ಬೆಂಗಳೂರು, Feb.11,2025: ರಾಜ್ಯದಲ್ಲಿ ಕೈಗಾರಿಕಾ ಯೋಜನೆಗಳಿಗೆ ತ್ವರಿತ ಗತಿಯಲ್ಲಿ ಅನುಮೋದನೆ ನೀಡಬಲ್ಲ ಮತ್ತು ಉದ್ಯಮಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ 30ಕ್ಕೂ ಹೆಚ್ಚು ಇಲಾಖೆಗಳ 150 ಸೇವೆಗಳನ್ನು ಒಂದೇ ವೇದಿಕೆಯಲ್ಲಿ ಒದಗಿಸುವಂತಹ ಉದ್ಯಮಸ್ನೇಹಿ ಪರಿಷ್ಕೃತ ಏಕಗವಾಕ್ಷಿ ಪೋರ್ಟಲ್ ಅನ್ನು ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಜಾಗತಿಕ ಹೂಡಿಕೆದಾರರ ಸಮಾವೇಶದ ಉದ್ಘಾಟನಾ ಸಮಾರಂಭದಲ್ಲಿ ಲೋಕಾರ್ಪಣೆ ಮಾಡಿದರು.
ಮೈಕ್ರೋಸಾಫ್ಟ್ ಕಂಪನಿಯ ನೆರವಿನೊಂದಿಗೆ ಅತ್ಯಾಧುನಿಕ ತಂತ್ರಜ್ಞಾನದ ಬಲದಿಂದ ರೂಪಿಸಿರುವ ಈ ವ್ಯವಸ್ಥೆಯು ಕೈಗಾರಿಕಾ ಯೋಜನೆಗಳಿಗೆ ಸಂಬಂಧಿಸಿದ ಅನುಮೋದನೆ, ನವೀಕರಣ, ತಿದ್ದುಪಡಿ, ಕುಂದುಕೊರತೆಗಳಿಗೆ ಪರಿಹಾರಗಳನ್ನು ಸರಳಗೊಳಿಸಲಿದ್ದು, ಕ್ಷಿಪ್ರಗತಿಯಲ್ಲಿ ಹೂಡಿಕೆ ನನಸಾಗುವಂತೆ ಮಾಡಲಿದೆ. ಜತೆಗೆ ಹೂಡಿಕೆದಾರರಿಗೆ ಕೇಂದ್ರ ಸರಕಾರದ ಮಟ್ಟದಲ್ಲಿ ಸಿಗಬೇಕಾದ ಸೇವೆಗಳನ್ನು ಕೂಡ ಇದರ ಮೂಲಕ, ಅಧಿಕಾರಿಶಾಹಿಯ ಅಡೆತಡೆಯಿಲ್ಲದೆ ಪಡೆದುಕೊಳ್ಳಬಹುದು.
ಈ ಬಗ್ಗೆ ಹೆಚ್ಚಿನ ಮಾಹಿತಿ ನೀಡಿದ ಬೃಹತ್ ಮತ್ತು ಮಧ್ಯಮ ಕೈಗಾರಿಕಾ ಸಚಿವ ಎಂ ಬಿ ಪಾಟೀಲ, ಇದುವರೆಗೂ ಕೈಗಾರಿಕಾ ಯೋಜನೆಗಳಿಗೆ ಸಂಬಂಧಿಸಿದ ಸೇವೆಗಳು ಬೇರೆಬೇರೆ ಇಲಾಖೆಗಳಲ್ಲಿ ಚದುರಿ ಹೋಗಿದ್ದವು. ಇದರಿಂದ ಎಲ್ಲವೂ ಮಂದಗತಿಗೆ ಸಿಲುಕಿ ಸ್ತಬ್ಧವಾಗುತ್ತಿದ್ದವು. ಈಗ ರಾಜ್ಯ ಸರಕಾರದ 30 ಇಲಾಖೆಗಳ ಎಲ್ಲ ಸೇವೆಗಳನ್ನೂ ಒಂದೆಡೆ ತರಲಾಗಿದೆ. ಕೃತಕ ಬುದ್ಧಿಮತ್ತೆಯನ್ನು ಆಧರಿಸಿ ವಿನ್ಯಾಸಗೊಳಿಸಿರುವ ಚಾಟ್-ಬಾಟ್ ಸೌಲಭ್ಯದಲ್ಲಿ ಉದ್ಯಮಿಗಳು ತಮಗೆ ಬೇಕಾದ ಸೇವೆ/ಮಾಹಿತಿಗಳನ್ನು ತಮ್ಮ ಇಷ್ಟದ ಭಾಷೆಯಲ್ಲಿ ಬೆರಳತುದಿಯಲ್ಲೇ ಪಡೆದುಕೊಳ್ಳಬಹುದು. ಈ ಸೇವೆಗಳು ಮೊಬೈಲಿನಲ್ಲಿ ಕೂಡ ಸಿಗಲಿವೆ ಎಂದು ವಿವರಿಸಿದ್ದಾರೆ.
