ಬೆಂಗಳೂರು,ಆಗಸ್ಟ್,20,2021(www.justkannada.in): ಯಾವುದೋ ಒಂದು ಜಾತಿ ಅಥವಾ ಜನಾಂಗದ ಪರವಾಗಿ ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಶಾಶ್ವತ ಆಯೋಗ ಆರ್ಥಿಕ, ಸಾಮಾಜಿಕ, ಶೈಕ್ಷಣಿಕ ಸಮೀಕ್ಷೆ ನಡೆಸಿ ವರದಿ ಸಿದ್ಧಪಡಿಸಿಲ್ಲ. ಹೀಗಿರುವಾಗ ವರದಿಯನ್ನು ಸ್ವೀಕರಿಸಲು ಸರ್ಕಾರ ಹಿಂದೇಟು ಹಾಕುತ್ತಿರುವುದೇಕೆ ಎಂದು ವಿಧಾನಸಭೆಯ ವಿಪಕ್ಷ ನಾಯಕ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಪ್ರಶ್ನಿಸಿದ್ದಾರೆ.
ಪ್ರದೇಶ ಕಾಂಗ್ರೆಸ್ ಸಮಿತಿ ರೇಸ್ ಕೋರ್ಸ್ ರಸ್ತೆಯ ಕಾಂಗ್ರೆಸ್ ಭವನದಲ್ಲಿ ಇಂದು ಆಯೋಜಿಸಿದ್ದ ಮಾಜಿ ಪ್ರಧಾನಿ, ದಿವಂಗತ ರಾಜೀವ್ ಗಾಂಧಿ, ಮಾಜಿ ಮುಖ್ಯಮಂತ್ರಿ, ದಿವಂಗತ ದೇವರಾಜ ಅರಸು ಅವರ ಜನ್ಮದಿನ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಭಾಗವಹಿಸಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಮಾತನಾಡಿದರು.
ವರದಿಯನ್ನು ಸಿದ್ದರಾಮಯ್ಯ ಅವರೇ ಬರೆಯಿಸಿದ್ದಾರೆ ಎಂದು ಮಾಜಿ ಮುಖ್ಯಮಂತ್ರಿ ಎಚ್.ಡಿ. ಕುಮಾರಸ್ವಾಮಿಯವರು ಹೇಳಿದ್ದಾರೆ. ಇದು ಅಪ್ಪಟ ಸುಳ್ಳು. ವರದಿ ಇನ್ನೂ ಸರ್ಕಾರದ ಕೈಗೆ ಬಂದಿಲ್ಲ. ಪುಟ್ಟರಂಗ ಶೆಟ್ಟಿಯವರು ಸಮ್ಮಿಶ್ರ ಸರ್ಕಾರದಲ್ಲಿ ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಇಲಾಖೆ ಸಚಿವರಾಗಿದ್ದಾಗ ವರದಿ ಅಂಗೀಕಾರ ಮಾಡಿಸಿ ಎಂದು ಸೂಚಿಸಿದ್ದೆ. ಆಗ ಕುಮಾರಸ್ವಾಮಿಯವರು ವರದಿ ಮಂಡಿಸಲು ಪುಟ್ಟರಂಗ ಶೆಟ್ಟಿಯವರಿಗೆ ಅವಕಾಶ ಕೊಡಲಿಲ್ಲ. ನಾನು ಸಮನ್ವಯ ಸಮಿತಿ ಅಧ್ಯಕ್ಷನಾಗಿದ್ದೆ. ಹೀಗಾಗಿ ಜಗಳ ಬೇಡ ಬಿಡಿ ಎಂದು ಹೇಳಿದ್ದೆ.
ಸಚಿವ ಈಶ್ವರಪ್ಪ ಅವರು ಹೊರಗಡೆ ಬಂದು ಸರ್ಕಾರ ವರದಿಯನ್ನು ಸ್ವೀಕಾರ ಮಾಡಬೇಕು ಎನ್ನುತ್ತಾರೆ. ಈ ವಿಚಾರದಲ್ಲಿ ಅವರು ಒಂದು ದಿನವಾದರೂ ಯಡಿಯೂರಪ್ಪ ಅವರನ್ನು ಭೇಟಿ ಮಾಡಿ ಒತ್ತಾಯಿಸಿದ್ದಾರಯೇ ? ವರದಿಯಲ್ಲಿ ಒಂದು ಜಾತಿಯ ಪರ ಏನಾದರೂ ಶಿಫಾರಸು ಮಾಡಲಾಗಿದೆಯೇ ? ಎಲ್ಲ ಜಾತಿಗಳ ಆರ್ಥಿಕ, ಸಾಮಾಜಿಕ ಸ್ಥಿತಿಗತಿ ಕುರಿತು ಸಮೀಕ್ಷೆ ನಡೆಸಲಾಗಿದೆ. ಅದನ್ನು ಸ್ವೀಕರಿಸಲು ಸರ್ಕಾರ ಮೀನಮೇಷ ಎಣಿಸುತ್ತಿರುವುದೇಕೆ ಎಂದು ಸಿದ್ಧರಾಮಯ್ಯ ಪ್ರಶ್ನಿಸಿದರು.
