ಬೆಂಗಳೂರು ಸೆಪ್ಟಂಬರ್,12,2023(www.justkannada.in): ಜಿಲ್ಲೆ ಮತ್ತು ತಾಲ್ಲೂಕು ಕೇಂದ್ರಗಳಲ್ಲಿ ಅಧಿಕಾರಿಗಳು ಮನೆಯಿಂದ ಕೆಲಸ ಮಾಡಬಾರದು. ಕಚೇರಿಯಲ್ಲೇ ಕುಳಿತು ಕೆಲಸ ಮಾಡಬೇಕು ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅಧಿಕಾರಿಗಳಿಗೆ ಸ್ಪಷ್ಟ ಸೂಚನೆ ನೀಡಿದರು.
ವಿಧಾನಸೌಧದ ಸಮ್ಮೇಳನ ಸಭಾಂಗಣದಲ್ಲಿ ಇಂದು ನಡೆದ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು ಹಾಗೂ ಜಿಲ್ಲಾ ಪಂಚಾಯತ್‌ ಮುಖ್ಯ ಕಾರ್ಯನಿರ್ವಹಣಾಧಿಕಾರಿಗಳ ಸಭೆಯಲ್ಲಿ ಪ್ರಾಸ್ತಾವಿಕವಾಗಿ ಮಾತನಾಡಿದರು.
ಅಧಿಕಾರಿಗಳು ಕೇಂದ್ರಸ್ಥಾನದಲ್ಲಿಯೇ ವಾಸವಿದ್ದು, ಜನರ ಸೇವೆಗೆ ಲಭ್ಯರಿರಬೇಕು. ಅಧಿಕಾರಿಗಳು ಕಚೇರಿಯಲ್ಲಿರಬೇಕು, ಇಲ್ಲ ಪ್ರವಾಸದಲ್ಲಿರಬೇಕು. ಮನೆಯಲ್ಲಿ ಕುಳಿತು ಕೆಲಸ ಮಾಡಬಾರದು. Work from home ಗೆ ಅವಕಾಶವಿಲ್ಲ. ಇದರಿಂದ ಜನರಿಗೆ ತೊಂದರೆಯಾಗುವುದನ್ನು ಸರ್ಕಾರ ಸಹಿಸುವುದಿಲ್ಲ.
ಹಾಗೆಯೇ ಅಧಿಕಾರಿಗಳು ದೂರವಾಣಿ ಕರೆಗೆ ಸಿಗುವುದಿಲ್ಲ ಎಂಬ ದೂರುಗಳೂ ಸಾರ್ವಜನಿಕರು, ಶಾಸಕರು ಮತ್ತು ಮಂತ್ರಿಗಳಿಂದ ಇವೆ. ಇದು ಒಳ್ಳೆಯದಲ್ಲ. ಮುಖ್ಯಮಂತ್ರಿ ಕಚೇರಿಯಿಂದ ಇರಲಿ, ಸಚಿವರಿರಲಿ, ಶಾಸಕರಿರಲಿ, ಜನಸಾಮಾನ್ಯರಿರಲಿ, ಅವರ ಕರೆಗಳಿಗೆ ಸ್ಪಂದಿಸಬೇಕು. ಯಾವುದೇ ಪಕ್ಷದ ಶಾಸಕರುಗಳಿರಲಿ ಪ್ರೋಟೋಕಾಲ್ ಚಾಚೂ ತಪ್ಪದೆ ಪಾಲಿಸಬೇಕು ಎನ್ನುವ ಸೂಚನೆ ನೀಡಿದರು.
ಅಧಿಕಾರಿಗಳಿಗೆ ಹೃದಯ ಸರಿಯಾಗಿ ಕೆಲಸ ಮಾಡಬೇಕು. ಮನುಷ್ಯತ್ವ ಇಲ್ಲದವರು ಸಾರ್ವಜನಿಕ ಸೇವೆಗೆ ಬರಬಾರದು. ನಿಮ್ಮ ನಿರ್ಲಕ್ಷ್ಯ ಮತ್ತು ಉಡಾಫೆತನದಿಂದ ಸರ್ಕಾರಕ್ಕೆ ಕೆಟ್ಟ ಹೆಸರು ಬಂದರೆ ನಾವು ಸುಮ್ಮನೆ ಇರುವುದಿಲ್ಲ ಎಂದು ಸಿಎಂ ಸಿದ್ಧರಾಮಯ್ಯ ಎಚ್ಚರಿಸಿದರು.
