ಮೈಸೂರು,ಮಾರ್ಚ್,17,2022(www.justkannada.in): ಅರಣ್ಯ ಇಲಾಖೆಯ ಅವೈಜ್ಞಾನಿಕ ನಿಯಮಗಳಿಂದ ಬುಡಕಟ್ಟು ಜನಾಂಗದ ಬದುಕು ಹಾದಿ ತಪ್ಪುತ್ತಿದೆ ಎಂದು ಮೈಸೂರು ವಿಶ್ವವಿದ್ಯಾಲಯದ ಕುಲಪತಿ ಪ್ರೊ.ಜಿ.ಹೇಮಂತ್ ಕುಮಾರ್ ತಿಳಿಸಿದ್ದಾರೆ.
ಮಾನಸ ಗಂಗೋತ್ರಿ ಲಲಿತಕಲಾ ರಂಗಮಂದಿರದಲ್ಲಿ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಬುಡಕಟ್ಟು ಸಂಶೋಧನಾ ಸಂಸ್ಥೆ ಮತ್ತು ಕಾನೂನು ಅಧ್ಯಯನ ವಿಭಾಗದ ವತಿಯಿಂದ ಕರ್ನಾಟಕದಲ್ಲಿ ಸ್ಥಳಾಂತರಗೊಂಡಿರುವ ಪರಿಶಿಷ್ಟ ಪಂಗಡದ ವಿವಿಧ ಬುಡಕಟ್ಟು ಸಮುದಾಯಗಳು ಮಾನವಹಕ್ಕುಗಳ ದೃಷ್ಟಿಕೋನಗಳು ಎಂಬ ವಿಷಯದ ಕುರಿತು ನಡೆದ ಎರಡು ದಿನದ ಕಾರ್ಯಾಗಾರ ಉದ್ಘಾಟಿಸಿ ಮಾತನಾಡಿದರು.
ಈ ರೀತಿಯ ನಿಯಮಗಳಿಂದಾಗಿ ಬುಡಕಟ್ಟು ಸಮುದಾಯಗಳ ಬಲವಂತದ ಸ್ಥಳಾಂತರ ನಡೆಯುತ್ತಿದೆ. ಇದರಿಂದಾಗಿ ಅವರು ಸಾಂಪ್ರದಾಯಿಕ ಆವಾಸ ಸ್ಥಾನಗಳಿಂದ ದೂರವಾಗಿ ಪರಿಚಯವಿಲ್ಲದ ಮತ್ತು ಪ್ರತಿಕೂಲ ಪರಿಸರದಲ್ಲಿ ಬದುಕಬೇಕಾಗಿದೆ. ಆರ್ಥಿಕ ನೆರವು ಮತ್ತು ಹುಸಿ ಭರವಸೆಗಳಿಂದಾಗಿ ಬುಡಕಟ್ಟು ಜನಾಂಗದವರು ತಮ್ಮ ಸ್ವಂತ ಭೂಮಿ ಮಾರಾಟ ಮಾಡಿ ದಿನಗೂಲಿ ಕಾರ್ಮಿಕರಾಗಿ ಕೆಲಸ ಮಾಡುವಂತಾಗಿದೆ. ಇದರಿಂದಾಗಿ ಈ ಸಮುದಾಯ ಬಡತನ, ದೀರ್ಘಕಾಲದ ಅಪೌಷ್ಟಿಕತೆ, ಹಸಿವು ಮತ್ತು ಅನಾರೋಗ್ಯ, ಗಂಭೀರ ಮಾನಸಿಕ ಆಘಾತ ಸೇರಿದಂತೆ ಇನ್ನಿತರ ಸಮಸ್ಯೆಗಳನ್ನು ಎದುರಿಸುವಂತಾಗಿದೆ ಎಂದು ಬೇಸರ ವ್ಯಕ್ತಪಡಿಸಿದರು.
ಅರಣ್ಯಗಳಿಗೆ ಪ್ರವೇಶ ನಿಷೇಧಿಸಿರುವುದರಿಂದ ಬುಡಕಟ್ಟು ಸಮುದಾಯಗಳು ತಮ್ಮ ಆಹಾರ ಭದ್ರತೆ ಮತ್ತು ವೈವಿಧ್ಯತೆ, ಜೀವನೋಪಾಯದ ಭದ್ರತೆಯಿಂದ ವಂಚಿತರಾಗಿದ್ದಾರೆ. ಇದಲ್ಲದೇ ತಮ್ಮ ಪೂರ್ವಜರಿಂದ ಅಳವಡಿಸಿಕೊಂಡ ಸ್ಥಳೀಯ ಜ್ಞಾನವನ್ನೂ ಕಳೆದುಕೊಳ್ಳುತ್ತಿದ್ದಾರೆ. ಮಾತ್ರವಲ್ಲದೇ ಹೊಸ ಸಾಮಾಜಿಕ-ಸಾಂಸ್ಕೃತಿಕ ಮತ್ತು ಆರ್ಥಿಕ ಪರಿಸರಕ್ಕೆ ಹೊಂದಿಕೊಳ್ಳುವ ಮೂಲಕ ಕೆಳವರ್ಗದ ಸಮುದಾಯಗಳಾಗಿ ಬದುಕುವಂತಾಗಿದೆ ಎಂದು ವಿಷಾದಿಸಿದರು.
