ಬೆಂಗಳೂರು,ಜೂನ್,13,2023(www.justkannada.in): ರಾಜ್ಯದಲ್ಲಿ ಬೃಹತ್ ಮತ್ತು ಮಧ್ಯಮ ಕೈಗಾರಿಕೆಗಳ ಬೆಳವಣಿಗೆಗೆ ಉತ್ತೇಜಿಸಲು ಸರ್ಕಾರ ಆಯ್ದ 7 ವಲಯಗಳಲ್ಲಿ ವಿಷನ್ ಗ್ರೂಪ್ ಗಳನ್ನು (ದೂರದರ್ಶಿ ತಂಡಗಳು) ರಚಿಸಲಿದೆ ಎಂದು ಭಾರೀ ಮತ್ತು ಮಧ್ಯಮ ಕೈಗಾರಿಕೆ ಸಚಿವ ಎಂ.ಬಿ.ಪಾಟೀಲ್ ಹೇಳಿದ್ದಾರೆ.
ಇಲ್ಲಿನ ಖಾಸಗಿ ಹೋಟೆಲಿನಲ್ಲಿ ರಾಜ್ಯದ ಪ್ರಮುಖ ಕೈಗಾರಿಕೋದ್ಯಮಿಗಳೊಂದಿಗೆ ಸೋಮವಾರ ಸಂಜೆ ವಿಚಾರ ವಿನಿಮಯ ನಡೆಸಿದ ಅವರು, ಈ ನಿರ್ಧಾರವನ್ನು ಪ್ರಕಟಿಸಿದರು. ವಿವಿಧ ದೇಶಗಳ ರಾಯಭಾರಿಗಳೂ ಈ ಸಭೆಯಲ್ಲಿ ಇದ್ದರು.
ಉದ್ಯಮಿಗಳು, ಉನ್ನತಾಧಿಕಾರಿಗಳು ಮತ್ತು ಶಿಕ್ಷಣ ತಜ್ಞರು ಇರುವ ಈ ವಿಷನ್ ಗ್ರೂಪ್ ಗಳು ಸೂಕ್ತ ಮಾರ್ಗದರ್ಶನ ನೀಡಲಿವೆ ಎಂದು ವಿವರಿಸಿದರು.
ಏರೋಸ್ಪೇಸ್‌ ಮತ್ತು ರಕ್ಷಣೆ, ಮಷೀನ್‌ ಟೂಲ್ಸ್, ಇಎಸ್‌ ಡಿಎಂ, ಫಾರ್ಮಾ, ಕಬ್ಬಿಣ-ಉಕ್ಕು-ಸಿಮೆಂಟ್‌ ಉತ್ಪಾದನಾ ಕ್ಷೇತ್ರಗಳನ್ನೊಳಗೊಂಡ ಕೋರ್‍ ಮ್ಯಾನುಫ್ಯಾಕ್ಚರಿಂಗ್‌, ಸ್ಟಾರ್ಟಪ್ಸ್‌ (ಐ.ಟಿ.ಯೇತರ) ಮತ್ತು ಆಟೋ/ವಿದ್ಯುತ್‌ಚಾಲಿತ ಇವು ಹೊಸದಾಗಿ ವಿಷನ್ ಗ್ರೂಪ್ ರಚನೆಯಾಗಲಿರುವ ವಲಯಗಳಾಗಿವೆ.
ರಾಜ್ಯದಲ್ಲಿ ಈ ವಲಯಗಳಿಗಾಗಿ ವಿಷನ್ ಗ್ರೂಪ್ ಗಳು ರಚನೆಯಾಗುತ್ತಿರುವುದು ಇದೇ ಮೊದಲು. ಇದಕ್ಕೆ ಮುಂಚೆ ಒಟ್ಟಾರೆ ಉದ್ಯಮದ ಅಭಿವೃದ್ಧಿಗೆ ವಿಷನ್ ಗ್ರೂಪ್ ಇತ್ತು. ಆದರೆ ಇದು ವಲಯವಾರು ಮಟ್ಟದಲ್ಲಿ ಇರಲಿಲ್ಲ ಎಂದರು.