ಖಾಸಗಿ ಲೇವಾದೇವಿದಾರರು-ಬ್ಯಾಂಕ್ ಗಳಿಂದ ರೈತರಿಗೆ ಕಿರುಕುಳ ಸಹಿಸಲ್ಲ.
ರಾಜ್ಯದಲ್ಲಿ 251 ರೈತರ ಆತ್ಮಹತ್ಯೆ ಪ್ರಕರಣ ವರದಿಯಾಗಿದ್ದು, 174 ಪ್ರಕರಣಗಳಷ್ಟೇ ಇತ್ಯರ್ಥವಾಗಿದೆ. ಉಳಿದ ಪ್ರಕರಣಗಳನ್ನೂ ಶೀಘ್ರವೇ ವಿಲೇವಾರಿ ಮಾಡಿ, ಪರಿಹಾರ ವಿತರಿಸಬೇಕು. ಇದರಲ್ಲಿ ವಿಳಂಬ ಸರಿಯಲ್ಲ. ಬರ ಘೋಷಣೆಯಾದ ನಂತರ ಖಾಸಗಿ ಲೇವಾದೇವಿದಾರರ ಮೇಲೆ ನಿಗಾ ಇಡಬೇಕು. ಬ್ಯಾಂಕುಗಳು ರೈತರಿಗೆ ಕಿರುಕುಳ ಕೊಡದಂತೆ ನೋಡಿಕೊಳ್ಳಬೇಕು ಎಂದು ಸೂಚಿಸಿದರು.
ಅಧಿಕಾರಿಗಳಿಗೆ ಸೌಲಭ್ಯ ನೀಡುವುದು, ಜನರ ಸಮಸ್ಯೆಗೆ ಸ್ಪಂದಿಸಿ ಉತ್ತಮವಾಗಿ ಕೆಲಸ ಮಾಡಬೇಕೆಂಬ ಉದ್ದೇಶದಿಂದ. ನೀವು ಚೆನ್ನಾಗಿ ಕೆಲಸ ಮಾಡಿದರೆ ಸರ್ಕಾರಕ್ಕೆ ಒಳ್ಳೆ ಹೆಸರು ಬರುತ್ತದೆ. ಕೆಲಸ ಮಾಡದಿದ್ದರೆ ಕೆಟ್ಟ ಹೆಸರು ಬರುತ್ತದೆ. ಅದಕ್ಕೋಸ್ಕರ ನಿಮ್ಮ ಧೋರಣೆಯನ್ನು ಬದಲಾಯಿಸಿಕೊಳ್ಳಬೇಕು ಎಂದು ಸಿಎಂ ಸಿದ್ಧರಾಮಯ್ಯ ಎಚ್ಚರಿಸಿದರು.
ಆರೋಗ್ಯ ಇಲಾಖೆಯಲ್ಲಿ ವೈದ್ಯರು ಲಭ್ಯವಿರುವುದಿಲ್ಲ. ಅರೆ ವೈದ್ಯಕೀಯ ಸಿಬ್ಬಂದಿಯೇ ವೈದ್ಯರ ಪಾತ್ರ ನಿರ್ವಹಿಸುವುದು, ಔಷಧ ಪ್ರಿಸ್ಕ್ರಿಪ್ಷನ್‌ ಬರೆಯುವುದು ಇವೆಲ್ಲ ಆಗಬಾರದು. ವೈದ್ಯರು ತಮ್ಮ ಕೇಂದ್ರ ಸ್ಥಾನದಲ್ಲಿಯೇ ಇದ್ದುಕೊಂಡು ಜನರ ಕಷ್ಟಗಳಿಗೆ ಸ್ಪಂದಿಸಬೇಕು ಎಂದು ತಿಳಿಸಿದರು.
