ಬೆಂಗಳೂರು,ಸೆಪ್ಟಂಬರ್,3,2021(www.justkannada.in): ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿ ಜಾರಿಗೊಳಿಸಿ ಹೊರಡಿಸಿರುವ ಆದೇಶವನ್ನು ಕೂಡಲೇ ವಾಪಸ್ ಪಡೆಯುವಂತೆ ವಿಧಾನಸಭೆ ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಸರ್ಕಾರವನ್ನು ಒತ್ತಾಯಿಸಿದ್ದಾರೆ.
ಈ ಸಂಬಂಧ ಉನ್ನತ ಶಿಕ್ಷಣ ಸಚಿವ ಡಾ. ಅಶ್ವತ್ಥನಾರಾಯಣ ಅವರಿಗೆ ಪತ್ರ ಬರೆದಿರುವ ವಿಪಕ್ಷನಾಯಕ ಸಿದ್ಧರಾಮಯ್ಯ, ಹೊಸ ಶಿಕ್ಷಣ ನೀತಿ ಕುರಿತಾದ ಚರ್ಚೆಯಲ್ಲಿ ತಾವು ಭಾಗವಹಿಸುವುದಿಲ್ಲ ಎಂದಿದ್ದಾರೆ.

ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿ-2020 ಅನ್ನು ಕರ್ನಾಟಕದಲ್ಲಿ ಪ್ರಪ್ರಥಮವಾಗಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಚಾಲನೆ ನೀಡಲಾಗಿದೆಯೆಂದು ಹಾಗೂ ಈ ಕುರಿತು ಚರ್ಚಿಸಲು ದಿನಾಂಕವನ್ನು ನೀಡುವಂತೆ ತಮ್ಮ ಕಛೇರಿಯಿಂದ ಪತ್ರ ಬರೆದು ಕೋರಲಾಗಿದೆ. ಕರ್ನಾಟಕದಲ್ಲಿ ಈಗಾಗಲೆ ತರಾತುರಿಯಲ್ಲಿ ವಿದ್ಯಾರ್ಥಿಗಳು, ತಜ್ಞರು, ಪ್ರಾಧ್ಯಾಪಕರು, ಪೋಷಕರುಗಳ ಜೊತೆ ಚರ್ಚಿಸದೆ, ಸಾಧಕ-ಬಾಧಕಗಳನ್ನು ಪರಿಶೀಲಿಸದೆ ಈ ಶೈಕ್ಷಣಿಕ ವರ್ಷದಿಂದಲೆ ಅನುಷ್ಠಾನ ಮಾಡುವುದಾಗಿ ಹೇಳಿ ಉದ್ಘಾಟನೆಯನ್ನೂ ಮಾಡಲಾಗಿದೆ. ಉದ್ಘಾಟನೆಯನ್ನೂ ಮುಗಿಸಿ ಚರ್ಚೆ ಮಾಡಬೇಕು ಎಂದು ಕರೆಯುವುದು ಸಂಸದೀಯವಾಗಿ ಸರಿಯಲ್ಲ ಎಂದು ಆಕ್ಷೇಪಿಸಿದ್ದಾರೆ.
ಒಂದು ಶಿಕ್ಷಣ ನೀತಿಯ ಅನುಷ್ಠಾನವೆಂದರೆ ಸಣ್ಣ ಸಂಗತಿಯೆ? ತಾವೂ ಕೂಡ ಬೆವರಿನ ಸಂಸ್ಕೃತಿಯ ಹಿನ್ನೆಲೆಯ ಸಮುದಾಯದಿಂದ ಬಂದಿದ್ದೀರಿ. ರಾಷ್ಟ್ರಕವಿ ಕುವೆಂಪು ಅವರು ಶಿಕ್ಷಣ, ಅದರ ಗುಣಮಟ್ಟವನ್ನು ಸುಧಾರಣೆ, ಕಲಿಕೆಯ ಮಾಧ್ಯಮ ಹಾಗೂ ಸರ್ಕಾರದ ಜವಾಬ್ಧಾರಿಗಳ ಬಗ್ಗೆ ಮಾತನಾಡಿದ್ದಾರೆ. ಶಿಕ್ಷಣದ ಕುರಿತಂತೆ ಕೆಲಸ ಮಾಡುತ್ತಿರುವವರೆಲ್ಲರೂ ಕುವೆಂಪು ಅವರ ವಿಚಾರಗಳನ್ನು ಓದಿ, ಅದರಂತೆ ನಡೆದುಕೊಳ್ಳಬೇಕಾಗಿದೆ.