ಸರ್ಕಾರಿ ಶಾಲಾ ಶಿಕ್ಷಕರ ನೆರವಿನಿಂದ ತಯಾರಿಸಿದ ವರದಿ ಅದು. ಖಾಸಗಿಯವರು ಮಾಡಿದ್ದಲ್ಲ. ಈ ದೇಶದ ಸಂಪತ್ತು, ಅಧಿಕಾರ ಎಲ್ಲರಿಗೂ ಸಮಾನವಾಗಿ ಹಂಚಿಕೆ ಆಗಬೇಕು. ಅದಕ್ಕೆ ಅಂಕಿ-ಅಂಶ ಅಗತ್ಯ. ಈ ಕಾರಣಕ್ಕಾಗಿಯೇ ವರದಿ ತಯಾರಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿತ್ತು. ಒಲ್ಲದ ಗಂಡ ಮೊಸರಲ್ಲಿ ಕಲ್ಲು ಹುಡುಕಿದಂತೆ ವರದಿ ಬಗ್ಗೆ ಅಪಸ್ವರಗಳು ಬೇಡ ಎಂದರು.
ಮಹಾ ಮೋಸಗಾರರು, ಸುಳ್ಳುಗಾರರು
ಬಿಜೆಪಿಯವರು ಮಹಾ ಮೋಸಗಾರರು ಮತ್ತು ಸುಳ್ಳುಗಾರರು. ಜನರಿಗೆ ಸಳ್ಳುಗಳನ್ನು ಹೇಳಿಯೇ ದಾರಿ ತಪ್ಪಿಸುವವರು ಅವರು. ಇತಿಹಾಸ ತಿರುಚುವಲ್ಲಿ ಹಾಗೂ ಸುಳ್ಳು ಹೇಳುವುದರಲ್ಲಿ ಬಿಜೆಪಿಯವರು ನಿಸ್ಸೀಮರು. ಬಿಜೆಪಿ ಕೇವಲ ಭ್ರಷ್ಟರ ಪಕ್ಷವಲ್ಲ. ಆ ಪಕ್ಷದ ನಾಯಕರು ಸಂವಿಧಾನ, ಸಾಮಾಜಿಕ ನ್ಯಾಯ, ಮೀಸಲು ಸೌಲಭ್ಯದ ವಿರೋಧಿಗಳು.
ಹಿಂದುಳಿದ ವರ್ಗದವರಿಗೆ ಮೀಸಲು ತಾವೇ ಕೊಟ್ಟಂತೆ ಮಾತನಾಡುತ್ತಿದ್ದಾರೆ ಬಿಜೆಪಿಯವರು. ಎಂಥಹ ನಾಟಕಕಾರರು ಅವರು. ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ಮಹಿಳೆಯರು, ಅಲ್ಪಸಂಖ್ಯಾತರು, ಪರಿಶಿಷ್ಟರು ಹಾಗೂ ಹಿಂದುಳಿದ ವರ್ಗಗಳಿಗೆ ರಾಜೀವ್ ಗಾಂಧಿಯವರು ಮೀಸಲು ಸೌಲಭ್ಯ ಒದಗಿಸಿದ ಬಳಿಕ ಅಂದಿನ ರಾಜ್ಯಸಭೆ ಸದಸ್ಯ, ದಿವಂಗತ ರಾಮಾಜೋಯಿಸ್ ಅವರು ಅದನ್ನು ವಿರೋಧಿಸಿ ನ್ಯಾಯಾಲಯಕ್ಕೆ ಹೋದರು.
