ಬೆಂಗಳೂರು,ಸೆಪ್ಟಂಬರ್, 23,2020(www.justkannada.in): ಕೋವಿಡ್ ನಿರ್ವಹಣೆಯಲ್ಲಿ ರಾಜ್ಯ ಸರ್ಕಾರದಿಂದ ಎಳ್ಳಷ್ಟೂ ಲೋಪ ಆಗಿಲ್ಲ. ಯಾವುದೇ ರೀತಿಯ ಭ್ರಷ್ಟಾಚಾರ ನಡೆದಿಲ್ಲ. ಈ ಕುರಿತು ತನಿಖೆ ನಡೆಯಬೇಕಾದ ಅಗತ್ಯವಿಲ್ಲ ಎಂದು ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ ಸಚಿವ ಡಾ.ಕೆ.ಸುಧಾಕರ್ ಸ್ಪಷ್ಟಪಡಿಸಿದರು.
ವಿಧಾನಸಭೆಯಲ್ಲಿ ಇಂದು ಕೋವಿಡ್ ನಿರ್ವಹಣೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಸದಸ್ಯರ ಪ್ರಶ್ನೆಗಳಿಗೆ ಉತ್ತರ ನೀಡಿದ ಸಚಿವ ಡಾ.ಕೆ.ಸುಧಾಕರ್, “ವೈದ್ಯೋಪಕರಣಗಳ ಕೊರತೆ ಇದ್ದಾಗ ದರ ಹೆಚ್ಚಿರುತ್ತದೆ. ಜುಲೈನಲ್ಲಿ ಕಡಿಮೆ ದರದಲ್ಲಿ ಎಂದರೆ, 575 ರೂ.ಗೆ ಪಿಪಿಇ ಕಿಟ್ ಖರೀದಿ ಮಾಡಿದ್ದೆವು. ಹೆಚ್ಚು ದರಕ್ಕೆ ಖರೀದಿ ಮಾಡುವುದಾದರೆ ಪ್ರತಿ ತಿಂಗಳಲ್ಲೂ ಅಧಿಕ ದರಕ್ಕೆ ಖರೀದಿಸಬೇಕಿತ್ತು. ಮೊದಲು ಕೊರತೆ ಇದ್ದಾಗ, 3 ಲಕ್ಷ ಪಿಪಿಇ ಕಿಟ್ ಗಳನ್ನು ಚೀನಾದಿಂದ ತರಿಸಲಾಗಿತ್ತು. ನಂತರ ಐಸಿಎಂಆರ್ ಮಾನ್ಯತೆ ಪಡೆದ ಪಿಪಿಇ ಕಿಟ್‍ಗಳನ್ನು ಖರೀದಿಸಲಾಯಿತು. ಮೊದಲು ಸ್ಯಾನಿಟೈಜರ್ ಕೊರತೆ ಇತ್ತು. ಡಿಸ್ಟಿಲರಿಗಳ ಪ್ರತಿನಿಧಿಗಳನ್ನು ಕರೆಸಿ ಚರ್ಚಿಸಿದ ಬಳಿಕ, ಸ್ಯಾನಿಟೈಜರ್ ಕೊರತೆ ಕಡಿಮೆಯಾಯಿತು. ಎಲ್ಲ ರಾಜ್ಯಗಳಲ್ಲೂ ಇದೇ ರೀತಿ ನಡೆದಿದೆ” ಎಂದು ಸ್ಪಷ್ಟಪಡಿಸಿದರು.