ಈ ಏಕಗವಾಕ್ಷಿ ವ್ಯವಸ್ಥೆಯಡಿ `ಕರ್ನಾಟಕ ಉದ್ಯೋಗ ಮಿತ್ರ’ದ ಮೂಲಕ ಹೂಡಿಕೆದಾರರಿಗೆ ಪ್ರಮಾಣಪತ್ರ ಆಧರಿತ ಅನುಮೋದನೆ (ಎಬಿಸಿ) ನೀಡಲಾಗುವುದು. ಹೀಗಾಗಿ ಉದ್ಯಮಿಗಳು ಅನುಮೋದನೆಗಳಿಗೆ ಕಾಯದೆ, ತಕ್ಷಣವೇ ಕಟ್ಟಡ ಕಾಮಗಾರಿ ಮತ್ತು ಇತರೆ ಸಿದ್ಧತೆ ಆರಂಭಿಸಬಹುದು. ಈ ವ್ಯವಸ್ಥೆಯನ್ನು ರಾಷ್ಟ್ರ ಮಟ್ಟದ ಏಕಗವಾಕ್ಷಿ ವ್ಯವಸ್ಥೆಯೊಂದಿಗೆ ಬೆಸೆಯಲಾಗಿದೆ. ಈ ಪೋರ್ಟಲ್ಲಿನಲ್ಲಿ ಕೈಗಾರಿಕೆಗೆ ಬೇಕಾದ ಭೂಮಿಯ ಹುಡುಕಾಟ, ಮಂಜೂರಾತಿ, ಕಟ್ಟಡ ನಕಾಶೆಗೆ ಅನುಮೋದನೆ ಮುಂತಾದ ಕೆಐಎಡಿಬಿ ಸೇವೆಗಳೂ ಸಿಗಲಿವೆ ಎಂದು ಅವರು ನುಡಿದಿದ್ದಾರೆ.
ಹೊಸ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಜಿಐಎಸ್ ಆಧರಿತ ಕೈಗಾರಿಕಾ ಮಾಹಿತಿಯನ್ನೂ ಒದಗಿಸಲಾಗುವುದು. ಹೀಗಾಗಿ ಕೈಗಾರಿಕೆಗೆ ತಮ್ಮ ಸ್ವಂತ ಅಥವಾ ಕಂದಾಯ ಭೂಮಿಯನ್ನು ಉಪಯೋಗಿಸಿಕೊಳ್ಳುವವರಿಗೆ ಅನುಕೂಲವಾಗಲಿದೆ. ನಿರಾಕ್ಷೇಪಣಾ ಪತ್ರ ಇತ್ಯಾದಿಗಳಿಗೆ ವಿಝರ್ಡ್ ತಂತ್ರಜ್ಞಾನವನ್ನುಳ್ಳ ಸಾಧನ ಇದರಲ್ಲಿದೆ. ಹಾಗೆಯೇ, ಉದ್ಯಮಿಗಳು ತಮಗೆ ಸಿಗಲಿರುವ ಪ್ರೋತ್ಸಾಹನಾ ಭತ್ಯೆ, ರಿಯಾಯಿತಿ ಮತ್ತು ವಿನಾಯಿತಿಗಳನ್ನು `ವಿಝರ್ಡ್ ಮತ್ತು ಕ್ಯಾಲ್ಕ್ಯುಲೇಟರ್’ ಮೂಲಕ ತಿಳಿದುಕೊಳ್ಳಬಹುದು ಎಂದು ಅವರು ಮಾಹಿತಿ ನೀಡಿದ್ದಾರೆ.