ಸ್ಮಶಾನಗಳಿಗೆ ಮತ್ತು ಖಬರ್‌ಸ್ತಾನ್‌ಗಳಿಗೆ ಕೂಡಲೇ ಜಾಗ ಒದಗಿಸಬೇಕು. ಶಾಲಾ ಕಟ್ಟಡ, ಅಂಗನವಾಡಿ, ಆರೋಗ್ಯ ಕೇಂದ್ರ ಸ್ಮಶಾನಗಳಿಗೆ ಜಾಗ ಕೂಡಲೇ ಗುರುತಿಸಿ ಕೊಡಬೇಕು ಸಾರ್ವಜನಿಕರಿಗೆ ಭೇಟಿ ಸಮಯ ನಿಗದಿ ಮಾಡಬೇಕು. ಕೇಂದ್ರ ಕಚೇರಿಯಲ್ಲಿರುವಾಗ ಸಾರ್ವಜನಿಕರಿಗೆ ಸಮಯ ನಿಗದಿ ಮಾಡಬೇಕು. ಆ ಸಮಯದಲ್ಲಿ ಜನರ ಸಮಸ್ಯೆಗಳನ್ನು ಆಲಿಸಿ, ಕೂಡಲೇ ಪರಿಹಾರ ಒದಗಿಸಬೇಕು ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಕಾರ್ಯದರ್ಶಿಗಳು, ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು, ಜಿಲ್ಲೆಯ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಹಾಸ್ಟೆಲುಗಳು, ಆಸ್ಪತ್ರೆಗಳಿಗೆ ಭೇಟಿ ನೀಡಬೇಕು. ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು ಅಧೀನ ಕಚೇರಿಗಳಿಗೆ ಭೇಟಿ ನೀಡಬೇಕು ಎಂದು ಅಧಿಕಾರಿಗಳಿಗೆ ಸಿಎಂ ಸಿದ್ಧರಾಮಯ್ಯ ಸೂಚನೆ ಕೊಟ್ಟರು.

Bengaluru Sep 12: Officials in district and taluk centers should not work from home. Chief Minister Siddaramaiah gave a clear instruction to the officials that they should work being available in the office.
He was speaking at the meeting of District Commissioners and Zilla Panchayat Chief Executive Officers held today in the conference hall of Vidhana Soudha.
Officers should reside at headquarters and should be available to serve the people. Officials should be either in office or on tour. Do not sit at home and work. Work from home is not allowed. The government will not tolerate if people suffer due to this.
There are also complaints from the public, MLAs and ministers that the officials are not available on phone calls. This is not good. Be it from the Chief Minister’s office, Ministers, MLAs or common people,you should respond to the calls. The CM instructed that all the MLAs irrespective of the party should follow the protocol without fail.
Officers should work with compassion. People without humanity should not enter public service. He warned that it will not be tolerated if the government gets a bad name due to negligence and impudence of the officers.
Harassment to farmers by private lenders and banks will not be tolerated
251 farmer suicide cases have been reported in the state and only 174 cases have been resolved. The rest of the cases should be disposed early and compensation should be distributed. Delay in this regard is not right.
Private money lenders should be monitored after drought is declared. The CM suggested that the banks should ensure that farmers are not harassed.
Facilities are provided to the officers with the intention to respond to the people’s problems at once and work better.
If you work well, the government will get a good name. If you doesn’t, it will get a bad name. Officers should change their attitude, the chief minister warned.
Doctors are not available in the health department. Para-medical personnel are playing the role of doctors and writing prescriptions and this should not happen. Doctors should remain in the headquarters and respond to the problems of the people, he said

Public visits should be scheduled. Time should be given to public while you are at headquarters. Listen to their issues and resolve them at once
District In-charge Secretaries, District Commissioners, District Senior Officers should visit hostels and hospitals. Collectors should visit Subordinate Offices
