ಬೆಂಗಳೂರು,ಮಾರ್ಚ್,17,2021(www.justkannada.in): ಕಂದಾಯ, ಸಾರಿಗೆ, ಅರಣ್ಯ ಮತ್ತು ಪರಿಸರ ಇಲಾಖೆ ಒಳಗೊಂಡ ಏಕಗವಾಕ್ಷಿ ಪದ್ಧತಿಯನ್ನು ಜಾರಿಗೆ ತಂದು ಉದ್ಯಮಿಗಳ ಮನೆ ಬಾಗಿಲಿಗೆ 90 ದಿನಗಳಲ್ಲಿ ಎನ್‍ಒಸಿ (ನಿರಪೇಕ್ಷಣ ಪತ್ರ) ತಲುಪಿಸುವ ವ್ಯವಸ್ಥೆಯನ್ನು ಜಾರಿ ಮಾಡಲಾಗುವುದು ಎಂದು ಗಣಿ ಮತ್ತು ಭೂ ವಿಜ್ಞಾನ ಸಚಿವ ಮುರುಗೇಶ್ ಆರ್.ನಿರಾಣಿ ಅವರು ಘೋಷಣೆ ಮಾಡಿದ್ದಾರೆ.
ನಗರದ ಅರಮನೆ ಮೈದಾನದಲ್ಲಿ ಫೆಡರೇಶನ್ ಆಫ್ ಕರ್ನಾಟಕ ಕ್ವಾರಿ ಮತ್ತು ಸ್ಟೋನ್ ಕ್ರಷರ್ಸ್ ಅಸೋಸಿಯೇಷನ್ ಆಶ್ರಯದಲ್ಲಿ ಕಲ್ಲು ಗಣಿ ಮತ್ತು ಸ್ಟೋನ್ ಕ್ರಷರ್ಸ್ ಉದ್ಯಮಿಗಳಿಗೆ ಹಮ್ಮಿಕೊಂಡಿದ್ದ ಸುರಕ್ಷತಾ ಅಭಿಯಾನ ಉದ್ಘಾಟಿಸಿ ಸಚಿವ ಮುರುಗೇಶ್ ನಿರಾಣಿ ಮಾತನಾಡಿದರು.
ಕಲ್ಲುಕ್ವಾರಿ ಮತ್ತು ಗಣಿಗಾರಿಕೆ ನಡೆಸುವ ಉದ್ಯಮಿಗಳಿಗೆ ಅನುಕೂಲವಾಗುವಂತೆ ನಾಲ್ಕು ಇಲಾಖೆಗಳನ್ನು ಒಳಗೊಂಡ ಏಕಗವಾಕ್ಷಿ ಪದ್ಧತಿಯನ್ನು ಜಾರಿ ಮಾಡಿ ಅರ್ಜಿ ಸಲ್ಲಿಸಿದ 90 ದಿನದೊಳಗೆ ಉದ್ಯಮಿದಾರರ ಮನೆ ಬಾಗಿಲಿಗೆ ಇಲಾಖೆ ವತಿಯಿಂದಲೇ ಎನ್‍ಒಸಿ ಪತ್ರಗಳನ್ನು ತಲುಪಿಸುವ ವ್ಯವಸ್ಥೆ ಜಾರಿ ಮಾಡಲಿದ್ದೇವೆ ಎಂದು ಪ್ರಕಟಿಸಿದರು.
ಉದ್ಯಮಿದಾರರಿಗೆ ಇಲಾಖೆಯಿಂದ ಇಲಾಖೆಗೆ ಅಲೆಯುವುದನ್ನು ತಪ್ಪಿಸಲು ಕರಾವಳಿ ಭಾಗದಲ್ಲಿ ಪ್ರತ್ಯೇಕವಾಗಿ ಮಂಗಳೂರಿನಲ್ಲಿ ಹಾಗೂ ರಾಜ್ಯದ ನಾಲ್ಕು ಕಂದಾಯ ಭಾಗಗಳಲ್ಲಿ ಗಣಿ ಅದಾಲ್ ನಡೆಸಲಾಗುವುದು. ಇದರಿಂದ ಸ್ಥಳದಲ್ಲಿ ಉದ್ಯಮಿದಾರರ ಸಮಸ್ಯೆಗಳನ್ನು ಇತ್ಯರ್ಥ ಪಡಿಸಲು ಅನುಕೂಲವಾಗುತ್ತದೆ ಎಂದು ಅಭಿಪ್ರಾಯಪಟ್ಟರು.
