ಬೆಂಗಳೂರು,ಜೂನ್,23,2021(www.justkannada.in): ಕೋವಿಡ್‌ ಸಂಕಷ್ಟ ಕಾಲದಲ್ಲಿ ಉನ್ನತ ಶಿಕ್ಷಣ ಕಲಿಕೆಯನ್ನು ವಿದ್ಯಾರ್ಥಿಗಳು ಅತ್ಯಂತ ಸರಳ ಮತ್ತು ಸುಲಭಗೊಳಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ 1.55 ಲಕ್ಷ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಉಚಿತ ಟ್ಯಾಬ್ಲೆಟ್‌ ಪಿಸಿಗಳನ್ನು ವಿತರಣೆ ಮಾಡುವ ರಾಜ್ಯದ ಮಹಾತ್ವಾಕಾಂಕ್ಷಿ ಯೋಜನೆಗೆ ಮುಖ್ಯಮಂತ್ರಿ ಬಿ.ಎಸ್.ಯಡಿಯೂರಪ್ಪ ಅವರು ಚಾಲನೆ ನೀಡಿದರು.
ಉನ್ನತ ಶಿಕ್ಷಣ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ʼಕಲಿಕಾ ನಿರ್ವಹಣಾ ವ್ಯವಸ್ಥೆʼಯ ಮೂಲಕ ಬೋಧನೆ- ಕಲಿಕೆಗಾಗಿ ಟ್ಯಾಬ್ಲೆಟ್‌ ಪಿಸಿಗಳನ್ನು ನೀಡಲಾಗಿದ್ದು, ವಿಧಾನಸೌಧದ ಬ್ಯಾಂಕ್ವೆಟ್‌ ಹಾಲ್‌ನಲ್ಲಿ ಬುಧವಾರ ನಡೆದ ಈ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಈ ಕಾರ್ಯಕ್ರಮಕ್ಕೆ ಹಸಿರು ನಿಶಾನೆ ತೋರಿದರು. ಹತ್ತು ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಸಾಂಕೇತಿಕವಾಗಿ ಟ್ಯಾಬ್ಲೆಟ್‌ ಪಿಸಿಗಳನ್ನು ವಿತರಿಸಿದರು.
ಏಕಕಾಲದಲ್ಲೇ ರಾಜ್ಯದ ವಿವಿಧ ಜಿಲ್ಲೆಗಳ ಕಾಲೇಜುಗಳಲ್ಲಿ ಆಯಾ ಜಿಲ್ಲೆಗಳ ಉಸ್ತುವಾರಿ ಸಚಿವರು, ಶಾಸಕರು, ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು ಬ್ಲಾಂಕ್ವೆಟ್‌ ಹಾಲ್ ವೇದಿಕೆಗೆ ವರ್ಚುಯಲ್‌ ಮೂಲಕ ಲಿಂಕ್‌ ಆಗಿ ಟ್ಯಾಬ್‌ಗಳನ್ನು ವಿತರಣೆ ಮಾಡಿದರು. ಸಮಾಜ ಕಲ್ಯಾಣ ಖಾತೆ ಸಚಿವ ಶ್ರೀರಾಮುಲು, ಅಲ್ಪ ಸಂಖ್ಯಾತರ ಕಲ್ಯಾಣ ಸಚಿವ ಶ್ರೀಮಂತ ಪಾಟೀಲ್‌, ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಕಲ್ಯಾಣ ಸಚಿವ ಕೋಟಾ ಶ್ರೀನಿವಾಸ ಪೂಜಾರಿ ಅವರೂ ಆನ್‌ಲೈನ್‌ ವೇದಿಕೆ ಮೂಲಕ ಟ್ಯಾಬ್‌ಗಳನ್ನು ವಿತರಣೆ ಮಾಡಿದರು.

ಬ್ಯಾಂಕ್ವೆಟ್‌ ಹಾಲ್ ನಲ್ಲಿ ಸ್ಥಾಪಿಸಲಾಗಿದ್ದ ಮಾದರಿ ಸ್ಮಾಟ್‌ ಕ್ಲಾಸ್‌ ರೂಂ ಅನ್ನು ಮುಖ್ಯಮಂತ್ರಿಗಳು ಉದ್ಘಾಟನೆ ಮಾಡಿ ಅದರ ವ್ಯವಸ್ಥೆ ವೀಕ್ಷಿಸಿದರು.