“ರಾಜ್ಯದಲ್ಲಿ ಏಪ್ರಿಲ್ 9 ರ ವೇಳೆಗೆ 5,665 ಹಾಸಿಗೆಗಳ 31 ಕೋವಿಡ್ ಆಸ್ಪತ್ರೆ, 801 ಐಸಿಯು ಹಾಸಿಗೆ ಹಾಗೂ 372 ವೆಂಟಿಲೇಟರ್ ಗಳ ವ್ಯವಸ್ಥೆ ಮಾಡಲಾಗಿತ್ತು. ಆರೋಗ್ಯ ಇಲಾಖೆಯ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಮೊದಲು 3,215 ಆಕ್ಸಿಜನ್ ಹಾಸಿಗೆಗಳಿದ್ದು, ನಂತರ ಹೆಚ್ಚುವರಿಯಾಗಿ 15,830 ಹಾಸಿಗೆ ಅಳವಡಿಸಿ ಒಟ್ಟು ಆಕ್ಸಿಜನ್ ಹಾಸಿಗೆ ಸಂಖ್ಯೆಯನ್ನು 19,045 ಕ್ಕೆ ಏರಿಸಲಾಯಿತು. ಮೊದಲಿದ್ದ ಸೌಲಭ್ಯಕ್ಕೆ ಹೋಲಿಸಿದರೆ ಆಕ್ಸಿಜನ್ ಹಾಸಿಗೆಗಳ ಸಂಖ್ಯೆ 6 ಪಟ್ಟು ಹೆಚ್ಚಿದೆ. ವೈದ್ಯಕೀಯ ಶಿಕ್ಷಣ ಇಲಾಖೆಯಡಿಯ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಮೊದಲಿಗೆ 4,360 ಆಕ್ಸಿಜನ್ ಹಾಸಿಗೆಗಳಿದ್ದು, ನಂತರ ಹೆಚ್ಚುವರಿಯಾಗಿ 4,735 ಹಾಸಿಗೆ ಅಳವಡಿಸಿ, ಒಟ್ಟು ಆಕ್ಸಿಜನ್ ಹಾಸಿಗೆ ಸಂಖ್ಯೆಯನ್ನು 9,095 ಕ್ಕೆ ಏರಿಸಲಾಯಿತು. ಮೊದಲಿದ್ದ ಸೌಲಭ್ಯಕ್ಕೆ ಹೋಲಿಸಿದರೆ, ಹಾಸಿಗೆ ಸಂಖ್ಯೆ 2 ಪಟ್ಟು ಹೆಚ್ಚಿದೆ. ಅಂದರೆ, ಕೋವಿಡ್ ಗೆ ಮೊದಲು ಎರಡೂ ಇಲಾಖೆಗಳಡಿಯ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಒಟ್ಟು 7,575 ಆಕ್ಸಿಜನ್ ಹಾಸಿಗೆಗಳಿದ್ದು, ನಂತರ 20,565 ಹಾಸಿಗೆ ಅಳವಡಿಸಿ, ಒಟ್ಟು ಸಂಖ್ಯೆಯನ್ನು 28,140 ಕ್ಕೆ ಹೆಚ್ಚಿಸಲಾಯಿತು. ರಾಜ್ಯದಲ್ಲಿ ಒಟ್ಟಾರೆಯಾಗಿ, ಆಕ್ಸಿಜನ್ ಹಾಸಿಗೆ ಸಂಖ್ಯೆ 4 ಪಟ್ಟು ಹೆಚ್ಚಿದೆ” ಎಂದು ಸಚಿವ ಸುಧಾಕರ್ ವಿವರಿಸಿದರು.
“ಕೋವಿಡ್ ನಿರ್ವಹಣೆಯಲ್ಲಿ ಯಾವ ರಾಜ್ಯದಲ್ಲೂ ಈ ರೀತಿ ಭ್ರಷ್ಟಾಚಾರದ ಆರೋಪ ಮಾಡಿಲ್ಲ. ಈ ಕುರಿತು ನ್ಯಾಯಾಲಯ, ಲೋಕಾಯುಕ್ತ ಕಚೇರಿಯಲ್ಲಿ ದೂರು ದಾಖಲಾಗಿರುವುದರಿಂದ ಅಧಿಕಾರಿಗಳು ದಾಖಲೆ ನೀಡಲು ಅಲೆಯುವಂತಾಗಿದೆ. ನಾವು ಮೊದಲು ಕೋವಿಡ್ ಸೋಂಕನ್ನು ಮಣಿಸಬೇಕು. ಇದಕ್ಕೆ ಎಲ್ಲರೂ ಸಹಕಾರ ನೀಡಬೇಕು” ಎಂದರು.