ಗಣಿ ಮತ್ತು ಭೂ ವಿಜ್ಞಾನ ಇಲಾಖೆ ಜನಸ್ನೇಹಿ ಹಾಗೂ ಜನಪರವಾಗಿ ಇರಬೇಕೆಂಬ ಗುರಿ ಇಟ್ಟುಕೊಂಡಿದೆ. 24/7 ಕೆಲಸ ಮಾಡಬೇಕು. ಉದ್ಯಮಿದಾರರಿಗೆ ಯಾವುದೇ ರೀತಿಯ ಕಾನೂನಿನ ತೊಡಕು ಉಂಟಾಗದಂತೆ ಸರಳೀಕರಣವಾಗಿ ಉದ್ದಿಮೆ ನಡೆಸಲು ವೇದಿಕೆ ಕಲ್ಪಿಸಿಕೊಡುವುದು ನಮ್ಮ ಮುಖ್ಯ ಗುರಿ ಎಂದರು.
ಏಕಕಂತು ತಿರುವಳಿ ಯೋಜನೆ
ಉದ್ದಿಮೆದಾರರಿಗೆ ಪ್ರಸ್ತುತ ಐದು ಪಟ್ಟು ದಂಡ ವಿಧಿಸುವ ನಿಯಮ ಇಲಾಖೆಯಲ್ಲಿದೆ. ಸುಮಾರು 6700 ಕೋಟಿ ರಾಜಸ್ವ ಸರ್ಕಾರಕ್ಕೆ ಬರಬೇಕಾಗಿದೆ. ಇನ್ನು ಮುಂದೆ ಏಕಕಂತು ತಿರುವಳಿ ಯೋಜನೆ (ಒನ್ ಟೈಮ್ ಸಟ್ಲುಮೆಂಟ್ ಸ್ಕೀಮ್) ಪ್ರಾರಂಭಿಸಲಾಗುವುದು. ಬಹುದಿನಗಳ ಬೇಡಿಕೆಯಂತೆ ಜಿಲ್ಲಾ ಗಣಿ ನಿಧಿ (ಡಿಎಂಎಫ್) ಪ್ರಸ್ತುತ ಶೇ.30ರಷ್ಟಿದೆ. ಇದನ್ನು ಶೇ.10ಕ್ಕೆ ಇಳಿಕೆ ಮಾಡಬೇಕೆಂಬ ಬೇಡಿಕೆಯನ್ನು ಸರ್ಕಾರದ ಮುಂದಿಡುವುದಾಗಿ ತಿಳಿಸಿದರು.
ಉದ್ದಿಮೆದಾರರು ರಾಜಸ್ವ ಹಾಗೂ ಜಿಎಸ್‍ಟಿ ಕಟ್ಟುತ್ತಾರೆ. ಇದರಿಂದಲೇ ಕೋಟ್ಯಂತರ ರೂ. ತೆರಿಗೆ ಸರ್ಕಾರಕ್ಕೆ ಪಾವತಿಯಾಗುತ್ತದೆ. ನಿಮಗೆ ಅನುಕೂಲ ಕಲ್ಪಿಸಿಕೊಟ್ಟರೆ ಉದ್ದಿಮೆ ಸುಲಭವಾಗಿ ನಡೆಯಲಿದೆ ಎಂದು ಹೇಳಿದರು.