ಅದರ ಮೂಲಕ ವಿದ್ಯಾರ್ಥಿಗಳು ಹೇಗೆ ಕಲಿಯುತ್ತಾರೆ ಎಂಬುದನ್ನು ಅವರು ಗಮನಿಸಿದರಲ್ಲದೆ ಈ ಕುರಿತ ಮಾಹಿತಿಯನ್ನು ಉನ್ನತ ಶಿಕ್ಷಣ ಸಚಿವರೂ ಆದ ಡಿಸಿಎಂ ಡಾ.ಸಿ.ಎನ್.ಅಶ್ವತ್ಥನಾರಾಯಣ ಅವರಿಂದ ಪಡೆದುಕೊಂಡರು. ಸ್ಮಾರ್ಟ್‌ಕ್ಲಾಸ್‌ ರೂಂನ ತಾಂತ್ರಿಕ ನೈಪುಣ್ಯತೆ ಹಾಗೂ ಬೋಧನೆ-ಕಲಿಕೆ ವಿಧಾನದ ಬಗ್ಗೆ ಯಡಿಯೂರಪ್ಪ ಅವರು ಮೆಚ್ಚುಗೆ ವ್ಯಕ್ತಪಡಿಸಿದರು.
ಕೋವಿಡ್‌ ಸಂಕಷ್ಟ ಕಾಲದಲ್ಲಿ ತಮ್ಮ ನೆರವಿಗೆ ಬಂದ ಕಲಿಕಾ ನಿರ್ವಹಣಾ ವ್ಯವಸ್ಥೆ, ಟ್ಯಾಬ್‌ಗಳು ಹಾಗೂ ಸ್ಮಾರ್ಟ್‌ಕ್ಲಾಸ್‌ ರೂಂಗಳ ಉಪಯೋಗದ ಬಗ್ಗೆ ಇಬ್ಬರು ವಿದ್ಯಾರ್ಥಿಗಳು ಮುಖ್ಯಮಂತ್ರಿ ಹಾಗೂ ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಸಮಕ್ಷಮದಲ್ಲಿ ಅಭಿಪ್ರಾಯ ಹಂಚಿಕೊಂಡರು.
163 ಕೋಟಿ ರೂ. ವೆಚ್ಚ: ಸಿಎಂ
ರಾಜ್ಯದಲ್ಲಿನ 430 ಸರಕಾರಿ ಪ್ರಥಮ ದರ್ಜೆ ಕಾಲೇಜು, 87 ಸರಕಾರಿ ಪಾಲಿಟೆಕ್ನಿಕ್ ಹಾಗೂ 14 ಸರಕಾರಿ ಎಂಜಿನಿಯರಿಂಗ್ ಕಾಲೇಜುಗಳಲ್ಲಿ ವ್ಯಾಸಂಗ ಮಾಡುತ್ತಿರುವ 1.55 ಲಕ್ಷ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಟ್ಯಾಬ್ಲೆಟ್‌ ಪಿಸಿಗಳನ್ನು ಉಚಿತವಾಗಿ ನೀಡಲಾಗಿದೆ. ಈ ಯೋಜನೆಗೆ ಸರಕಾರ 163 ಕೋಟಿ ರೂ. ವೆಚ್ಚ ಮಾಡಿದೆ ಎಂದು ಇದೇ ವೇಳೆ ಮುಖ್ಯಮಂತ್ರಿ ಯಡಿಯೂರಪ್ಪ ಅವರು ಹೇಳಿದರು.
ಸೋಂಕಿನ ಸಂಕಷ್ಟದ ಸಂದರ್ಭದಲ್ಲಿ ನಗರ- ಗ್ರಾಮೀಣ ವಿದ್ಯಾರ್ಥಿಗಳ ಕಲಿಕೆಯಲ್ಲಿ ತಾರತಮ್ಯ ನಿವಾರಿಸುವುದು, ಅವರ ನಡುವೆ ಡಿಜಿಟಲ್‌ ಅಂತರವನ್ನು ಅಳಿಸಿಹಾಕುವ ಮತ್ತೂ ಸಾಮಾಜಿಕ ನ್ಯಾಯವನ್ನು ಎತ್ತಿಹಿಡಿಯುವ ನಿಟ್ಟಿನಲ್ಲಿ ಇಂಥ ಉತ್ತಮ ಯೋಜನೆಯನ್ನು ಜಾರಿಗೆ ತರಲಾಗಿದೆ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಬಿಎಸ್ ಯಡಿಯೂರಪ್ಪ ನುಡಿದರು.