“ಗೃಹ ವೈದ್ಯರಿಗೆ 30,000 ರೂ., ಸ್ನಾತಕೋತ್ತರ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ 45,000 ರೂ., ಫೆಲೋಶಿಪ್ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ 60,000 ರೂ. ಸೇರಿದಂತೆ ವೈದ್ಯಕೀಯ ವಿದ್ಯಾರ್ಥಿಗಳ ಶಿಷ್ಯವೇತನವನ್ನು ಶೇ.40 ರಿಂದ ಶೇ.45 ರಷ್ಟು ಹೆಚ್ಚಿಸಲಾಗಿದೆ. ವಾರ್ಷಿಕ 137 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ 2,500 ವೈದ್ಯಕೀಯ ಬೋಧಕ ಸಿಬ್ಬಂದಿಗೆ 7 ನೇ ವೇತನ ಆಯೋಗದ ಅನ್ವಯ ವೇತನ ಪರಿಷ್ಕರಿಸಲಾಗಿದೆ” ಎಂದು ತಿಳಿಸಿದರು.
“ಕಳೆದ ಏಳು ತಿಂಗಳಿಂದ ನಾವು ಮೈ ಮರೆತಿಲ್ಲ. ಅನೇಕ ಅಧಿಕಾರಿಗಳು ರಜೆ ಪಡೆಯದೆ ಕೆಲಸ ಮಾಡಿದ್ದಾರೆ. ಲಾಕ್ ಡೌನ್ ಸಮಯದಲ್ಲಿ ಕರ್ನಾಟಕ ಒಂದು ಮಾದರಿಯಾಗಿತ್ತು. ಕಾರ್ಮಿಕರ, ಬಡಜನರ ಸಂಕಷ್ಟ ನೋಡಿ ಲಾಕ್ ಡೌನ್ ಅನ್ನು ಹಂತಹಂತವಾಗಿ ತೆರವು ಮಾಡಲಾಯಿತು. ಈ ಹಂತದಲ್ಲಿ ಸೋಂಕು ಹೆಚ್ಚಿದ್ದ ಮಹಾರಾಷ್ಟ್ರ, ನವದೆಹಲಿ ರಾಜ್ಯಗಳಿಂದ ಜನರು ಬಂದಾಗ ಸೋಂಕಿತರ ಸಂಖ್ಯೆ ಹೆಚ್ಚಿತು” ಎಂದು ಸ್ಪಷ್ಟಪಡಿಸಿದರು.
ತಮಿಳುನಾಡು ಸರ್ಕಾರ ಖರೀದಿಸಿದ ವೆಂಟಿಲೇಟರ್ ಆಂಬ್ಯುಲೆನ್ಸ್ ಗಳಲ್ಲಿ ಬಳಸಲಾಗುತ್ತದೆ. ಇದರ ದರವನ್ನು ರಾಜ್ಯದ ಆಸ್ಪತ್ರೆಗಳಿಗಾಗಿ ಖರೀದಿಸಿದ ವೆಂಟಿಲೇಟರ್ ಗೆ ಹೋಲಿಸುವುದು ಸರಿಯಲ್ಲ. ವಿವಿಧ ವಿನ್ಯಾಸದ ವೆಂಟಿಲೇಟರ್ ಗಳು ವಿವಿಧ ದರಗಳಲ್ಲಿ ಲಭ್ಯವಿದೆ. ಕೆಲ ಐಸಿಯು, ಸಿಸಿಯುಗೆ ಬೇಕಾಗುತ್ತವೆ. ಈ ದರ ವ್ಯತ್ಯಾಸ ನೋಡಿ ಹೆಚ್ಚು ದರಕ್ಕೆ ಖರೀದಿ ಮಾಡಲಾಗಿದೆ ಎಂದು ತಪ್ಪು ತಿಳಿಯಬಾರದು.