ಜನಸ್ನೇಹಿ ನೀತಿ
ಶೀಘ್ರದಲ್ಲೇ ಗಣಿ ಮತ್ತು ಭೂ ವಿಜ್ಞಾನ ಇಲಾಖೆವತಿಯಿಂದ ಜನಪರವಾದ ಹಾಗೂ ಜನ ಸ್ನೇಹಿ ಗಣಿ ನೀತಿಯನ್ನು ಜಾರಿ ಮಾಡಲಿದ್ದೇವೆ. ಇದರಲ್ಲಿ ನಿಮ್ಮ ಪ್ರತಿನಿಧಿಗಳನ್ನು ಸೇರ್ಪಡೆ ಮಾಡಿಕೊಳ್ಳುವುದಾಗಿ ತಿಳಿಸಿದರು.
ದೇಶಕ್ಕೆ ಮಾದರಿಯಾದ ಗಣಿ ನೀತಿಯನ್ನು ಜಾರಿ ಮಾಡುವ ಯೋಜನೆ ಹಾಕಿಕೊಂಡಿದ್ದೇವೆ. ಕರ್ನಾಟಕದ ನೀತಿಯನ್ನು ಬೇರೆ ರಾಜ್ಯಗಳು ಮಾದರಿಯಾಗಿಟ್ಟುಕೊಳ್ಳಬೇಕು. ಭವಿಷ್ಯವನ್ನು ಗಮನದಲ್ಲಿಟ್ಟುಕೊಂಡು ಜಾರಿಗೆ ತರುವುದಾಗಿ ಆಶ್ವಾಸನೆ ನೀಡಿದರು.
ನಾನೂ ಕೂಡ ಮೂಲತಃ ಉದ್ಯಮಿಯಾಗಿದ್ದು, ಉದ್ಯಮಿದಾರರ ಸಮಸ್ಯೆಗಳು ಏನೆಂಬುದರ ಬಗ್ಗೆ ಅರಿವಿದೆ. ನೀವು ಮುಂದಿಟ್ಟಿರುವ ಬೇಡಿಕೆಗಳನ್ನು ಮುಖ್ಯಮಂತ್ರಿ ಬಿ.ಎಸ್.ಯಡಿಯೂರಪ್ಪ ಅವರೊಂದಿಗೆ ಚರ್ಚಿಸಿ ಗೌರವಯುತವಾಗಿ ಪರಿಹರಿಸುವ ಪ್ರಾಮಾಣಿಕ ಪ್ರಯತ್ನ ಮಾಡುವುದಾಗಿ ವಾಗ್ದಾನ ಮಾಡಿದರು.
ನಾನು 20-25ವರ್ಷಗಳ ಹಿಂದೆ ಸಣ್ಣ ಉದ್ಯಮಿಯಾಗಿದ್ದೆ. ಅಂದು ನನ್ನ ಬಳಿ ಹೆಚ್ಚಿನ ಹಣಕಾಸು ಇರಲಿಲ್ಲ. ಇಂದು ಏಷ್ಯಾದಲ್ಲೇ ಅತಿ ದೊಡ್ಡ ಸಕ್ಕರೆ ಕಾರ್ಖಾನೆಯನ್ನು ನಾನು ನಡೆಸುತ್ತಿದ್ದೇನೆ. ಇದಕ್ಕೆ ನನ್ನ ಪರಿಶ್ರಮ ಹಾಗೂ ಸಾಧಿಸಬೇಕೆಂಬ ಗುರಿ ಇದ್ದುದ್ದರಿಂದಲೇ ಸಾಧ್ಯವಾಯಿತು ಎಂದು ಅಭಿಪ್ರಾಯಪಟ್ಟರು.