ಅಲ್ಲದೆ 27.77 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ಕಲಿಕಾ ನಿರ್ವಹಣೆ ವ್ಯವಸ್ಥೆ ವಿದ್ಯಾರ್ಥಿಗಳು ಕಲಿಯುವುದಕ್ಕೆ ಅನುವಾಗುವಂತೆ 2,500 ಸ್ಮಾರ್ಟ್‌ಕ್ಲಾಸ್‌ ರೂಂಗಳನ್ನು ರಾಜ್ಯಾದ್ಯಂತ ಸ್ಥಾಪಿಸಲಾಗಿದೆ. ಇದು ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಹೆಚ್ಚು ಪೂರಕವಾಗಲಿದೆ ಎಂದು ಅವರು ನುಡಿದರು.
ಇಡೀ ದೇಶದಲ್ಲಿಯೇ ಮೊದಲ ಉಪಕ್ರಮ: ಡಿಸಿಎಂ ಅಶ್ವಥ್ ನಾರಾಯಣ್
ಉನ್ನತ ಶಿಕ್ಷಣ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಉಚಿತ ಟ್ಯಾಬ್‌ಗಳ ಮೂಲಕ ಕಲಿಕಾ ನಿರ್ವಹಣಾ ವ್ಯವಸ್ಥೆ ಮಾಡಿರುವ ರಾಜ್ಯದ ಕ್ರಮ ದೇಶದಲ್ಲೇ ಪ್ರಥಮ ಎಂದು ಡಿಸಿಎಂ ಡಾ.ಅಶ್ವತ್ಥನಾರಾಯಣ ಇದೇ ವೇಳೆ ಮಾತನಾಡುತ್ತಾ ಹೇಳಿದರು.
ಇದೊಂದು ಉದಾತ್ತ ಕಾರ್ಯಕ್ರಮ. ಇದರಲ್ಲಿ ಉನ್ನತ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಜತೆಗೆ ಸಮಾಜ ಕಲ್ಯಾಣ, ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಕಲ್ಯಾಣ, ಅಲ್ಪಸಂಖ್ಯಾತರ ಕಲ್ಯಾಣ ಇಲಾಖೆಗಳು ಕೈಜೋಡಿಸಿವೆ. ಮೂರು ಇಲಾಖೆಗಳ ಸಚಿವರು ಈ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಭಾಗಿಯಾಗಿರುವುದು ಸಂತಸ ಉಂಟು ಮಾಡಿದೆ ಎಂದಿ ಡಿಸಿಎಂ ಅಶ್ವಥ್ ನಾರಾಯಣ್ ಹೇಳಿದರು.
ರಾಜ್ಯದ ಉನ್ನತ ಶಿಕ್ಷಣದಲ್ಲಿ ಸುಧಾರಣೆಗಳ ಪರ್ವವೇ ಆರಂಭವಾಗಿದೆ. ಈ ವರ್ಷವೇ ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿಯೂ ಜಾರಿಗೆ ಬರುತ್ತದೆ. ಅದಕ್ಕೆ ಮೊದಲೇ ಕಲಿಕಾ ನಿರ್ವಹಣೆ ವ್ಯವಸ್ಥೆ ಜಾರಿಗೆ ಬಂದಿದ್ದು, ಅದನ್ನು ಇನ್ನೂ ಎತ್ತರಕ್ಕೆ ಕೊಂಡೊಯ್ಯಲು ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಟ್ಯಾಬ್ಲೆಟ್‌ ಪಿಸಿಗಳನ್ನು ಕೋಡಲಾಗಿದೆ. ಜಾಗತಿಕ ಮಟ್ಟದ ಆಧುನಿಕ ಕಲಿಕಾ ಮಟ್ಟಕ್ಕೆ ತಕ್ಕಂತೆ ಕಲಿಕೆಯನ್ನು ನಿರಂತರವಾಗಿ ಮುಂದುವರಿಸುವುದು ಹಾಗೂ ಆನ್‌ಲೈನ್‌ ಮೂಲಕವೇ ಉತ್ತಮ ಗುಣಮಟ್ಟದ ಶಿಕ್ಷಣವನ್ನು ಪಡೆದುಕೊಳ್ಳಲು ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಟ್ಯಾಬ್ಲೆಟ್‌ಗಳು ನೆರವಾಗುತ್ತವೆ ಎಂದು ಅವರು ಹೇಳಿದರು.
