers, and this committee is formulating guidelines. It is in the final stage and will soon be submitted to the Chief Minister, Finance Department and Additional Chief Secretary to the Chief Minister L.K. Ateeq said.
Tax collection departments should work more efficiently. He also suggested that all the secretaries should study the recommendations made by the Administrative Reforms Commission-2 regarding the increase in non-tax revenue.