ಸಕ್ಕರೆ ಕಾರ್ಖಾನೆ ಜತೆಗೆ 300 ಮೆಗಾವ್ಯಾಟ್ ವಿದ್ಯುತ್ ಉತ್ಪಾದನೆ ಮಾಡುತ್ತಿದ್ದೇವೆ. ಅಲ್ಲದೆ ಸಹಕಾರ ಕ್ಷೇತ್ರದಲ್ಲೂ ಬ್ಯಾಂಕಿಂಗ್ ಸೇವೆ ಒದಗಿಸುತ್ತಿದ್ದೇವೆ. ಎಥಿನಾಲ್, ಸಿಮೆಂಟ್‍ಉತ್ಪಾದನೆ ಸೇರಿದಂತೆ ವಾರ್ಷಿಕ 5ಸಾವಿರ ಕೋಟಿ ವಹಿವಾಟು ನಡೆಸುತ್ತಿದ್ದೇವೆ ಎಂದು ನಿರಾಣಿ ಹೇಳಿದರು.
ಇತ್ತೀಚೆಗೆ ಕೇಂದ್ರ ಗೃಹ ಸಚಿವರಾದ ಅಮಿತ್ ಶಾ ಅವರು ನಮ್ಮ ಕಾರ್ಖಾನೆ ಉದ್ಘಾಟನಾ ಸಮಾರಂಭಕ್ಕೆ ಬಂದಿದ್ದರು. ನಮ್ಮ ಫೌಂಡೇಶನ್ ಬೆಳದು ಬಂದ ಹಾದಿಯನ್ನು ಮುಕ್ತಕಂಠದಿಂದ ಶ್ಲಾಘಿಸಿದರು ಎಂದರು.
ಕಟ್ಟುನಿಟ್ಡಿನ ಬಿಗಿ ಕ್ರಮ
ಇಲಾಖೆಯಲ್ಲಿ ಯಾವುದೇ ರೀತಿಯ ಅವಘಡಗಳು ಸಂಭವಿಸದಂತೆ ಸಾಕಷ್ಟು ಮುನ್ನೆಚ್ಚರಿಕೆ ಕ್ರಮಗಳನ್ನು ತೆಗೆದುಕೊಂಡಿದ್ದೇವೆ. ಶಿವಮೊಗ್ಗದ ಹುಣಸೋಡು, ಚಿಕ್ಕಬಳ್ಳಾಪುರ ಜಿಲ್ಲೆ ಗುಡಿಬಂಡೆ ಬಳಿ ನಡೆದ ಘಟನೆಯ ನಂತರ ಬಿಗಿಯಾದ ಕ್ರಮಗಳನ್ನು ತೆಗೆದುಕೊಂಡಿದ್ದೇವೆ ಎಂದು ವಿವರಿಸಿದರು.
ಈ ಎರಡು ಘಟನೆ ನಡೆದ ನಂತರ ವಿರೋಧ ಪಕ್ಷದವರು ನನಗೆ ಮಾಲೀಕರನ್ನು ಬಂಧಿಸುವಂತೆ ಒತ್ತಡ ಹಾಕಿದರು. ಇದು ಮಾಲೀಕರಿಂದ ಪ್ರಮಾದವಾಗಿಲ್ಲ ಎಂದು ನಾನು ಮನವರಿಕೆ ಮಾಡಿಕೊಟ್ಟೆ. ಸ್ಪೋಟಕಗಳನ್ನು ಒಂದು ಸ್ಥಳದಿಂದ ಮತ್ತೊಂದು ಸ್ಥಳಕ್ಕೆ ಸಾಗಿಸುವಾಗ ಉಂಟಾದ ಅತಾಚುರ್ಯದಿಂದ ಇದು ಸಂಭವಿಸಿತು. ಮುಂದೆ ಈ ರೀತಿ ಉಂಟಾಗದಂತೆ ಮುಂಜಾಗ್ರತಾ ಕ್ರಮಗಳನ್ನು ತೆಗೆದುಕೊಂಡಿರುವುದಾಗಿ ಹೇಳಿದರು.