ಮುಂದುವರೆದ ದೇಶಗಳಲ್ಲಿ ಶಿಕ್ಷಣ ಮತ್ತು ಆರೋಗ್ಯ ಕ್ಷೇತ್ರಗಳನ್ನು ಸರ್ಕಾರಗಳೆ ನಿರ್ವಹಿಸುತ್ತವೆ. ಯಾವುದೇ ನಾಡಿನಲ್ಲಿ ಉನ್ನತ ಶಿಕ್ಷಣ ವ್ಯವಸ್ಥೆ ಸಮರ್ಪಕವಾಗಿದ್ದರೆ ಆ ನಾಡಿನ ಸಮಸ್ತ ಆರೋಗ್ಯವೂ ಸರಿಯಾಗಿರುತ್ತದೆ. ಇಂದು ಭಾರತದ ಸಮಾಜಗಳು ತೀವ್ರ ರೂಪದ ಬಿಕ್ಕಟ್ಟುಗಳನ್ನು ಎದುರಿಸುತ್ತಿವೆ. ಅದಕ್ಕೆ ಕಾರಣಗಳು ಹಲವಿವೆ.
ಮೊದಲನೆಯದಾಗಿ ವಿದ್ಯಾರ್ಥಿ ಶಿಕ್ಷಕ ಪ್ರಮಾಣ ವಿಪರೀತ ಹೆಚ್ಚಾಗಿದೆ, ಅದು ಕಡಿಮೆಯಾಗಬೇಕು. ಶಿಕ್ಷಣ ಕ್ಷೇತ್ರಕ್ಕೆ ಅತಿ ಕಡಿಮೆ ಅನುದಾನ ನೀಡಲಾಗುತ್ತಿದೆ. ಈ ನೀತಿಯ ಶಿಫಾರಸ್ಸುಗಳ ಪ್ರಕಾರ ಜಿಡಿಪಿಯಲ್ಲಿ ಕನಿಷ್ಠ ಶೇ ೬ ರಷ್ಟು ಮೀಸಲಿರಿಸಬೇಕು. ಇದಾಗಬೇಕೆಂದರೆ ಕರ್ನಾಟಕದಲ್ಲಿ ಕನಿಷ್ಠ ೧.೦೮ ಲಕ್ಷ ಕೋಟಿ ರೂಪಾಯಿಗಳನ್ನು ಮೀಸಲಿರಿಸಬೇಕಾಗುತ್ತದೆ.
ಹೊಸ ಶಿಕ್ಷಣ ನೀತಿಯ ಹೇರಿಕೆಯು ಹಲವು ಸಮಸ್ಯೆಗಳನ್ನು ಒಳಗೊಂಡಿದೆ ಎಂದು ಹೇಳುತ್ತಿದೆ. ಒಕ್ಕೂಟ ವ್ಯವಸ್ಥೆಯ ಮೂಲ ಸ್ಫೂರ್ತಿಯ ನಿರಾಕರಣೆ, ಖಾಸಗೀಕರಣ, ತರಗತಿಗಳನ್ನು ನಿರಾಕರಿಸಿ ಕಾಲೇಜು, ವಿಶ್ವ ವಿದ್ಯಾಲಯಗಳ ಪಾವಿತ್ರ್ಯದ ನಿರಾಕರಣೆ, ಬಡವರು, ಹಿಂದುಳಿದವರು, ದಮನಿತರ ಸಿಗಬಹುದಾದ ಸುಲಭ ಶಿಕ್ಷ,ಣದ ನಿರಾಕರಣೆ, ಕೋಮು ಅಜೆಂಡಾಗಳನ್ನು ತಂದು ಅವೈಜ್ಞಾನಿಕತೆಯನ್ನು, ದ್ವೇಷವನ್ನು ತುಂಬಿ ಭಾರತವನ್ನು ಶಾಶ್ವತ ಅಂಧಕಾರಕ್ಕೆ ತಳ್ಳಲಾಗುತ್ತಿದೆ ಮುಂತಾದ ಗಂಭೀರ ಆರೋಪಗಳಿವೆ ಎಂದು ಪತ್ರದಲ್ಲಿ ತಿಳಿಸಿದ್ದಾರೆ.
