ಬೆಂಗಳೂರು, ಜೂನ್ 13,2023(www.justkannada.in): ರಾಷ್ಟ್ರೀಯ ಆರೋಗ್ಯ ಅಭಿಯಾನದ ಉದ್ದೇಶ ಸಮರ್ಪಕವಾಗಿ ಜಾರಿಯಾಗದೆ ತಜ್ಞ ವೈದ್ಯರ ಕೊರತೆ ಮತ್ತು ಎಂಆರ್ ಐ ಹಾಗೂ ಡಯಾಲಿಸಿಸ್ ಯಂತ್ರಗಳನ್ನು ತಾಲ್ಲೂಕು ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಸಮರ್ಪಕವಾಗಿ ಅಳವಡಿಸದಿರುವುದಕ್ಕೆ ಅಧಿಕಾರಿಗಳಿಗೆ ಸಿಎಂ ಸಿದ್ಧರಾಮಯ್ಯ ತೀವ್ರವಾಗಿ ತರಾಟೆಗೆ ತೆಗೆದುಕೊಂಡರು.
ಇಂದು ನಡೆದ ಆರೋಗ್ಯ ಇಲಾಖೆಯ ಪ್ರಗತಿ ಪರಿಶೀಲನಾ ಸಭೆಯಲ್ಲಿ ಅಧಿಕಾರಿಗಳಿಗೆ ಕ್ಲಾಸ್ ತೆಗೆದುಕೊಂಡ ಸಿಎಂ ಸಿದ್ಧರಾಮಯ್ಯ, ಹಣ ಇದ್ದರೂ ಸಮರ್ಪಕ ಬಳಕೆ ಯಾಕಿಲ್ಲ? ನಮ್ಮ ಜನ ಸರ್ಕಾರಿ ಆಸ್ಪತ್ರೆಗಳಿಗೆ ಬರಬೇಕೋ ಬೇಡ್ವೋ? ಅಧಿಕಾರಿಗಳಿಗೆ ಖಾರವಾಗಿ ಪ್ರಶ್ನಿಸಿದರು. ಅಭಿಯಾನದ ಕೊರತೆಗಳನ್ನು ಗುರುತಿಸಿ ಮುಂದಿನ ಸಭೆ ವೇಳೆಗೆ ಲೋಪಗಳನ್ನು ಸರಿಪಡಿಸಿರಬೇಕು ಎಂದು ಸ್ಪಷ್ಟ ಸೂಚನೆ ನೀಡಿದರು.
ರಾಷ್ಟ್ರೀಯ ಆರೋಗ್ಯ ಅಭಿಯಾನ, ಸುವರ್ಣ ಆರೋಗ್ಯ ಸುರಕ್ಷಾ ಟ್ರಸ್ಟ್, ಆರೋಗ್ಯ ಸೇವೆಯ ಲಭ್ಯತೆ ಕುರಿತಂತೆ ಪ್ರತ್ಯೇಕವಾಗಿ ಪ್ರಗತಿ ಪರಿಶೀಲನೆ ನಡೆಸಿದರು.
