ಚಿಕ್ಕಬಳ್ಳಾಪುರ, ಸೆಪ್ಟಂಬರ್,11,2020(wwww.justkannada.in): ಕೋಲಾರ- ಚಿಕ್ಕಬಳ್ಳಾಪುರ ಡಿಸಿಸಿ ಬ್ಯಾಂಕ್‌ನಲ್ಲಿ ಸಾಲ ಕೊಡುವ ಸಂದರ್ಭದಲ್ಲಿ ಶೇ.20 ರಷ್ಟು ಶೇರು ಹಿಡಿದಿಟ್ಟುಕೊಳ್ಳುವ ಕ್ರಮವನ್ನು ಖಂಡಿಸಿದ ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ ಸಚಿವ ಡಾ.ಕೆ. ಸುಧಾಕರ್, ಕೂಡಲೇ ಈ ಪದ್ಧತಿ ಕೈಬಿಡದಿದ್ದರೆ ಬ್ಯಾಂಕಿನ ವಿರುದ್ಧ ಕ್ರಮ ಕೈಗೊಳ್ಳುವುದಾಗಿ ಎಚ್ಚರಿಕೆ ನೀಡಿದರು.
ಚಿಕ್ಕಬಳ್ಳಾಪುರ ಕ್ಷೇತ್ರದ ಹಾರೋಬಂಡೆ, ತಿಪ್ಪೇನಹಳ್ಳಿ, ಪೋಶೆಟ್ಟಿಹಳ್ಳಿ, ಗೊಲ್ಲಹಳ್ಳಿ, ಚಿಕ್ಕಬಳ್ಳಾಪುರ ನಗರ ಸೇರಿ ವಿವಿಧ ಗ್ರಾಮ ಪಂಚಾಯಿತಿಗಳ ಒಟ್ಟು 119 ಮಹಿಳಾ ಸ್ವ-ಸಹಾಯ ಸಂಘಗಳಿಗೆ ಸುಮಾರು 6.1 ಕೋಟಿ ರೂ.ಮೊತ್ತದ ಸಾಲ ವಿತರಿಸಿ ಸಚಿವ ಸುಧಾಕರ್ ಮಾತಾಡಿದರು.
ಡಿಸಿಸಿ ಬ್ಯಾಂಕ್ ವಿರುದ್ಧ ಸಾಕಷ್ಟು ದೂರುಗಳು ಕೇಳಿ ಬರುತ್ತಿವೆ. ಸಾಲ ಪಡೆದವರಲ್ಲಿ ಶೇ.20 ರಷ್ಟು ಶೇರು ಹಿಡಿದುಕೊಂಡರೆ ಫಲಾನುಭವಿಗಳಿಗೆ ಸಾಲದ ಲಾಭ ಹೇಗೆ ಸಿಗಲು ಸಾಧ್ಯ? ಈ ನಿಯಮವನ್ನು ಕೂಡಲೇ ಕೈ ಬಿಡಬೇಕು. ಇದು ನಿಮ್ಮ ಸ್ವಂತ ಬ್ಯಾಂಕ್ ಅಲ್ಲ, ಸರಕಾರದ ಬ್ಯಾಂಕ್, ಸರಕಾರ ರೂಪಿಸಿದ ನಿಯಮಗಳಂತೆ ನಡೆದುಕೊಳ್ಳಿ ಇಲ್ಲವಾದರೆ ಸೂಕ್ತ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕಾಗುತ್ತದೆ ಎಂದು ಸಚಿವ ಸುಧಾಕರ್ ಎಚ್ಚರಿಕೆ ನೀಡಿದರು.
ಅಷ್ಟೆ ಅಲ್ಲ, ಈ ಡಿಸಿಸಿ ಬ್ಯಾಂಕ್ ಜನ ಸೇವೆಗಿಂತ ಹೆಚ್ಚಾಗಿ ರಾಜಕೀಯ ಪ್ರೇರಿತವಾದ ನಡವಳಿಕೆ ಹೊಂದಿದೆ ಎಂಬ ಆಪಾದನೆ ಮೊದಲಿನಿಂದ ಕೇಳಿ ಬರುತ್ತಿದೆ. ಇಲ್ಲಿ ರಾಜಕೀಯ ಬೆರೆಸುವುದು ಸರಿಯಲ್ಲ, ಜನಪರವಾದ ಸೇವೆ ನೀಡದೇ ಹೋದಲ್ಲಿ, ಬೇರೆಡೆ ಮಾಡಿದಂತೆ ಈ ಬ್ಯಾಂಕ್ ನ್ನು ಸೂಪರ್‌ಸೀಡ್ ಮಾಡಬೇಕಾಗುತ್ತದೆ. ಇದಕ್ಕೆ ಅವಕಾಶ ನೀಡಬೇಡಿ ಎಂದು ಹೇಳಿದರು.