ಮೇಲೆ ತಿಳಿಸಿದ ವಲಯಗಳ ಜೊತೆಗೆ ಭವಿಷ್ಯದ ಸಂಚಾರ ವ್ಯವಸ್ಥೆ, ಗ್ರೀನ್‌ ಹೈಡ್ರೋಜನ್, ಆಹಾರ ಸಂಸ್ಕರಣೆ, ಜವಳಿ, ಉಗ್ರಾಣ ಮತ್ತು ಲಾಜಿಸ್ಟಿಕ್ಸ್‌ ಗಳನ್ನು ಆದ್ಯತೆಯ ವಲಯಗಳೆಂದು ಗುರುತಿಸಲಾಗಿದೆ ಎಂದು ಸಚಿವ ಎಂ.ಬಿ ಪಾಟೀಲ್ ಹೇಳಿದರು
ವಿದ್ಯುತ್‌ ಚಾಲಿತ ವಾಹನ ತಯಾರಿಕೆ ಕ್ಷೇತ್ರದಲ್ಲಿ ಈಗಾಗಲೇ 40 ಸಾವಿರ ಕೋಟಿ ರೂ. ಹೂಡಿಕೆಯಾಗಿದೆ. ದೇಶದ ಪ್ರಪ್ರಥಮ ಗ್ರೀನ್‌ ಹೈಡ್ರೋಜನ್ ಕ್ಲಸ್ಟರ್ ಮಂಗಳೂರಿನಲ್ಲಿ ತಲೆಯೆತ್ತಲಿದ್ದು, ಆಸಕ್ತ ಉದ್ಯಮಿಗಳು ಇದಕ್ಕೆ 2.8 ಲಕ್ಷ ಕೋಟಿ ರೂ. ಹೂಡಿಕೆ ಮಾಡುವುದು ಈಗಾಗಲೇ ಖಾತ್ರಿಗೊಂಡಿದೆ. ಇದಕ್ಕೆ ಬೇಕಿರುವ ಭೂಮಿ, ನೀರು ಮತ್ತಿತರ ಮೂಲಸೌಕರ್ಯ ಒದಗಿಸಲು ಸರಕಾರ ಒತ್ತು ನೀಡಲಿದೆ ಎಂದರು.
ಏರೋಸ್ಪೇಸ್‌ ಮತ್ತು ರಕ್ಷಣಾ ಕ್ಷೇತ್ರಕ್ಕೆ ಉತ್ತೇಜನ ನೀಡಲು ದೇವನಹಳ್ಳಿಯ ಆರ್‍ & ಡಿ ಪಾರ್ಕ್‌ ನಲ್ಲಿ ‘ಕರ್ನಾಟಕ ಏರೋಸ್ಪೇಸ್‌ ತಂತ್ರಜ್ಞಾನ ಕೇಂದ್ರ’ ತೆರೆಯಲು ಯೋಜಿಸಲಾಗಿದೆ. ಜೊತೆಗೆ, ಸರ್ಕಾರವು ರಾಜ್ಯದಲ್ಲಿ 2.5 ಲಕ್ಷ ಕೋಟಿ ರೂಪಾಯಿಗಳ ಹೂಡಿಕೆಗೆ ಇರುವ ಅವಕಾಶಗಳನ್ನು ಸಮರ್ಥ ರೀತಿಯಲ್ಲಿ ಬಳಸಿಕೊಳ್ಳಲಿದೆ ಎಂದು ಇದೇ ವೇಳೆ ಪಾಟೀಲ್ ವಿವರಿಸಿದರು.