ಮಾಲೀಕರು ಬಂಡವಾಳ ಹೂಡಿ ಉದ್ದಿಮೆ ಆರಂಭಿಸುತ್ತಾರೆ. ಅವರ ಮೇಲೆ ಕ್ರಮ ಜರುಗಿಸಿದರೆ ಪರಿಣಾಮ ಕ್ರಷರ್‍ಗಳು ನಿಂತು ಹೋಗುತ್ತವೆ. ಬ್ಯಾಂಕ್‍ನಲ್ಲಿ ಪಡೆದ ಸಾಲದ ಮೇಲಿನ ಬಡ್ಡಿ ಹೆಚ್ಚಾಗುತ್ತದೆ. ಕಾರ್ಮಿಕರಿಗೆ ಕೆಲಸ ಇಲ್ಲದಂತಾಗುತ್ತದೆ. ಇದರಿಂದ ನಿರುದ್ಯೋಗ ಪ್ರಮಾಣ ಹೆಚ್ಚಾಗುತ್ತದೆ ಎಂದು ತಿಳಿಸಿದರು.

Bengaluru, March 17: Mines and Geology Minister Murugesh R Nirani assured the investors
of providing NoCs(No Objection Certificate) at their door steps instead of they running pillar to post. “ I am your representative and I will take your grievances to the Chief Minister and get them redressed. We are planning to issue No-Objection Certificates (NOC) in 90 days and take the service to your doorsteps.”
Addressing the safety workshop organised by the stone quarry owners association here at Bengaluru Palace Grounds on Wednesday, Nirani said a single-window agency is being set up to expedite the process of clearing applications for various mining proposals.
The move is expected to get rid of red-tapism and boost the ease of doing business in the sector. The speedy approval through a single-widow agency will help investors start the projects and generate employment. At present, the investors in the minor minerals sector like – sand, stone and granite have to run from pillar to post to get NOCs from various departments such as Revenue, Forest and Pollution Control Board to start their ventures. Now the proposed single-window agency will integrate these departments for better coordination and ensure approval of projects in a smooth and time-bound manner” Nirani stated.
ONE-TIME SETTLEMENT SCHEME
Nirani added that government was considering introduce “One Time Settlement” scheme to garner the revenue from penalties imposed on the mine owners for mining beyond limits.
“The penalties has come upto over Rs 6,700 crore and government doubts that this amount would be garnered. Instead, OTS scheme would bring half of the amount of Rs 6,700 crore. The quarry owners will also be made members of settlement committees.”
The minister said the owners paying huge amount in the form of royalty and GST paid by and these amounts being spent for developmental works.
He said government has temporarily closed many mines which resulted in the loss of royalty and mining firms are forced to cease operations which in turn resulted in revenue loss and unemployment.
ASSURING INVESTORS
Stressing on the importance of investments and sustainable growth, Nirani said government did not take any coercive or punitive action against quarry owners despite pressure from the Opposition following recent blasts in mining areas. “We did not take any knee-jerk action against the quarry owners after the blasts despite demand from the Opposition to arrest them. I know the stress and problems faced by the quarry owners and they cannot be blamed for the recent tragic incidents. It is imperative to inject confidence among investors and other stakeholders for economic development and progress. Any ill-advised coercive action will spoil investor confidence which will affect the flow of investments and thereby affect development of the state” Nirani maintained.
Sharing his own experience as a businessman, Nirani recounted the hardships he faced as a budding entrepreneur. “I faced a lot of difficulties in establishing my business. Starting from scratch, today I own one of the largest sugar factories in the country. And we are the largest producer of ethanol in Asia. Union Home minister Amit Shah recently visited Mudhol in Bagalkot to inaugurate the setup. Today our business entity has more than Rs 5,000 crore annual turnover” Nirani expressed.

The Mines and Geology department will introduce a new mining policy. The liberalised policy will create investor-friendly atmosphere and make Karnataka an easier place to do business.
FREE SAND FOR HOUSES TO BE CONSTRUCTED AT RS 10 LAKH AND BELOW
Murugesh Nirani said the state government is planning to supply free sand to those constructing house at a cost of less than Rs 10 lakh at Gram Panchayat limits. This proposal is expected to help lakhs of people constructing houses under Ashraya and other schemes. The free supply of sand to the poor in Gram Panchayat limits is expected to spur construction activities and revive rural economy.