ಕೇಂದ್ರ ಹಾಗೂ ರಾಜ್ಯ ಸರಕಾರ ನಬಾರ್ಡ್‌ ಯೋಜನೆಯಡಿ ಮಹಿಳಾ ಸಬಲೀಕರಣಕ್ಕೆ ಹೆಚ್ಚು ಆದ್ಯತೆ ನೀಡುತ್ತಿದೆ. ಮಹಿಳೆಯರು ಈ ದೇಶದ ಆಸ್ತಿ. ಇವರ ಸಬಲೀಕರಣವಾದರೇ ದೇಶವೇ ಅಭಿವೃದ್ಧಿಯಾದಂತೆ. ಮೊದಲೆಲ್ಲಾ ಬಡ್ಡಿಗೆ ಸಾಲ ಕೊಟ್ಟು, ನಂತರ ಬಡ್ಡಿ ಮನ್ನಾ ಮಾಡಲಾಗುತ್ತಿತ್ತು. ಅದಕ್ಕಿಂತ ಕೊಡುವಾಗಲೇ ಬಡ್ಡಿರಹಿತವಾಗಿ ನೀಡುವುದು ಸೂಕ್ತ ಎಂಬ ಕೇಂದ್ರ ಸರಕಾರದ ನಿರ್ದೇಶನದಂತೆ ಇಂದು ಮಹಿಳಾ ಸಂಘಟನೆಗಳಿಗೆ ಬಡ್ಡಿರಹಿತ ಸಾಲ ಕೊಡಲಾಗಿದೆ ಎಂದರು.
ಪ್ರತಿ ಗ್ರಾಮದಲ್ಲಿ ಅಭಿವೃದ್ಧಿ ಪರ್ವ:
ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಜಿಲ್ಲೆಯ ಪ್ರತಿ ಗ್ರಾಮದಲ್ಲೂ ಅಭಿವೃದ್ಧಿ ಪರ್ವ ಮೊಳಗಲಿದೆ. ಈಗಾಗಲೇ ಸಾಕಷ್ಟು ಕೆರೆ ಕಟ್ಟೆಗಳು ತುಂಬಿವೆ. ಈ ವರ್ಷ ವಾಡಿಕೆಗಿಂತ 200ರಷ್ಟು ಹೆಚ್ಚು ಮಳೆಯಾಗಿದೆ. ಇದರ ಪ್ರಯೋಜನವನ್ನು ಜನ ಪಡೆದುಕೊಳ್ಳಬೇಕು. ಜಿಲ್ಲೆಯಲ್ಲಿ ವೈದ್ಯಕೀಯ ಕಾಲೇಜು ನಿರ್ಮಾಣ ಕೆಲಸ ಸಾಗುತ್ತಿದ್ದು, ಮೊದಲ ಮಹಡಿ ಮುಕ್ತಾಯವಾಗಿದೆ. ಇನ್ನು, ಕಳೆದ ತಿಂಗಳು 29 ಗ್ರಾಮಗಳಲ್ಲಿ ಕುಡಿಯುವ ನೀರಿನ ಘಟಕ ಉದ್ಘಾಟಿಸಿದ್ದೇವೆ. ಇಂದಿನಿಂದ 1,4, 29ನೇ ವಾರ್ಡ್‌ಗಳಲ್ಲಿ ಈ ಘಟಕಗಳು ಕಾರ್ಯಾರಂಭ ಮಾಡಿವೆ ಎಂದು ಸಚಿವ ಸುಧಾಕರ್ ಮಾಹಿತಿ ನೀಡಿದರು.