ಬಿಜೆಪಿಯವರು ಎಂದಾದರೂ ಮಿಸಲು ಸೌಲಭ್ಯದ ಪರವಾಗಿ ಮಾತನಾಡಿದ್ದಾರೆಯೇ ? ಮಂಡಲ್ ಆಯೋಗದ ಜಾರಿಗೆ ತರಲು ಹೊರಟಾಗ ಶಾಲಾ ಮಕ್ಕಳನ್ನು ಎತ್ತಿಕಟ್ಟಿ ಅವರು ಆತ್ಮಹತ್ಯೆ ಮಾಡಿಕೊಳ್ಳಲು ಪ್ರಚೋದನೆ ನೀಡಿದವರು ಬಿಜೆಪಿ ನಾಯಕರು. ಮೀಸಲು ಬಗ್ಗೆ ಮಾತನಾಡಲು ಅವರಿಗೆ ಯಾವ ನೈತಿಕತೆ ಇದೆ. ಹಾವನೂರು, ಮಂಡಲ್, ಚಿನ್ನಪ್ಪ ರೆಡ್ಡಿ ಆಯೋಗದ ವರದಿಗಳನ್ನು ತೀವ್ರವಾಗಿ ವಿರೋಧಿಸಿದವರು ಅವರು. ಸಬ್ ಕಾ ಸಾಥ್ ಸಬ್ ಕಾ ವಿಕಾಸ್ ಎನ್ನುವ ಮೋದಿಯವರಿಗೆ ನಾಚಿಕೆ ಆಗುವುದಿಲ್ಲವೇ ? ಇಡೀ ಸಮಾಜದ ಹಾಗೂ ಎಲ್ಲ ಧರ್ಮದವರು, ಜಾತಿ ಜನಾಂಗದವರನ್ನು ಒಳಗೊಂಡಿರುವ ಪಕ್ಷ ಯಾವುದಾದರೂ ಇದ್ದರೆ ಅದು ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷ ಎಂದು ನುಡಿದರು.
ನಾವು ಅಧಿಕಾರಕ್ಕೆ ಬಂದಿರುವುದೇ ಸಂವಿಧಾನ ಬದಲಾಯಿಸಲು ಎಂದು ಅನಂತಕುಮಾರ್ ಹೆಗಡೆ ಅವರು ಹೇಳಿಕೆ ನೀಡಿದಾಗ ಮೋದಿ ಮತ್ತು ಅಮಿತ್ ಶಾ ಮೌನ ವಹಿಸಿದ್ದೇಕೆ. ಹೇಳಿಕೆಗೆ ಅವರು ಕುಮ್ಮಕ್ಕು ಇದ್ದುದೇ ಇದಕ್ಕೆ ಕಾರಣ. ಮೀಸಲಾತಿಗೆ ಬಿಜೆಪಿ ವಿರುದ್ಧವಾಗಿರುವುದೇ ಇಂತಹ ವರ್ತನೆಗೆ ಕಾರಣ ಎಂದು ಟೀಕಿಸಿದರು.
ಎಚ್ಚರದಿಂದ ಇರಬೇಕು :
ಬಿಜೆಪಿಯವರ ಬಗ್ಗೆ ಎಚ್ಚರದಿಂದ ಇರಬೇಕು. ಅವರು ಇತಿಹಾಸ ತಿರುಚಿ ಜನರು ಅದರಲ್ಲಿಯೂ ಯುವಕರನ್ನು ದಾರಿ ತಪ್ಪಿಸುತ್ತಾರೆ. ಕಾಂಗ್ರೆಸ್ ನಲ್ಲಿರುವ ಹಿಂದುಳಿದ ವರ್ಗಗದವರಿಗೆ ಬದ್ಧತೆ ಇರಬೇಕು. ಬದ್ಧತೆ ಇದ್ದಾಗ ಮಾತ್ರ ಸಾಮಾಜಿಕ ನ್ಯಾಯದ ಪರ ಹೋರಾಟ ಮಾಡಲು ಸಾಧ್ಯ. ಇಲ್ಲದಿದ್ದರೆ ಅಧಿಕಾರ ಸಿಗುವ ಕಡೆ ಹೋಗುತ್ತಾರೆ. ಆ ರೀತಿ ಹೋದವರನ್ನು ಬಿಜೆಪಿಗೆ ಹೋಗಿರುವುದೇಕೆ ಎಂದು ಪ್ರಶ್ನಿಸಿದರೆ ಎಲ್ಲಿದ್ದರೂ ನಿಮ್ಮವನೇ ಅಣ್ಣ ಎನ್ನುತ್ತಾರೆ.
ದೇವರಾಜ ಅರಸು ಅವರು ಭೂ ಸುಧಾರಣೆ, ಜೀತ ವಿಮುಕ್ತಿ, ಋಣಮುಕ್ತ ಯೋಜನೆ ಸೇರಿದಂತೆ ಕಾಂಗ್ರೆಸ್ ನ ಎಲ್ಲ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಯಥಾವತ್ತಾಗಿ ಜಾರಿಗೆ ತಂದು ಜನರಿಗೆ ತಲುಪಿಸಿದವರು. ಕನಸಿನಲ್ಲಿಯೂ ವಿಧಾನಸೌಧ ನೋಡದವರನ್ನು, ವಿಧಾನಸೌಧದ ಮೆಟ್ಟಿಲು ಹತ್ತುತ್ತೇವೆ ಎಂದು ನಿರೀಕ್ಷೆ ಮಾಡದವರನ್ನು ಕರೆ ತಂದು ಶಾಸಕ, ಮಂತ್ರಿಗಳನ್ನಾಗಿ ಮಾಡಿದರು. ಹಿಂದುಳಿದವರಿಗೆ ನಿಜವಾದ ಮೀಸಲು ಸೌಲಭ್ಯ ಕೊಟ್ಟವರು ದೇವರಾಜ ಅರಸು ರವರು. ಭಾರಿ ವಿರೋಧ ವ್ಯಕ್ತವಾದರೂ ಎದೆಗುಂದದೆ ನಿರ್ಣಯ ಮಾಡಿದರು ಎಂದು ಶ್ಲಾಘಿಸಿದರು.