ರಾಷ್ಟ್ರೀಯ ಆರೋಗ್ಯ ಮಿಷನ್ ನ ಅನುದಾನ ಸಕಾಲದಲ್ಲಿ ವೆಚ್ಚವಾಗದಿರುವುದನ್ನು ಗುರುತಿಸಿದರು. ಬಳಿಕ, ರಾಷ್ಟ್ರೀಯ ಆರೋಗ್ಯ ಮಿಷನ್ ನಡಿ ಆರೋಗ್ಯ ವ್ಯವಸ್ಥೆ ಬಲಪಡಿಸಲು ಅಗತ್ಯವಿರುವ ಎಲ್ಲ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳಬೇಕು. ಈ ಯೋಜನೆಯಡಿ ಶೇ. 52 ರಷ್ಟು ತಜ್ಞ ವೈದ್ಯರ ಕೊರತೆ ಇದೆ, ಶೇ. 31 ರಷ್ಟು ಎಂಬಿಬಿಎಸ್‌ ವೈದ್ಯರ ಕೊರತೆ ಹಾಗೂ ಶೆ. 18 ರಷ್ಟು ನರ್ಸ್‌ ಸಿಬ್ಬಂದಿ ಕೊರತೆ ಇರುವುದನ್ನು ಗಮನಿಸಿದ ಸಿಎಂ ಸಿದ್ಧರಾಮಯ್ಯ, ಇವರಿಗೆ ವೇತನ ಹೆಚ್ಚಳ ಮಾಡುವ ಬಗ್ಗೆ ಪರಿಶೀಲಿಸಿ, ಈ ಹುದ್ದೆಗಳ ಭರ್ತಿಗೆ ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಸೂಚಿಸಿದರು.
ನಿರಂತರವಾಗಿ ರಾಷ್ಟ್ರೀಯ ಆರೋಗ್ಯ ಅಭಿಯಾನ ಪ್ರಗತಿ ಪರಿಶೀಲನೆ ಮಾಡಬೇಕು. ನಿಗದಿತ ಗುರಿ ಸಾಧನೆಯನ್ನು ಖಾತರಿ ಪಡಿಸಬೇಕು ಹಾಗೂ ಅನುದಾನ ಸಕಾಲದಲ್ಲಿ ವೆಚ್ಚ ಮಾಡಬೇಕು ಎಂದು ಸಿಎಂ ಸಿದ್ಧರಾಮಯ್ಯ ಇಲಾಖೆಯ ಆಯುಕ್ತರಿಗೆ ಸೂಚಿಸಿದರು.
ಕಳೆದ ಒಂದು ವರ್ಷದಲ್ಲಿ ನಿಗಮಕ್ಕೆ 5 ಎಂ.ಡಿ. ನೇಮಕ ಮಾಡಿರುವುದರಿಂದ ಸಮಸ್ಯೆ ಆಗಿರುವುದನ್ನು ಅಧಿಕಾರಿಗಳಿಂದ ಕೇಳಿ ತಿಳಿದ ಮುಖ್ಯಮಂತ್ರಿಗಳು, ನಮ್ಮ ಸರ್ಕಾರದ ಅವಧಿಯಲ್ಲಿ ಈ ರೀತಿ ಆಗುವುದಿಲ್ಲ ಎಂದು ಭರವಸೆ ನೀಡಿದ್ದಲ್ಲದೆ, ನಿಗಮದ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರು ಕನಿಷ್ಠ 2 ವರ್ಷ ಸೇವೆ ಸಲ್ಲಿಸಬೇಕು ಎಂದು ಸೂಚಿಸಿದರು.
ಎಲ್ಲ ತಾಲ್ಲೂಕು ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಎಂ.ಆರ್.ಐ. ಸ್ಕ್ಯಾನಿಂಗ್ ಹಾಗೂ ಡಯಾಲಿಸಿಸ್ ಯಂತ್ರಗಳನ್ನು ಅಳವಡಿಸಬೇಕು ಹಾಗೂ ಈ ಎಲ್ಲ ಸೇವೆಗಳನ್ನು ಒದಗಿಸಲು ತಂತ್ರಜ್ಞರನ್ನು ನೇಮಕ ಮಾಡಬೇಕು ಎಂದು ಸೂಚಿಸಿದರು.