ದೀಪ ಹಚ್ಚುವುದರಿಂದ ಕೊರೊನಾ ಹೋಗುವುದಿಲ್ಲ ಎಂಬುದು ಪ್ರಧಾನಿ ನರೇಂದ್ರ ಮೋದಿಯವರಿಗೆ ತಿಳಿದಿದೆ. ದೀಪ ಹಚ್ಚುವುದು ನಮ್ಮ ಸಂಸ್ಕೃತಿ. ಕತ್ತಲೆಯಿಂದ ಬೆಳಕಿನೆಡೆಗೆ ಸಾಗುವ ಸಂಕೇತ, ಇದರಲ್ಲಿ ವ್ಯಂಗ್ಯವೇನೂ ಇಲ್ಲ. ಪ್ರತಿಪಕ್ಷಗಳು ಕೋವಿಡ್ ನಂತಹ ಸಂದಿಗ್ಧ ಪರಿಸ್ಥಿತಿಯನ್ನು ರಾಜಕೀಯ ಬೇಳೆ ಬೇಯಿಸಿಕೊಳ್ಳಲು ಬಳಸಿಕೊಳ್ಳುತ್ತಿವೆ. ಅಧಿಕಾರಿಗಳ, ಕೊರೊನಾ ಯೋಧರ ಮನೋಸ್ಥೈರ್ಯ ಕುಗ್ಗಿಸಲಾಗುತ್ತಿದೆ ಎಂದು ಕಿಡಿಕಾರಿದರು.

Bengaluru, September 23, 2020: There is no instance of corruption in procurement of equipment for Covid-19 in the state. Not even a single deviation has taken place and therefore there is no need for an investigation said Medical Education Minister Dr.K.Sudhakar.
While answering the allegations made by the opposition members in the assembly on Wednesday, Dr.Sudhakar said that market price varies according to the demand. We have procured PPE kits at Rs 575 in the month of July. During the initial stages, when there was a huge demand amd there wad no domestic production, we have procured 3 lakh PPE kits from China. Later, locally manufactured and ICMR approved kits were procured. Similar procedures have been followed by other states as well. Earlier we were short of sanitizers, but after talks with distillery owners, the demand has been met thereby reducing the scarcity, Minister added.
The baseless allegations by opposition parties have demoralised officials. We must fight this pandemic together and everyone should cooperate in this fight against Covid-19, the Minister said.
Speaking on the preparedness and ramping up of infrastructure by the Government to tackle Covid crisis, Dr.Sudhakar said that by April 9, there were 31 hospitals with 5,665 beds reserved for Covid patients. In the Government hospitals under Health Department, there were 3,215 oxygen beds to which we have added 15,380 beds increasing the number of beds to 19,045 beds. So there has been a 6 times increase of oxygen beds in governemnt hospitals.
Hopsitals under Medical Education Department earlier had 4,360 oxygen beds to which we have added 4,735 beds taking it to 9,095 beda. So the oxygen beds under Medical Education Department has been doubled.
Both the departments put together we now have 28,140 oxygen beds which is 4 times more than what we have had before covid.
Clarifying the issue on Covid management, the Minister said for the last 7 months we are tirelessly working, medicos are working round the clock without availing leave even for a single day. Karnataka was a model state during the lockdown period. Considering the difficulties of poor and daily wagers we have lifted lockdown, Covid cases increased due to migrant workers from Maharashtra and other states. Minister said.

• Ventilators procured by the Government of Tamil Nadu are transport ventilators being used in ambulance, it is not correct to compare our ventilators with that of Tamil Nadu.
• Different specifications and different quality ventilators are available for different prices, one should not get confused with the different prices.
• Opposition parties are using the situation to get political mileage and this is demoralising officials and corona warriors who are working on war-footing.