ಸರಕಾರ ನಗರಾಭಿವೃದ್ಧಿಗಾಗಿ ಭೂಮಿ ಸ್ವಾಧೀನ, ಜಲವಿದ್ಯುತ್, ಉಷ್ಣ ಮತ್ತು ಕೈಗಾರಿಕಾ ಯೋಜನೆಗಳ ಕುರಿತ ತಪ್ಪು ನಿರ್ಧಾರಗಳಿಂದಾಗಿ ಬುಡಕಟ್ಟು ಜನಾಂಗದ ಜೀವನ ಹಾಗೂ ಪರಿಸರ ಅವನತಿ ಮತ್ತು ಮಾಲಿನ್ಯಕ್ಕೆ ಕಾರಣವಾಗಿವೆ. ಬಲವಂತದ ಸ್ಥಳಾಂತರವು ಸಾಮಾನ್ಯವಾಗಿ ಜನರನ್ನು ಪರಿಚಿತ ಸಾಮಾಜಿಕ ಪರಿಸರದಿಂದ ದೂರವಾಗಿಸುತ್ತದೆ. ಈ ವಿಚಾರದಲ್ಲಿ ಸರಕಾರ ಸೂಕ್ತ ನಿಯಮಗಳನ್ನು ರೂಪಿಸಬೇಕಿದೆ ಎಂದರು.
ಬುಡಕಟ್ಟು ಸಮುದಾಯ ಮುಖಂಡ ಕೃಷ್ಣಯ್ಯ, ಕರ್ನಾಟಕ ವಿವಿ ಮಾನವಶಾಸ್ತ್ರ ವಿಭಾಗದ ಪ್ರಾಧ್ಯಾಪಕ ಪ್ರೊ.ಟಿ.ಟಿ.ಬಸವನಗೌಡ, ಕಲಾನಿಕಾಯ ಡೀನ್ ಪ್ರೊ.ಮುಜಾರ್ ಅಸ್ಸಾದಿ, ಕಾನೂನು ವಿಭಾಗದ ಮುಖ್ಯಸ್ಥ ಪ್ರೊ.ರಮೇಶ್, ಕೆಎಸ್ ಟಿಆರ್‌ಐ ನಿರ್ದೇಶಕ ರಾಜೇಶ್ ಗೌಡ ಸೇರಿದಂತೆ ಇತರರು ಇದ್ದರು.

Lives of tirbals are misleading due to unscientific rules: UoM VC
Mysuru, March 18, 2022 (www.justkannada.in): “Due to the unscientific rules of the Forest Department, the lives of tribal people has misled,” opined Prof. G. Hemanth Kumar, Vice-Chancellor, University of Mysore.
He inaugurated a two-day workshop on the topic, “Human Rights Approaches of various Displaced Tribal Communities in Karnataka,” organized by the Karnataka State Tribal Research Institute and the Law Research Division, held at the Lalithakala Rangamandira in the Manasa Gangotri campus.
In his address, he observed, “due to the unscientific regulations, tribal community people are forcefully getting displaced. As a result of this, it has become inevitable for them to live away from their habitats in unknown and adverse conditions. Due to the false financial and other assurances, today many of them are forced to sell their land and work as daily wage workers. It has led to poverty, making their children suffer from malnutrition, suffer from starvation, physical and mental hazards, and many other problems.”
“Due to the incorrect decisions taken by the government by acquiring forest land in the name of urban development, hydroelectricity production, the establishment of thermal and other industrial projects, the lives of tribal communities have been destroyed. Forced displacement usually makes people away from the social environment. The government should come up with meaningful programs in this regard,” he added.
Tribal community leader Krishnaiah, Karnataka University Humanity Department Prof. T.T. Basavanagouda, Kalanikaaya Dean Prof. Muzaffar Assadi, Law Department HoD Prof. Ramesh, KSTRI Director Rajesh Gowda, and others were present.