ಸಭೆಯಲ್ಲಿ ಟೊಯೋಟಾ ಕಿರ್ಲೋಸ್ಕರ್ ಕಂಪನಿಯ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕಿ ಗೀತಾಂಜಲಿ ಕಿರ್ಲೋಸ್ಕರ್, ಟಾಟಾ ಮೋಟಾರ್ಸ್ ನ ಸುಶಾಂತ್‌ ನಾಯಕ್‌, ಟೆಕ್ಸಾಸ್‌ ಇನ್‌ಸ್ಟ್ರುಮೆಂಟ್ಸ್‌ನ ರಾಜೀವ್‌ ಕುಶೂ, ಫಾಕ್ಸ್‌ಕಾನ್‌ ಕಂಪನಿಯ ಉನ್ನತಾಧಿಕಾರಿ ವಿನ್ಸೆಂಟ್‌, ಏಷ್ಯನ್‌ ಪೇಂಟ್ಸ್‌ನ ಅಮಿತ್‌ ಕುಮಾರ್‍ ಸಿಂಗ್‌ ಸೇರಿದಂತೆ 30ಕ್ಕೂ ಹೆಚ್ಚು ಕೈಗಾರಿಕಾ ಸಂಸ್ಥೆಗಳ ಪ್ರತಿನಿಧಿಗಳು ಭಾಗವಹಿಸಿದ್ದರು. ಉದ್ಯಮ ವಲಯದ ಸಂಘಟನೆಗಳಾದ ಸಿಐಐ, ಎಫ್‌ಐಸಿಸಿಐ, ಎಫ್‌ಕೆಸಿಸಿಐ, ಬಿಸಿಐಸಿ, ಕಾಸಿಯಾ, ಲಘು ಉದ್ಯೋಗ ಭಾರತಿ, ಎಲೆಕ್ಟ್ರಾನಿಕ್‌ ಸಿಟಿ ಇಂಡಸ್ಟ್ರೀಸ್‌ ಅಸೋಸಿಯೇಷನ್‌, ಐಎಂಟಿಎಂಎ, ಅವೇಕ್‌, ಅಸೋಚಂ ಮುಂತಾದವುಗಳೂ ಭಾಗವಹಿಸಿದ್ದವು. ಕೈಗಾರಿಕಾ ಇಲಾಖೆಯ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಸೆಲ್ವಕುಮಾರ್, ಆಯುಕ್ತೆ ಗುಂಜನ್‌ ಕೃಷ್ಣ, ಕೆಐಎಡಿಬಿ ಸಿಇಒ ಗಿರೀಶ್ ಮುಂತಾದವರು ಉಪಸ್ಥಿತರಿದ್ದರು.
ಉದ್ಯಮಸ್ನೇಹಿ ವಾತಾವರಣ, ಐಎಫ್ಎಸ್ ಅಧಿಕಾರಿ ನಿಯೋಜನೆ
ಒಟ್ಟಾರೆ ಉದ್ಯಮ ಸ್ನೇಹಿ ವಾತಾವರಣ ನಿರ್ಮಿಸಲು ಪೂರಕವಾದ ಕ್ರಮಗಳನ್ನು ವಹಿಸಲಾಗುವುದು. ಹೆಸರಿಗಷ್ಟೇ ಇರುವ ಏಕಗವಾಕ್ಷಿ ಯೋಜನೆಗೆ ನಿಜ ಅರ್ಥದಲ್ಲಿ ಬದಲಾವಣೆ ತಂದು ಅನಗತ್ಯ ಅಡಚಣೆಗಳನ್ನು ನಿರ್ಮೂಲನೆ ಮಾಡಲಾಗುವುದು. ಬಹುಗವಾಕ್ಷಿಗೆ ಅವಕಾಶ ಇಲ್ಲದಂತೆ ತ್ವರಿತವಾಗಿ ಅನುಮತಿಗಳು ಸಿಗುವ ಹಾಗೆ ಮಾಡಲಾಗುವುದು. ಕೈಗಾರಿಕೆ ಬೆಳವಣಿಗೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸಲಹೆ ಸೂಚನೆಗಳನ್ನು ತೆರೆದ ಮನಸ್ಸಿನಿಂದ ಪರಿಶೀಲಿಸಲಾಗುವುದು ಎಂದು ಉದ್ಯಮಿಗಳ ಪ್ರಶ್ನೆಗೆ ಸಚಿವ ಎಂಬಿ ಪಾಟೀಲ್ ಉತ್ತರಿಸಿದರು.