ಹೂಡಿಕೆಯ ವಿಚಾರದಲ್ಲಿ ನೆರೆಹೊರೆ ರಾಜ್ಯಗಳಿಂದ ತೀವ್ರ ಸ್ಪರ್ಧೆ ಇದೆ. ಹೀಗಾಗಿ ಕೈಗಾರಿಕಾ ಯೋಜನೆಗಳ ವಿಚಾರದಲ್ಲಿ ಉಳಿದ ಪ್ರಕ್ರಿಯೆಗಳು ಸುಲಭವೂ ತ್ವರಿತವೂ ಆಗಿರಲೇಬೇಕು. ಇಲ್ಲದಿದ್ದರೆ, ಅವಕಾಶಗಳು ಬೇರೆಯವರ ಪಾಲಾಗುತ್ತವೆ. ಏಕಗವಾಕ್ಷಿ ವ್ಯವಸ್ಥೆ ತರುತ್ತೇವೆಂದು ಮಾತು ಕೊಟ್ಟಿದ್ದೆವು. ಅದು ಈಗ ಈಡೇರಿದೆ. ಇದು ಸುಲಲಿತ ವಾಣಿಜ್ಯ ಸಂಸ್ಕೃತಿಯಲ್ಲಿ ದಾಪುಗಾಲು.

Chief Minister Siddaramaiah Launches Karnataka’s Revamped Single Window System for Investors
BENGALURU: Chief Minister Siddaramaiah on Tuesday launched Karnataka’s revamped Single Window System aimed at improving ease of doing business in the state. He said the new system will simplify approvals, reduce compliance burdens, and fast-track industrial investments while ensuring transparency and efficiency.
The system integrates over 150 business services across 30 state departments. It will provide real-time status updates, allowing investors to track approvals, amendments, and renewals without delays, Chief Minister noted. “The initiative is particularly beneficial for the manufacturing sector as it introduces an Affidavit-Based Clearance (ABC) mechanism through Karnataka Udyog Mitra. This will enable investors to begin construction and preparatory activities without waiting for multiple approvals”, he added.
Siddaramaiah stated, “The revamped Single Window System is integrated with the National Single Window System, allowing investors to access central-level services seamlessly. It also incorporates several KIADB services, such as land search, selection, allotment, and building plan approvals. These services are now available through a single portal. This makes it easier for investors to navigate the approval process without having to approach multiple offices.”
A GIS-based Industrial Information System has also been introduced. It will help investors who plan to use their own or revenue land check compliance with site-related regulations before proceeding with their projects. A wizard-based discovery tool will assist investors in identifying the required State and Central approvals, NOCs, and clearances at different stages of their project lifecycle.
Further, an Incentive Wizard & Calculator has been built into the system. This will allow investors to check their eligibility for various incentives, concessions, and rebates under different policies. It will help them make informed decisions. An AI-powered multi-lingual chatbot will provide instant responses to investor queries on policies, incentives, approvals, and compliance requirements. Chief Minister said this move is aimed at enhancing investor convenience.
The system also focuses on improving the overall investor experience. It simplifies forms, eliminates duplicate information, and integrates with over 40 systems through APIs. It also provides real-time status visibility with event-based alerts and triggers. Siddaramaiah stated that these features will make Karnataka one of the most investor-friendly destinations in the country.
To ensure ease in incentive claims and disbursement, the system enables investors to apply for and track their claims online. This will reduce paperwork and improve transparency. A dashboard-based monitoring system ensures SAKALA SLA compliance. It allows government stakeholders to monitor
application status and implement threshold-based escalations for timely service delivery, Chief Ministers explained.
The system is available in multiple languages and is designed to be mobile-friendly. It also includes an online grievance redressal mechanism. This will enable investors to raise queries and receive quick resolutions from the investment facilitation team. According to Siddaramaiah, this will ensure that concerns are addressed in a time-bound manner.