ನಾನು ವರುಣಾ ನಾಲೆಗೆ ಆಗ್ರಹಿಸಿ ಚಳವಳಿ ಮಾಡುತ್ತಿದ್ದೆ. ಆಗ ಗುಂಡೂರಾಯರು ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿದ್ದರು. ಉಪವಾಸ ಸತ್ಯಾಗ್ರಹ ಮಾಡುತ್ತಿದ್ದ ಸ್ಥಳಕ್ಕೆ ಅರಸು ಅವರು ಬಂದಿದ್ದರು. ಆಗ ಮೊದಲ ಬಾರಿಗೆ ನಾನು ಅವರನ್ನು ನೋಡಿದ್ದು. ರಾಜ್ಯ ರಾಜಕಾರಣದಲ್ಲಿ ಅರಸು ಅವರು ಧೀಮಂತ ನಾಯಕ. ಅವರು ಮಾಡಿರುವ ಕೆಲಸಗಳೇ ನಮಗೆ ಸ್ಫೂರ್ತಿ. ರಾಜೀವ್ ಗಾಂಧಿ ಹಾಗೂ ಅರಸು ಅವರು ಮಾಡಿರುವ ಜನಪರ ಕಾರ್ಯಗಳನ್ನು ನೆನಪು ಮಾಡಿಕೊಳ್ಳುವುದೇ ಅವರಿಗೆ ಸಲ್ಲಿಸುವ ನಿಜವಾದ ಗೌರವ ಎಂದು ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಹೇಳಿದರು.

Bengaluru: Backward classes commission had not conducted their socio-economic-educational survey only for one caste. Then why is the government not ready to accept the report.
Shri Siddaramaiah, Leader of Opposition participated in the programme organised at Race Course KPCC office to remember the contributions of Former Prime Minister Shri Rajiv Gandhi and Former Chief Minister Shri D Devaraj Urs.
Former CM H D Kumaraswamy has said that Siddaramaiah has got the report written. This is completely non sense. The report is yet to reach the government. I had directed the then Backward classes department minister Puttaranga Shetty of coalition govt to approve the report. I was just leader of coordination committee. The then Chief Minister HDK opposed the approval. I agreed to avoid any further fight between both our parties.
Minister Eswarappa comes out and asks the government to accept the report. Has eshwarappa ever met & urged B S Yediyurappa at least once to accept the report?
The report was prepared with the help of school teachers. It was not prepared by private agencies. The resources of our nation should be distributed equally & social justice should be achieved. Data is necessary to do this. Hence we had ordered for the survey to be conducted.
BJP is party of big cheaters & liars. They will mislead people through their lies. They are the masters of manipulation. They change the history according to their political needs. They are also against the Constitution, social justice and reservation.
BJP leaders speak as though the reservation to Backward classes was their policy decision. It was the then BJP Rajya Sabha member Late Ramajois who went to Court opposing Late Shri Rajiv Gandhi’s reservation policy which extended reservation to Backward classes, women, minorities, SC/STs in local bodies
Has BJP ever spoken in support of reservation? They opposed when Mandal Commission report was to submitted. They instigated school children to commit suicide. They have no right to speak about reservation. They vehemently opposed Havanur, Mandal & Chinnappa Reddy commissions. Is Narendra Modi not ashamed for their acts after claiming Sab Ka Saath, Sab Ka Vikas.? It is only the Congress party that has members for all the castes, communities & religions.
Why were Modi & Shah silent when Anant Kumar Hedge said that BJP came to power only to change the Constitution? It is because even they have supported him to say that. Also because BJP is opposed to reservation.
We should be cautious about BJP. They are misleading people by twisting history for their needs. Congress workers from backward classes should be committed to the cause. Only then we can fight for social justice. If not, people will go to where they get money & position.
D Devaraj Urs implemented Land Reforms, abolition of bonded labour & Runamukta programs to benefit the people of Karnataka. It D Urs who gave reservation to Backward classes in Karnataka inspite of opposition from RSS leaders.
I was protesting for the construction of Varuna Valley. Gundu Rao was CM then. D Urs came to the place where we were protesting. I saw him there for the first time. He is a tall leader in Karnataka politics. His works are an inspiration to me. Remembering the progressive contributions of Shri Rajiv Gandhi and Shri D Devaraj Urs is a befitting tributes to the great souls.