ಸರ್ಕಾರ ಈ ಎಲ್ಲದರ ಕುರಿತು ಚರ್ಚೆ ನಡೆಸಬೇಕಾಗಿತ್ತು. ಇದೇನನ್ನೂ ನೀವು ಮಾಡಿಲ್ಲ. ನನ್ನ, ನಿಮ್ಮ ಆಯಸ್ಸು, ರಾಜಕೀಯ ವೃತ್ತಿ ಎಲ್ಲವೂ ಮುಂದೆAದೊ ಒಂದು ದಿನ ಮುಗಿಯುತ್ತದೆ. ಆದರೆ ಶಿಕ್ಷಣ ನೀತಿಯ ಹೆಸರಲ್ಲಿ ಬಲಿಪಶುಗಳಾಗುವ ಮಕ್ಕಳ ಮುಂದೆ ೭೦- ೮೦ ವರ್ಷಗಳ ಭವಿಷ್ಯವಿದೆ. ಶಿಕ್ಷಣದ ಹಂತದಲ್ಲಿ ಅವರ ಭವಿಷ್ಯ ಅಲ್ಲೋಲ, ಕಲ್ಲೋಲವಾದರೆ ಅದರ ಶಾಪವನ್ನು ಹೊರುವವರು ಯಾರು? ಈ ನಾಡಿನ , ರೈತರ, ಪಶುಪಾಲಕರ, ಕುಶಲಕರ್ಮಿಗಳ, ಸಣ್ಣ ಪುಟ್ಟ ವ್ಯಾಪಾರಿಗಳ, ಕಾರ್ಮಿಕರ ಮನೆಗಳಿಂದ ಬಂದ ಮಕ್ಕಳು ಗುಣ ಮಟ್ಟದ ಶಿಕ್ಷಣ ಪಡೆದು ಜಾಗತಿಕ ಮಟ್ಟದ ಉದಾರ ಮಾನವತಾವಾದಿ, ವೈಜ್ಞಾನಿಕ ಶಿಕ್ಷಣ ಪಡೆಯಬಾರದೆ?
ತಾವು ನಿಜವಾಗಿಯೂ ನೈಜ ಸ್ಫೂರ್ತಿಯಲ್ಲಿ ಚರ್ಚೆಮಾಡಬಯಸಿದರೆ, ಕೂಡಲೆ ಈ ಹೊಸ ಶಿಕ್ಷಣ ನೀತಿಯನ್ನು ಹಿಂದಕ್ಕೆ ಪಡೆಯಿರಿ. ಚರ್ಚೆ ನಡೆಸಿದ ಮೇಲೆ ನಿಜವಾಗಿಯೂ ಈ ನೀತಿ ಆರೋಗ್ಯಕರವೆನ್ನಿಸಿ ಅನುಷ್ಠಾನ ಸೂಕ್ತವೆನ್ನಿಸಿದರೆ, ಈ ಶತಮಾನಕ್ಕೆ ಅತ್ಯಗತ್ಯ ಎನ್ನಿಸಿದರೆ ನಾವೆ ನಿಂತು ಅನುಷ್ಠಾನ ಮಾಡಲು ಬೆಂಬಲಿಸುತ್ತೇವೆ. ಇಲ್ಲದಿದ್ದರೆ ಮಕ್ಕಳ ಭವಿಷ್ಯದ ಕುತ್ತಿಗೆ ಕೊಯ್ಯುವಂಥ ಪಾಪದ ಕೆಲಸದಲ್ಲಿ ಭಾಗಿಯಾದೆವು ಎಂಬ ಪಶ್ಚಾತ್ತಾಪವನ್ನು ಹೊರಬೇಕಾಗುತ್ತದೆ ಎಂದು ಪತ್ರದ ಮೂಲಕ ಸಚಿವ ಅಶ್ವಥ್ ನಾರಾಯಣ್ ಗೆ ಸಿದ್ಧರಾಮಯ್ಯ ಹೇಳಿದ್ದಾರೆ.

Highlights of Letter to Higher Education Minister Dr Ashwath Narayan*
Leader of Opposition Shri Siddaramaiah has urged the minister to withdraw the decision of the government to implement New National Education Policy.
A letter has been written from the office of Minister of Higher Education informing the implementation of New National Education Policy and requesting the appointment of Leader of Opposition to discuss regarding the same. It is to be noted that the government has already decided and inaugurated to implement the said policy from the current academic year, without any discussion with the students, teachers, education experts or opposition. It is not correct to call for discussion now after inaugurating the implementation.
Policy change in matters like education and health are not small issue. Detailed deliberations should have been initiated democratically before drafting such issues which wide implications. Governments of many developed countries takes the complete responsibility of health and education but here in India the government is trying wash away the responsibility.
India has high student to teacher ratio which should come down for the benefit of students. Also. the government allocation for the education as percentage of GDP is very low. The NEP also recommends the allocation to education to be at 6% of GDP. So then Karnataka should allocate about 1.08 lakh Cr.
There are many objections and concerns about NEP. It violates federal arrangements & infringes upon the autonomy of States over education and universities. It promotes privatisation leading to inequality and social injustice. The intension is to indoctrinate students with the idea of communalism through education. NEP is unscientific and will push lakhs of students to darkness.
Government should have discussed and debated about these issues before the implementation. NEP decides the future of many students shaping their next 70-80 years. Education is tool for social elevation for many marginalised sections. Has BJP implemented NEP to prevent this elevation of social status among marginalised sections?
If there has to debate about NEP in good spirit, I urge the government to withdraw the implementation of NEP immediately and we will come for discussion for that. If, after deliberations, NEP is found to be good, we will support the government to implement NEP. Otherwise, government will have to take the burden of pushing lakhs of people to misery.
