ಸನ್ಮಾನ್ಯ ಹೆಚ್.ಡಿ.ದೇವೇಗೌಡರೇ, ನೂರು ಕೋಟಿ ಜನರ ಪ್ರತಿನಿಧಿಯಾಗಿರುವ ಪ್ರಧಾನಮಂತ್ರಿಯವರನ್ನು ಆರು ಕೋಟಿ ಜನರ ಪ್ರತಿನಿಧಿಯಾದ ಮುಖ್ಯಮಂತ್ರಿ ಪ್ರಶ್ನೆ ಮಾಡಬಾರದು ಎಂಬ ನಿಮ್ಮ ಮಾತು ನನ್ನಲ್ಲಿ ಅತ್ಯಾಶ್ಚರ್ಯವನ್ನು ಮಾತ್ರವಲ್ಲ ನಿಮ್ಮ ಬಗ್ಗೆ ಕನಿಕರವನ್ನೂ ಉಂಟು ಮಾಡಿದೆ. ಒಂದು ಪ್ರಾದೇಶಿಕ ಪಕ್ಷವನ್ನು ಇಷ್ಟು ವರ್ಷಗಳ ಕಾಲ ಮುನ್ನಡೆಸುತ್ತಾ ಬಂದ ನೀವು ನಿರಂತರವಾಗಿ ಕೇಂದ್ರ ಸರ್ಕಾರ ಮತ್ತು ಪ್ರಧಾನಮಂತ್ರಿಯವರನ್ನು ಟೀಕಿಸುತ್ತಾ ಬಂದವರು. ಇದೀಗ ಈ ಇಳಿವಯಸ್ಸಿನಲ್ಲಿ ಈ ಬಗೆಯ ಶರಣಾಗತಿಯ ಸ್ಥಿತಿ ಯಾಕೆ ಬಂತು?
ಮಾನ್ಯ ದೇವೇಗೌಡರೇ, ನಮ್ಮದು ಒಕ್ಕೂಟ ವ್ಯವಸ್ಥೆಯ ಪ್ರಜಾಪ್ರಭುತ್ವ. ಇಲ್ಲಿ ಪ್ರಧಾನಮಂತ್ರಿ ಏಕಚಕ್ರಾಧಿಪತಿಯೂ ಅಲ್ಲ, ಮುಖ್ಯಮಂತ್ರಿ ಮಾಂಡಲೀಕನೂ ಅಲ್ಲ. ಇಬ್ಬರು ಅವರವರ ಸ್ಥಾನಮಾನದಲ್ಲಿ ಸಮಾನರು. ಎರಡೂ ಪದವಿಗಳು ಸಮಾನವಾದುದು, ವಯಸ್ಸಿನ ಹಿರಿ-ಕಿರಿತನಗಳು ಪದವಿಗಳಿಗೆ ಅನ್ವಯವಾಗುವುದಿಲ್ಲ. ಅತಿ ಸಣ್ಣ ವಯಸ್ಸಿಗೆ ಪ್ರಧಾನಿಯಾದ ರಾಜೀವ್ ಗಾಂಧಿಯವರಿದ್ದಾಗಲೂ ಅವರಿಗಿಂತ ಹಿರಿಯರಾದ ಮುಖ್ಯಮಂತ್ರಿಗಳೂ ಇದ್ದರು. ಆಗಲೂ ಪರಸ್ಪರ ಟೀಕೆ-ಟಿಪ್ಪಣಿಗಳು ವಿನಿಮಯವಾಗುತ್ತಿದ್ದವು. ಇಲ್ಲಿಯ ವರೆಗೆ ಯಾರೂ ಕೂಡಾ ನಿಮ್ಮ ರೀತಿಯ ಉಪದ್ವಾಪ್ಯತನದ ಪ್ರಶ್ನೆಗಳನ್ನು ಎತ್ತಿರಲಿಲ್ಲ.
ದೇವೇಗೌಡರೇ, ನೀವು ಹಿಂದಿನ ಪ್ರಧಾನಿಗಳನ್ನು ಯಾವ ಯಾವ ರೀತಿಯಲ್ಲಿ ಪ್ರಶ್ನಿಸಿದ್ದೀರಿ, ದೂರಿದ್ದೀರಿ, ಕೆಣಕಿದ್ದೀರಿ ಎನ್ನುವ ಪಟ್ಟಿಯನ್ನು ನಾನು ನಿಮಗೆ ಕೊಡಬಲ್ಲೆ.