ಕೈಗಾರಿಕೆಗಳ ಸ್ಥಾಪನೆಗೆ ಶೀಘ್ರ ಅನುಮತಿ ಸಿಗುವ ಹಾಗೆ ಮಾಡಲು ನಮ್ಮ ಇಲಾಖೆಯಲ್ಲೇ ಭಾರತೀಯ ಅರಣ್ಯ ಸೇವೆಯ ಪಿಸಿಸಿಎಫ್ ದರ್ಜೆಯ ಅಧಿಕಾರಿಯನ್ನು ನಿಯೋಜಿಸಲಾಗುವುದು. ಇದರಿಂದ ಪರಿಸರ ಸಂಬಂಧಿ ಸಮಸ್ಯೆಗಳಿಗೆ ತ್ವರಿತವಾಗಿ ಪರಿಹಾರ ಸಿಗಲಿದೆ ಎಂದರು.
ಈ ಹಿಂದೆ ತಾವು ನೀರಾವರಿ ಸಚಿವರಾಗಿದ್ದಾಗ ಆ ಇಲಾಖೆಯಲ್ಲಿನ ಪರಿಸರ ಸಂಬಂಧಿ ಸಮಸ್ಯೆಗಳನ್ನು ಪರಿಹರಿಸುವ ಸಲುವಾಗಿ ಪಿಸಿಸಿಎಫ್ ದರ್ಜೆಯ ಅಧಿಕಾರಿಯನ್ನು ನೇಮಿಸಿ ಪರಿಹಾರ ಕೊಂಡುಕೊಳ್ಳಲಾಗಿತ್ತು ಎಂಬುದನ್ನು ಸಭೆಯ ಗಮನಕ್ಕೆ ತಂದರು. ಇದಕ್ಕೆ ಉದ್ಯಮಿಗಳಿಂದ ಮೆಚ್ಚುಗೆ ವ್ಯಕ್ತವಾಯಿತು.

Vision Groups to be formed across seven sectors to lead industrial growth: MB Patil
Bengaluru: The state government will constitute new vision groups across seven sectors to promote industrial development, large and medium industries minister MB Patil said on Monday.
He was speaking in a meeting held here (Monday Evening) with leading industrialists to exchange ideas about promoting industrial growth in the state.
It is noted here that the state government till now had a vision group related to overall industrial development.
This is for the first time that vision groups are being formed sector-wise.
The vision groups will comprise industry experts, public sector officials and academic experts. These groups which will be institutionalised will provide holistic guidance to the department and lead industrial progress in the right direction, Minister stated.
The proposed vision groups will span the sectors of Aerospace & Defense, Machine Tools, ESDM, Core Manufacturing, Pharma, Startups (non-IT) and Auto/EV.
The government also intends to promote manufacturing and industrialisation in sectors such as future mobility, green hydrogen, food processing, textiles, and warehousing & logistics, Patil explained.
Mentioning opportunities for green hydrogen he informed that the state has already attracted commitments worth
about Rs 2.8 lakh Cr. from interested players. Saying the first green hydrogen cluster of the country cluster would come up in Mangaluru, he added that the required infrastructure including land, and water will be facilitated, and incentives will be extended as per norms.
The government is planning to set up a Karnataka Aerospace Technology Centre at Devanahalli R&D park to ease information dissemination, enable networks and market linkages and create Common Facility Centre (CFC) and incubation centres, he told. Intensive efforts are underway to pursue opportunities worth approximately Rs. 2.5 Lakh Cr, he claimed.
An IFS officer of PCCF grade will be appointed within the department to facilitate resolving environment-related issues, Patil remarked. Meanwhile, he also shared his experience on how environment-related issues were successfully resolved by appointing a PCCF-grade official in the irrigation department while he worked as the minister of that department during 2013-18.
He assured that the government would always consider the opinions and suggestions of industrialists with open-mindedness and ensure maintaining industry friendliness.
He claimed that as an industry minister, his priority would be to
create jobs by achieving ease of doing business and make Karnataka the manufacturing hub of Asia.
Foreign embassy officials of several countries, Gitanjali Kirloskar (Toyota Kirloskar), Sushant Nayak (Tata Motors), Rajiv Kushu (Texas Instruments), Vincent (Foxconn), and Amit Kumar Singh (Asian paints) were among representatives of over 30 industries who were present. Representatives of organisations such as CII, FICCI, FKCCI, AWAKE, and KASSIA also attended the meeting.
S.Selva Kumar, Principal Secretary, and Gunjan Krishna, Commissioner, Department of Industries were present.