ಸರ್ಕಾರಿ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಬಡಜನರಿಗೆ ಈ ವಿಶೇಷ ಸೇವೆಗಳನ್ನು ಒದಗಿಸದಿದ್ದರೆ ಅವರಿಗೆ ಉತ್ತಮ ಆರೋಗ್ಯ ಸೇವೆ ಒದಗಿಸಲು ಹೇಗೆ ಸಾಧ್ಯ ಎಂದು ಪ್ರಶ್ನಿಸಿದ ಸಿಎಂ ಸಿದ್ಧರಾಮಯ್ಯ, ಮೂರು ತಿಂಗಳಲ್ಲಿ ವ್ಯವಸ್ಥೆ ಸರಿಪಡಿಸಬೇಕು. ಸರ್ಕಾರಿ ಆಸ್ಪತ್ರೆಗಳಿಗೆ ಜನ ಬರಬೇಕು. ಮೂರು ತಿಂಗಳಲ್ಲಿ ಮತ್ತೊಮ್ಮೆ ಪರಿಶೀಲನೆ ನಡೆಸುತ್ತೇನೆ. ಇದೇ ಪರಿಸ್ಥಿತಿ ಮುಂದುವರೆದರೆ ಅಧಿಕಾರಿಗಳೇ ಜವಾಬ್ದಾರರು ಎಂದು ಎಚ್ಚರಿಸಿದರು.
ಗ್ರಾಮೀಣ ಪ್ರದೇಶದಲ್ಲಿ ವೈದ್ಯರಿಗೆ ಕಟ್ಟಿಸಿರುವ ವಸತಿಗೃಹದಲ್ಲಿ ಯಾವ ವೈದ್ಯರೂ ಉಳಿದುಕೊಳ್ಳುತ್ತಿಲ್ಲ. ಈ ಲೋಪ ಸರಿಪಡಿಸುವಂತೆ ಆಯುಕ್ತರಿಗೆ ಸೂಚಿಸಿದರು.
ಸುವರ್ಣ ಆರೋಗ್ಯ ಸುರಕ್ಷಾ ಟ್ರಸ್ಟ್ ಕಾರ್ಯಕ್ಷಮತೆ ಬಳಿಕ ಸಿಎಂ ಕೊಟ್ಟ ಸೂಚನೆಗಳು ಹೀಗಿವೆ
- ಆಯುಷ್ಮಾನ್‌ ಭಾರತ್- ಆರೋಗ್ಯ ಕರ್ನಾಟಕ ಯೋಜನೆಯು Assurance Mode ನಲ್ಲಿದೆ. ತಮಿಳುನಾಡು ಹಾಗೂ ರಾಜಸ್ಥಾನದಲ್ಲಿ ಜಾರಿಯಲ್ಲಿರುವ ಇನ್ಷೂರೆನ್ಸ್‌ ಮಾದರಿಯನ್ನು ಅಧ್ಯಯನ ಮಾಡಿ ವರದಿ ಕೊಡಬೇಕು ಎಂದರು.
2.ಪ್ರಗತಿ ಪರಿಶೀಲನೆ ಮಾಡಿ, ಕಟ್ಟುನಿಟ್ಟಿನ ಸೂಚನೆ ನೀಡಬೇಕು ಎಂದು ಇಲಾಖೆಯ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಹಾಗೂ ಆಯುಕ್ತರಿಗೆ ಸೂಚಿಸಿದರು.
- ಮನುಷ್ಯರಿಗೆ ಸಹಾಯ ಮಾಡಬೇಕು ಆಗ ನಾವೂ ಮನುಷ್ಯರಾಗ್ತೀವಿ. ರೋಗಿಗಳಿಗೆ ಕಾಯಿಲೆ ವಾಸಿ ಮಾಡಲು ನಮ್ಮ ಪ್ರಯತ್ನ ಮಾಡಬೇಕು. ಪಾವತಿಯ ಅವಧಿ 14 ದಿನಕ್ಕೆ ಇಳಿಕೆ ಮಾಡಲಾಗಿದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಖಾಸಗಿ ಆಸ್ಪತ್ರೆ ಗಳ ಎಂಪ್ಯಾನೆಲ್‌ ಮೆಂಟ್‌ ಸುಧಾರಿಸುವ ನಿರೀಕ್ಷೆ ಇದೆ ಎಂದರು.