2002ರ ಗುಜರಾತ್ ಗಲಭೆಯ ಬಗ್ಗೆ ಲೋಕಸಭೆಯಲ್ಲಿ ನಡುರಾತ್ರಿ ವರೆಗೆ ನಡೆದ ಚರ್ಚೆಯಲ್ಲಿ ನೀವು ಆಗಿನ ಪ್ರಧಾನಿ ಅಟಲ್‌ಬಿಹಾರಿ ವಾಜಪೇಯಿ ಅವರ ವಿರುದ್ಧ ಪ್ರಯೋಗ ಮಾಡಿರುವ ಟೀಕಾಸ್ತ್ರಗಳು ಸದನದ ದಾಖಲೆಯಲ್ಲಿರಬಹುದು. ಇದನ್ನು ಈಗಲೂ ನಾನು ತಪ್ಪೆಂದು ಹೇಳುವುದಿಲ್ಲ. ಇವೆಲ್ಲವೂ ಸಂಸದೀಯ ಪ್ರಜಾಪ್ರಭುತ್ವದ ನಡವಳಿಕೆಗಳ ಭಾಗವಾಗಿರುತ್ತದೆ. ಆಗ ನೀವು ಮುಖ್ಯಮಂತ್ರಿಯೂ ಆಗಿರಲಿಲ್ಲ, ನೀವು ಕೇವಲ ಒಂದು ಲೋಕಸಭಾ ಕ್ಷೇತ್ರದ ಪ್ರತಿನಿಧಿಯಾಗಿದ್ದವರು. ಆಗ ಈ ನೂರು ಕೋಟಿ, ಆರು ಕೋಟಿ ವ್ಯತ್ಯಾಸಗಳು ಬಾಧಿಸಿರಲಿಲ್ಲವೇ?
ದೇವೇಗೌಡರೇ, ಕೆಲವೇ ತಿಂಗಳುಗಳ ಹಿಂದೆ ನರೇಂದ್ರ ಮೋದಿ ಅವರಿಗಿಂತ ಕನಿಷ್ಠ ಹತ್ತು ವರ್ಷ ಸಣ್ಣವರಾಗಿರುವ ಮತ್ತು ಕೇವಲ ಒಬ್ಬ ಶಾಸಕರಾಗಿರುವ ನಿಮ್ಮ ಮಗ ಹೆಚ್.ಡಿ.ಕುಮಾರಸ್ವಾಮಿಯವರು ಪ್ರಧಾನಿ ನರೇಂದ್ರ ಮೋದಿಯವರ ವಿರುದ್ಧ ಯಾವ ಭಾಷೆ ಬಳಸಿ ತರಾಟೆಗೆ ತೆಗೆದುಕೊಂಡಿದ್ದರೆನ್ನುವುದನ್ನು ನಾಡಿನ ಜನ ಇನ್ನೂ ಮರೆತಿಲ್ಲ, ನಿಮ್ಮ ನೆನಪಲ್ಲಿಯೂ ಇರಬಹುದು. ಆಗ ಯಾಕೆ ನೀವು ನೂರು ಕೋಟಿ ಜನರನ್ನು ಪ್ರತಿನಿಧಿಸುವ ಪ್ರಧಾನಮಂತ್ರಿಯವರನ್ನು ಟೀಕಿಸಬಾರದು ಎಂದು ಮಗನಿಗೆ ಕಿವಿ ಹಿಂಡಿ ಬುದ್ದಿ ಹೇಳಿರಲಿಲ್ಲ? ಇವೆಲ್ಲವೂ ಅನುಕೂಲಶಾಸ್ತ್ರ ಅಷ್ಟೆ ಎನ್ನುವುದು ರಾಜ್ಯದ ಜನರಿಗೆ ತಿಳಿದಿದೆ.