ಜಿಲ್ಲೆಯಲ್ಲಿ ಆರೋಗ್ಯ ಹಾಗೂ ಶಿಕ್ಷಣ ಕ್ಷೇತ್ರಕ್ಕೆ ಮೊದಲ ಆದ್ಯತೆ ಕೊಡುತ್ತಿದ್ದೇವೆ. ಮುದ್ದೇನಹಳ್ಳಿ ಸರಕಾರಿ ಶಾಲೆ ಮಾದರಿಯಂತೆ ಇತರೆ ಶಾಲೆಗಳ ಮೂಲಸೌಕರ್ಯ ಹೆಚ್ಚಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗಿದೆ. ಇನ್ನು, ಕೋವಿಡ್‌ ನಿಯಂತ್ರಣದಲ್ಲಿ ನಮ್ಮ ಜಿಲ್ಲೆ ಮಾದರಿಯಾಗಿದೆ ಎಂದರು. ಇಲ್ಲಿ, ಕೈಗಾರಿಕಾ ವಲಯ ತೆರೆಯಲು ಈಗಾಗಲೇ ತೀರ್ಮಾನ ತೆಗೆದುಕೊಂಡಿದ್ದೇವೆ, ಕೊರೋನ ಕಾರಣದಿಂದ ಒಂದು ವರ್ಷ ತಡವಾಗಿದೆ, ಮುಂದಿನ ವರ್ಷ ಸ್ಥಳ ಗುರುತಿಸುವ ಕೆಲಸವಾಗಲಿದೆ ಎಂದರು.
ಎತ್ತಿನಹೊಳೆ ಯೋಜನೆ ಶೀಘ್ರ:
ಬಹುನಿರೀಕ್ಷಿತ ಎತ್ತಿನಹೊಳೆ ಯೋಜನೆ ಎರಡೂವರೆ ವರ್ಷದೊಳಗೆ ಪೂರ್ಣಗೊಳಿಸಿ ಮೊದಲ ಪ್ರಾಶಸ್ತ್ಯದಲ್ಲಿ ಜಿಲ್ಲೆಗೆ ನೀರು ಹರಿಸುವಂತೆ ಮುಖ್ಯಮಂತ್ರಿ ಅವರಲ್ಲಿ ಮನವಿ ಮಾಡಿದ್ದೇನೆ ಎಂದು ಸಚಿವ ಸುಧಾಕರ್ ವಿವರಿಸಿದರು.

Dr Sudhakar warns of action against Kolar-Chikkaballapura DCC Bank
Opposing the move of securing 20% share against the loan at Kolar-Chikkaballapura DCC Bank, Hon’ble Medical Education Minister Dr K. Sudhakar warned that action will be initiated against the bank if the regulation is not dropped immediately.
He was speaking after distributing checks for loans to 119 self-help groups under Harobande, Tippenahalli, Poshettihalli, Gollahalli, Chikkaballapura and other gram panchayats of Chikkaballapura constituency, on Friday.
He said several complaints are being heard against the DCC Bank’s regulation. Questioning how could the beneficiaries avail the benefit of a loan when a 20% share is secured from them, he urged that the regulation must be discontinued. He warned them to follow the government’s regulation or face strict actions.
Stating that there are allegations against the DCC Bank that it is politically motivated, the Minister advised to not politicise the service. Dr Sudhakar cautioned hat if the Bank fails to provide service that is just and pro-people, it will be superseded.
Women empowerment
Dr Sudhakar said that both Central and State Governments have prioritised women empowerment. Women are our country’s pride. The entire country will develop if women are empowered, he opined. Earlier, the loan was offered with interest and later the interest would be waived. Following the Centre’s direction, women’s self-help groups are offered loans without interest, he explained.
Era of development
Listing the development works in the district, the minister said that every village of the district will witness an era of development. He said, “This year we have received 200% more rainfall than usual. Hence, lakes and other water bodies have filled. People should avail benefit from this. The construction of first-floor of the medical college in the district is completed. Drinking water units have been inaugurated in as many as 29 villages in the past month. New units are operating in ward 1, 2, and 29 from today onwards.”
Stating that priority is given to health and education sectors in the district, he said that actions are taken to provide infrastructure facilities to schools on the lines of works in Muddenahalli Government School.
Dr Sudhakar praised district of being a model district in containing Covid-19. Due to the pandemic, there has been a delay of one year in opening industrial zone in the district. However, the site for the zone will be determined next year, he said.
Yettinahole project
The Minister said he has requested the Chief Minister to complete the most-awaited Yettinahole project in two and a half years and provide water to the people of the district on priority.