4.ಲ್ಯಾಬ್‌ ಟೆಕ್ನಿಷಿಯನ್‌ ಮತ್ತಿತರ ಅತಿ ಅಗತ್ಯವಿರುವ ಅರೆ ವೈದ್ಯಕೀಯ ಸಿಬ್ಬಂದಿ ನೇಮಕಕ್ಕೆ ಆದ್ಯತೆ ನೀಡುವಂತೆ ಹಣಕಾಸು ಇಲಾಖೆಗೆ ಸೂಚಿಸಿದರು.
5.ಔಷಧ ಖರೀದಿ ಪ್ರಕ್ರಿಯೆ ನಿರಂತರವಾಗಿ ನಡೆಯಲು ಅನುವಾಗುವಂತೆ ಎರಡು ವರ್ಷಕ್ಕೊಮ್ಮೆ ಟೆಂಡರ್‌ ಕರೆಯಲು ಇಲಾಖೆಯು ಹಣಕಾಸು ಇಲಾಖೆಗೆ ಪ್ರಸ್ತಾವನೆ ಸಲ್ಲಿಸುವಂತೆ ಸೂಚಿಸಿದರು.

CM Siddaramaiah takes serious note
Bengaluru, June 13: The Chief Minister took serious note for the lack of specialized doctors and inadequate installation of MRI and dialysis machines in taluk/ district hospitals and inefficient execution of the objective of the National Health Campaign.
He was speaking at the review meeting of the health department chaired by him today . He identified the shortcomings of the campaign and gave clear instruction that they should be rectified by the next meeting.
A separate review was conducted on Rashtriya Arogya Abhiyan, Suvarna Arogya Suraksha Trust and the availability of health services.
He noticed that the grant of National Health Mission was not spent on time. All necessary steps should be taken to strengthen the health system through the National Health Mission. Under this scheme, there is a shortage of 52 % specialist doctors, 31% shortage of MBBS doctors and 18 % shortage of nursing staff. He also instructed the officers to look into increasing their salaries and filling up of posts.
The progress of the National Health Campaign should be regularly monitored. The Chief Minister directed the commissioner of the department to ensure the achievement of the set targets and to spend the funds on time.
After hearing from the officials that there was a problem due to appointment of five MDs for the corporation in the last one year, the Chief Minister assured that this will not happen during our government and also suggested that the Managing Director of the Corporation should serve for at least 2 years.
MRI,scanning and dialysis machines should be installed in all taluk hospitals. He suggested that and technicians should be appointed to provide all these services.
The chief minister questioned how it is possible to provide good health care to poor people if these special services are not provided in government hospitals, and the system should be fixed in three months. People should come to government hospitals.
I will review the progress again in three months. He warned that if this situation continues, the authorities will be held responsible.
No doctor is staying in the hostels built for doctors in rural areas. He instructed the Commissioner to correct this omission.
Instructions given by the CM after reviewing the performance of Suvarna Arogya Suraksha Trust
1. Ayushman Bharat- Arogya Karnataka Scheme is in Assurance Mode. He said that the insurance model which is in force in Tamil Nadu and Rajasthan should be studied and report should be submitted.
2. Instructed the principal secretary and commissioner of the department to review the progress and issue strict instructions.
3. We should try our best to help patients cure. Payment period of SAST is reduced to 14 days. In this background, the empanelment of private hospitals is expected to improve, he said.
4. Instructed the Finance Department to prioritize the recruitment of Lab Technicians and other highly required para medical staff.
5. He asked the department to submit a proposal to the finance department to call for tenders every two years so that the procurement process of medicine can be done continuously.
Health and Family Welfare Minister Dinesh Gundurao, Chief Secretary Vandita Sharma, Deputy Chief Secretary to the Chief Minister Dr. Rajneesh Goyal, Health Department Principal Secretary T.K.