ದೇವೇಗೌಡರೇ, ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಅನ್ಯಾಯವಾದಾಗ ಅದನ್ನು ವಿರೋಧಿಸಿ ಕೇಂದ್ರ ಸರ್ಕಾರ ಮತ್ತು ಪ್ರಧಾನಿಯವರನ್ನು ಪ್ರಶ್ನಿಸುವ ಹಕ್ಕು ಎಲ್ಲರಿಗೂ ಇದೆ. ಇದೇ ನರೇಂದ್ರ ಮೋದಿ ಅವರು ಗುಜರಾತ್ ರಾಜ್ಯದ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿದ್ದಾಗ ದೇಶ ಕಂಡ ಅತ್ಯಂತ ಸಭ್ಯ ಮತ್ತು ಗೌರವಾರ್ಹ ರಾಜಕೀಯ ನಾಯಕರಾಗಿರುವ ಮನಮೋಹನ್ ಸಿಂಗ್ ವಿರುದ್ಧ ಯಾವ ಭಾಷೆ ಬಳಸಿದ್ದರೆನ್ನುವುದು ನಿಮಗೆ ನೆನಪಿರಬಹುದೆಂದು ಭಾವಿಸಿದ್ದೇನೆ.

ದೇವೇಗೌಡರೇ, ನೀವು ದೇಶದ ಪ್ರಧಾನಿಯಾಗಿದ್ದಾಗ ಕನ್ನಡಿಗರು ಎದೆಯುಬ್ಬಿಸಿ ಖುಷಿಪಟ್ಟರು. ನೀವು ರಾಜ್ಯದ ನೆಲ-ಜಲ-ಭಾಷೆಯ ರಕ್ಷಣೆಗಾಗಿ ಕೇಂದ್ರ ಸರ್ಕಾರದ ವಿರುದ್ಧ ಆಯಾ ಕಾಲಗಳ ಪ್ರಧಾನಿಗಳ ವಿರುದ್ಧ ಹೋರಾಟಕ್ಕಿಳಿದಾಗಲೂ ಕನ್ನಡಿಗರು ನಿಮ್ಮನ್ನು ತಲೆಮೇಲೆ ಕೂರಿಸಿ ಕೊಂಡಾಡಿದರು. ಕರ್ನಾಟಕವೂ ಸೇರಿದಂತೆ ದಕ್ಷಿಣದ ರಾಜ್ಯಗಳು ತಮ್ಮ ಪಕ್ಷವನ್ನು ಬೆಂಬಲಿಸುತ್ತಿಲ್ಲ ಎಂಬ ಏಕೈಕ ಕಾರಣಕ್ಕಾಗಿ ಪ್ರಧಾನ ಮಂತ್ರಿಗಳು ಈ ರಾಜ್ಯಗಳ ವಿರುದ್ಧ ಸೇಡು ತೀರಿಸಿಕೊಳ್ಳುವವರಂತೆ ನಡೆದುಕೊಳ್ಳುತ್ತಿರುವ ಸಂದರ್ಭದಲ್ಲಿ ನೀವು ಕೇಂದ್ರದ ವಿರುದ್ಧದ ಹೋರಾಟದ ಮುಂಚೂಣಿಯಲ್ಲಿರಬೇಕಾಗಿತ್ತು. ದುರ್ದೈವದ ಸಂಗತಿ ಎಂದರೆ ಈಗ ನೀವು ಕೇವಲ ನಿಮ್ಮ ಪಕ್ಷ ಮತ್ತು ಕುಟುಂಬದ ರಾಜಕೀಯ ಉಳಿವಿಗಾಗಿ ಕರ್ನಾಟಕಕ್ಕೆ ಅನ್ಯಾಯ ಮಾಡುತ್ತಿರುವ ಪ್ರಧಾನಮಂತ್ರಿಗಳ ಜೊತೆ ಹೊಂದಾಣಿಕೆ ಮಾಡಿಕೊಂಡು ಅವರ ಪರವಾಗಿ ನಮ್ಮ ವಿರುದ್ಧ ಕತ್ತಿ ಬೀಸುತ್ತಿದ್ದೀರಿ.