ಈ ಸಂದರ್ಭದಲ್ಲಿ ಕಾಲೇಜು ಶಿಕ್ಷಣ ಇಲಾಖೆ ಆಯುಕ್ತ ಪ್ರದೀಪ್‌ ಪ್ರಭಾಕರ್‌ ಟ್ಯಾಬ್ಲೆಟ್‌ ಪಿಸಿಗಳ ಬಗ್ಗೆ ಮಾಹಿತಿ ಹಾಗೂ ಅವುಗಳ ಮೂಲಕ ಸಮಗ್ರ ಕಲಿಕಾ ವ್ಯವಸ್ಥೆ ಕಲಿಕೆ-ಬೋಧನೆ ಬಗ್ಗೆ ಪ್ರಾತ್ಯಕ್ಷಿಕೆ ನೀಡಿದರು.
ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಉನ್ನತ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಹೆಚ್ಚುವರಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ಕುಮಾರ ನಾಯಕ್‌, ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆಯ ಹೆಚ್ಚುವರಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ಡಾ.ನಾಗಲಾಂಬಿಕೆ ದೇವಿ, ಉನ್ನತ ಶಿಕ್ಷಣ ಪರಿಷತ್‌ ಉಪಾಧ್ಯಕ್ಷ ಪ್ರೊ.ತಿಮ್ಮೇಗೌಡ ಮುಂತಾದವರು ಈ ಸಂದರ್ಭದಲ್ಲಿ ಉಪಸ್ಥಿತರಿದ್ದರು.

ಈ ವೇಳೆಯಲ್ಲಿ ಕನ್ನಡ ಪ್ರಾಧ್ಯಾಪಕರೊಬ್ಬರು ಸ್ಮಾರ್ಟ್‌ ಕ್ಲಾಸ್‌ ರೂಂನಿದಲೇ ಮೊದಲ ಪಾಠ ಆರಂಭಿಸಿದರು. ಹೈಸ್ಪೀಡ್‌ ಇಂಟರ್‌ನೆಟ್‌, ಆಧುನಿಕ ಫಿಚರ್‌ ಗಳುಳ್ಳ ಟ್ಯಾಬ್ಲೆಟ್‌ ಪಿಸಿ ಮೂಲಕ ಕಲಿಕಾ ನಿರ್ವಹಣಾ ವ್ಯವಸ್ಥೆ ಅಡಿಯಲ್ಲಿ ನಡೆದ ಈ ಬೋಧನೆ- ಕಲಿಕೆಯ ಮಾದರಿಯನ್ನು ಅವರು ನೇರವಾಗಿ ವಿದ್ಯಾರ್ಥಿಯಂತೆಯೇ ವೀಕ್ಷಿಸಿದರು.
ವಿದ್ಯಾರ್ಥಿಗಳ ಜತೆಯಲ್ಲಿ ಪಾಠವನ್ನು ಆಸಕ್ತಿಯಿಂದ ಕೇಳಿದ ಡಿಸಿಎಂ ಅಶ್ವಥ್ ನಾರಾಯಣ್, ತಂತ್ರಜ್ಞಾನದ ಮೂಲಕ ಕನ್ನಡ ಪಾಠ ಕೇಳಿ ಚಕಿತರಾದರು. ಅಲ್ಲದೆ, ಸ್ಮಾರ್ಟ್‌ ಕ್ಲಾಸ್‌ ರೂಂನ ಪರಿಣಾಮಕಾರಿ ದಕ್ಷತೆಯನ್ನು ವೀಕ್ಷಿಸಿ ಸಂತಸಪಟ್ಟರು. ಬೋಧನೆಗೆ ಈ ವ್ಯವಸ್ಥೆ ಎಷ್ಟರಮಟ್ಟಿಗೆ ಪರಿಣಾಮಕಾರಿ ಎಂದು ಬೋಧಕರಿಂದಲೇ ಮಾಹಿತಿ ಪಡೆದರಲ್ಲದೆ, ತಮ್ಮ ಜತೆ ಕೂತು ಪಾಠ ಕೇಳಿದ ವಿದ್ಯಾರ್ಥಿಗಳ ಜತೆಗೂ ಸಂವಾದ ನಡೆಸಿದರು.