ದೇವೇಗೌಡರೇ, ಈಗಲೂ ಕಾಲ ಮಿಂಚಿಲ್ಲ, ನಿಮ್ಮ ತಪ್ಪನ್ನು ತಿದ್ದಿಕೊಂಡು ಕನ್ನಡಿಗರಿಗೆ ಕೇಂದ್ರ ಸರ್ಕಾರದಿಂದ ಆಗುತ್ತಿರುವ ಅನ್ಯಾಯದ ವಿರುದ್ಧ ದನಿ ಎತ್ತಿ. ತೆರಿಗೆ ಹಂಚಿಕೆ, ಬರ ಪರಿಹಾರ ಮತ್ತು ಕೇಂದ್ರ ಪ್ರಾಯೋಜಿತ ಯೋಜನೆಗಳಲ್ಲಿ ನರೇಂದ್ರ ಮೋದಿ ಸರ್ಕಾರ ಕನ್ನಡಿಗರ ಕತ್ತು ಕುಯ್ಯುತ್ತಿದೆ. ಇದರ ವಿರುದ್ಧ ನೀವು ದನಿ ಎತ್ತದೆ ಇರುವುದರಿಂದ ವರ್ತಮಾನದಲ್ಲಿ ನಿಮ್ಮ ಪಕ್ಷಕ್ಕೆ ಒಂದಷ್ಟು ಲಾಭವಾಗಲೂ ಬಹುದು. ಆದರೆ ಇತಿಹಾಸ ನಿಮ್ಮನ್ನು ಖಂಡಿತಾ ಕ್ಷಮಿಸುವುದಿಲ್ಲ.

Respected H D Deve Gowda, I am both surprised and saddened by your statement that a Chief Minister representing six crore people should not question a Prime Minister who represents a hundred crore people. You have led a regional party for many years and have been a consistent critic of the Union Government and the Prime Ministers. Why, then, do you choose to adopt such a submissive stance at this stage in your life?
Honourable Mr. Deve Gowda, we are part of a federal democracy where the Prime Minister is not an autocrat, nor is a Chief Minister a mere subordinate. Both hold positions of equal stature, irrespective of their age. Age does not dictate the relevance of their roles. Even when Rajiv Gandhi became Prime Minister at a young age, there were older Chief Ministers who engaged with him in mutual critique and dialogue. Until now, no one else has raised questions in the impudent and impertinent manner that you have.
In the discussions that lasted till midnight in the Lok Sabha about the 2002 Gujarat violence, there may be records of the criticisms you levelled against then Prime Minister Atal Bihari Vajpayee. I still don’t consider them wrong as these are part of the proceedings of a parliamentary democracy. At that time, you were not the Chief Minister, but just a representative of a Lok Sabha constituency. Did the difference between representing a hundred crore and six crore people not concern you then?
Mr. Deve Gowda, it’s worth noting that just a few months ago, your son, H D Kumaraswamy – who is at least 10 years younger to Narendra Modi and was merely an MLA at the time – used harsh language to criticise PM Modi. This has not been forgotten by the people of our state, and likely not by you either. Why did you not advise your son against criticising the Prime Minister, who represents a 100 crore people? The people of our state are well aware that these actions were motivated by convenience.
Mr. Deve Gowda, it is everyone’s right to oppose and question the Union Government and the Prime Minister when the state government is treated unfairly. I presume you recall the language Narendra Modi used against then PM Manmohan Singh, who is one of the most dignified and respected political leaders our country has seen, when the former was the Chief Minister of Gujarat.
Mr. Deve Gowda, when you were Prime Minister, Kannadigas swelled with pride. They praised you whenever you confronted the Union Government to protect our state’s land, water, and language against the Prime Ministers of those times. Particularly at the current instance where the Prime Minister seems to act vindictively against southern states, including Karnataka, simply because these states did not support his party, you were expected to lead our resistance. Unfortunately, you are now compromising Karnataka’s interests for the survival of your party and family politics, by aligning with the Prime Minister and opposing our cause.
Mr. Deve Gowda, it is not too late to amend your ways and speak out against the injustices inflicted on Kannadigas by the Union Government. The Narendra Modi administration is undermining Kannadigas through its policies on tax distribution, drought relief, and centrally sponsored schemes. Your silence on these issues might temporarily benefit your party, but history will certainly not forgive you.