ಕೋಲಾರ ಜಿಲ್ಲೆಯ ಮಾಲೂರಿನ ಪ್ರಥಮ ದರ್ಜೆ ಕಾಲೇಜಿನ ಕನ್ನಡ ಸಹಾಯಕ ಪ್ರಾಧ್ಯಾಪಕಿ ಶ್ವೇತಾ ಈ ವೇಳೆ ಪಾಠ ಮಾಡಿದರು. ನಂತರ ಮಹಾರಾಣಿ ಅಮ್ಮಣ್ಣಿ ಕಾಲೇಜಿನ ಪ್ರಾಧ್ಯಾಪಕಿ ಪ್ರೊ.ಶಾಲಿನಿ ಅವರು ರಾಸಾಯನ ಶಾಸ್ತ್ರ ಕ್ಲಾಸ್‌ ನಡೆಸಿಕೊಟ್ಟರು. ಉನ್ನತ ಶಿಕ್ಷಣ ಪರಿಷತ್‌ ಉಪಾಧ್ಯಕ್ಷ ಪ್ರೊ.ತಿಮ್ಮೇಗೌಡ, ಕಾಲೇಜು ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಆಯುಕ್ತ ಪ್ರದೀಪ್‌ ಅವರೂ ಪಾಠ ಕೇಳಿಸಿಕೊಂಡರು.

Bengaluru: The Chief Minister, B.S.Yediyurappa rolled out the ambitious initiatives of the government to promote digital learning and to bridge the digital- divide in higher education, implemented at the cost of about Rs 195 crores, on Wednesday.
The initiatives launched by the Chief Minister at the Banquet Hall in Vidhana Soudha includes distributing Tablet PC’s for 1.55 lakh students amounting to Rs 163 crores, creation of 2500 smart classrooms by spending Rs 27.77 crores, and development of a Learning Management System (LMS) at a cost of Rs 4.04 crores.
The initiatives of empowering students by providing Tablet PCs and creating 2500 smart classrooms are expected to largely benefit the students belonging to economically weaker sections of the society, who pursue their studies in government education institutions, Yediyurappa explained.
Tablet PC’s will be distributed to First-year students of 430 Government first grade colleges, 1st and 2nd-year students of 87 government polytechnic colleges, 1st, 2nd, and 3rd-year students of 14 engineering colleges, he told.
The Chief Minister told, 2500 classes, have been converted to Smart classrooms by equipping them with projector, whiteboard, android box, UPS, and the Internet to facilitate the usage of modern teaching and learning models, and added, LMS enables access to learning both in online and offline modes.
DyCM, Dr.C.N.Ashwatha Narayana, who is also the minister of Higher Education, said, the implemented programs which enable ‘Any Time, Anywhere’ learning will be beneficial for 25,000 teaching faculty and 5 lakh students, and added, that the state of Karnataka was the first in the country to implement such a comprehensive learning management system.
He explained, “these initiatives will be helpful to resolve the imbalances between offline & online, digital & physical, rural & urban, government & Private, rich & poor and also English & native language barriers with respect to access for quality teaching and learning, besides providing a strong platform to implement National Education Policy effectively.”
He complimented the supports of the departments of Social welfare, Backward Classes welfare, and Minority welfare in the implementation of the initiatives and expressed gratitude to respective ministers, Sriramulu, Kota Srinivasa Pujari, and Srimanta Balasaheba Patil for their cooperation.
Tablet PC’s were given symbolically to 10 students of different colleges and simultaneously the program was organized also in other district centers of the state.
Kumar Naik, ACS, Dept of Higher education, Nagambika Devi, ACS, Dept of Social welfare, P.Pradeep, Commissioner, Dept. of collegiate education, Prof.Thimmegowda, Vice-Chairman, Higher Education Council, and others were present.
Smart Classrooms Demo Performed
As part of the event, a demo of the smart classrooms was performed. A lecturer from Maluru took an example of a Kannada poem by Kuvempu (Devaru Ruju Madidanu) and showed how it could be taught by making use of PPT, related audio clips, images, and by listening to the rendering of the poem by the poet himself. Another lecturer from Maharani’s college taught on the topic ‘Chemical Bonding’ and exhibited how the teaching-learning experience can be enriched.
