ಬೆಂಗಳೂರು,ಜನವರಿ,3,2024(www.justkannada.in): ರಾಜ್ಯಕ್ಕೆ ನ್ಯಾಯಯುತವಾಗಿ ನೀಡಬೇಕಿರುವ ಬರ ಪರಿಹಾರ ಹಾಗೂ ಇತರೆ ಅನುದಾನಗಳನ್ನು ತಕ್ಷಣ ಬಿಡುಗಡೆ ಮಾಡುವಂತೆ ಎಐಸಿಸಿ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ರಣದೀಪ್ ಸಿಂಗ್ ಸುರ್ಜೆವಾಲ ಕೇಂದ್ರ ಸರ್ಕಾರವನ್ನು ಒತ್ತಾಯಿಸಿದ್ದಾರೆ.
18177.44 ಕೋಟಿ ರೂ. ಬರ ಪರಿಹಾರಕ್ಕಾಗಿ ಕರ್ನಾಟಕದಿಂದ ಕೇಂದ್ರಕ್ಕೆ ಮನವಿ ಸಲ್ಲಿಸಲಾಗಿದೆ. 42 ಸಾವಿರ ಕೋಟಿ ರೂ. ಜಿ.ಎಸ್.ಟಿ.ಪಾಲು ಸೇರಿ ಇತರ ಕೇಂದ್ರ ಪುರಸ್ಕೃತ ಯೋಜನೆಗಳ ಅನುದಾನ ಬಾಕಿ ಹಣವನ್ನು ಕೂಡಲೇ ಬಿಡುಗಡೆ ಮಾಡುವಂತೆ ಹೇಳಿಕೆಯಲ್ಲಿ ಆಗ್ರಹಿಸಿದ್ದಾರೆ.
ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಸ್ವತಃ ಪ್ರಧಾನಿ ಮೋದಿ ಅವರನ್ನು ಭೇಟಿಯಾದರೂ ಸ್ಪಂದನೆ ಇಲ್ಲ.ಅನುದಾನ ಬಿಡುಗಡೆಗೆ ಒತ್ತಾಯಿಸದ ಬಿಜೆಪಿ ಸಂಸದರ ವಿರುದ್ಧ ಸುರ್ಜೆವಾಲಾ ಅಸಮಾಧಾನ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.
ರಾಜ್ಯದಲ್ಲಿ 236 ರಲ್ಲಿ 223 ತಾಲೂಕುಗಳನ್ನು ಬರ ಪೀಡಿತ ಎಂದು ಗುರುತಿಸಲಾಗಿದೆ. 48.19 ಲಕ್ಷ ಹೆಕ್ಟೇರ್ ಪ್ರದೇಶದಲ್ಲಿ ಬೆಳೆ ಹಾನಿ ಸಂಭವಿಸಿದೆ ಎಂದು ಅಧ್ಯಯನ ನಡೆಸಿ ವರದಿ ಮಾಡಲಾಗಿದೆ. ಬರದಿಂದ ಸಣ್ಣ ಹಾಗೂ ಅತಿ ಸಣ್ಣ ರೈತರು ತೀವ್ರ ಸಂಕಷ್ಟದಲ್ಲಿದ್ದಾರೆ.
ಎನ್.ಡಿ.ಆರ್.ಎಫ್. ನಿಯಮಾವಳಿಯಂತೆ 18,177.44 ಕೋಟಿ ರೂ. ಬರ ಪರಿಹಾರ ಬಿಡುಗಡೆ ಮಾಡುವಂತೆ ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ರಾಜ್ಯ ಸರ್ಕಾರ ಮನವಿ ಮಾಡಿದೆ. ಅದರಲ್ಲಿ 4663.12 ಕೋಟೊ ರೂ. ಇನ್ಪುಟ್ ಸಬ್ಸಿಡಿ, 12,577.86 ಕೋಟಿ ರೂ. ತುರ್ತು ಪರಿಹಾರ, 566.78 ಕೋಟಿ ರೂ. ಕುಡಿಯುವ ನೀರಿಗಾಗಿ ಅನುದಾನ, 363.68 ಕೋಟಿ ರೂ. ಜಾನುವಾರುಗಳ ರಕ್ಷಣೆಗೆ ಹಣ ಒದಗಿಸುವಂತೆ ಮನವಿ ಮಾಡಲಾಗಿದೆ. ಆದರೆ, ಕೇಂದ್ರ ಸರ್ಕಾರ ಮಾತ್ರ ಕಿವುಡಾಗಿದೆ. ಈ ಸಂಬಂಧ ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ, ಕಂದಾಯ ಸಚಿವ ಕೃಷ್ಣ ಬೈರೆಗೌಡ ಅವರು ಪ್ರಧಾನಿ ನರೇಂದ್ರ ಮೋದಿ, ಗೃಹ ಸಚಿವ ಅಮಿತ್ ಷಾ ಅವರನ್ನು ಭೇಟಿಯಾಗಿ ಶೀಘ್ರ ಹಣ ಬಿಡುಗಡೆಗೆ ಒತ್ತಾಯಿಸಿದ್ದಾರೆ.
ಉಪಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಅವರು ಹಣಕಾಸು ಸಚಿವೆ ನಿರ್ಮಲಾ ಸೀತಾರಾಮನ್ ಅವರನ್ನು ಹಾಗೂ ಕೃಷಿ ಇಲಾಖೆಯ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳನ್ನು ಭೇಟಿಯಾಗಿ ಮಾತನಾಡಿದ್ದಾರೆ. ಪರಿಹಾರ ಬಿಡುಗಡೆಗೆ ಮನವಿ ಮಾಡಿದ್ದಾರೆ. ಇಷ್ಟಾದರೂ ಕೇಂದ್ರ ಇದುವರೆಗೂ ಬರ ಪರಿಹಾರ ಬಿಡುಗಡೆ ಮಾಡಿಲ್ಲ. ಇದು ಕೇಂದ್ರ ಸರ್ಕಾರ ನಡೆದುಕೊಳ್ಳುವ ರೀತಿಯೇ? ಎಂದು ಸುರ್ಜೆವಾಲಾ ಕಟುವಾಗಿ ಪ್ರಶ್ನೆ ಮಾಡಿದ್ದಾರೆ.
ಇತರ ಅನುದಾನ ಬಿಡುಗಡೆ ಮಾಡಲಿ
ಕೇವಲ ಬರ ಪರಿಹಾರ ಮಾತ್ರವಲ್ಲ ಜಿಎಸ್ ಟಿಯ ರಾಜ್ಯದ ಪಾಲು, ಅನುದಾನವನ್ನು ಕೇಂದ್ರ ಸರ್ಕಾರ ಬಿಡುಗಡೆ ಮಾಡುವುದು ಬಾಕಿ ಇದೆ. ಅಲ್ಲದೆ, 14 ನೇ ಹಣಕಾಸು, 15 ನೇ ಹಣಕಾಸು ಸೇರಿ ಕೇಂದ್ರ ಪುರಸ್ಕೃತ ಯೋಜನೆಗೆ ಬರಬೇಕಾದ ಸುಮಾರು 42 ಸಾವಿರ ಕೋಟಿ ರೂ. ಅನುದಾನ ಬಾಕಿ ಇದೆ. ಆ ಅನುದಾನವನ್ನೂ ಶೀಘ್ರ ಬಿಡುಗಡೆ ಮಾಡಬೇಕು ಎಂದು ರಣದೀಪ್ ಸಿಂಗ್ ಸುರ್ಜೆವಾಲಾ ಒತ್ತಾಯಿಸಿದ್ದಾರೆ.
ಸಂಸದರು ಏನು ಮಾಡುತ್ತಿದ್ದಾರೆ.?
ರಾಜ್ಯದ ರೈತರು ಸಂಕಷ್ಟದಲ್ಲಿದ್ದಾರೆ. ಬೆಳೆ ನಷ್ಟದಿಂದ ಕಂಗಾಲಾಗಿದ್ದಾರೆ. ಸರ್ಕಾರದಿಂದ ಪರಿಹಾರದ, ನೆರವಿನ ನಿರೀಕ್ಷೆಯಲ್ಲಿದ್ದಾರೆ. ರಾಜ್ಯದಿಂದ 26 ಬಿಜೆಪಿಯಿಂದ ಆಯ್ಕೆಯಾದ ಹಾಗೂ ಒಬ್ಬರು ಬಿಜೆಪಿ ಬೆಂಬಲಿತ ಸಂಸದರಿದ್ದಾರೆ. ಈಗ ಅವರು ಏನು ಮಾಡುತ್ತಿದ್ದಾರೆ ಎಂಬುದೇ ಅರ್ಥವಾಗದು. ಜನರ ಮುಂದೆ ಹೇಗೆ ಮುಖ ಹೊತ್ತು ಹೋಗುತ್ತಾರೆ…? ಎಂದು ಸುರ್ಜೆವಾಲಾ ಪ್ರಶ್ನಿಸಿದ್ದಾರೆ.
ಈ ಎಲ್ಲ ಸಂಸದರು ರಾಜಕೀಯ ಮಾಡದೇ ರೈತರ ಹಿತಾಸಕ್ತಿಯ ಪರವಾಗಿ ಕೆಲಸ ಮಾಡಬೇಕು. ಪ್ರಧಾನಿ ಅವರನ್ನು ಭೇಟಿಯಾಗಿ ಅನುದಾನ ಬಿಡುಗಡೆಗೆ ಒತ್ತಡ ಹೇರಬೇಕು ಎಂದು ರಣದೀಪ್ ಸಿಂಗ್ ಸುರ್ಜೆವಾಲಾ ಆಗ್ರಹಿಸಿದ್ದಾರೆ.

AICC general secretary and Karnataka incharge Sri Randeep Singh Surjewala, has urged the union government for immediate release of Centre,s grants to Karnataka, without any further delay.
In a statement here today, he said that, the state government had declared as many as 223 taluks among the total number of 236, as drought hit and there is a loss of standing crop in over 48.19 lakh hectare in the state, as per study report from experts.
The small and marginal farmers are in dire straits.
The state government in a memorandum to the Center had sought to release RS 18177.44 crore relief funds, which included RS 4663.12 CR towards input subsidy, 12577.86 CR for emergency relief and another 363.68 CR to save cattle heads. However the union government plays deaf to state,s memorandum.
In this background chief minister Siddaramaiah, revenue minister Krishna Byregowda had met the prime minister Narendra Modi and home minister Amit Shaw and appealed for the release of Central aid to Karnataka.
The Deputy chief minister DK Shivakumar had also met the union finance minister Smt Nirmala Sitaraman and other senior officials of the union Agriculture ministry and presented merandoum, but still a mute response from the Center, Surjewala said.
Centre should also take steps to release other stalled grants:
He also urged the Center to take I.mediate steps for the release of over Rs 42000 crores of grants of arrears to Karnataka.
MP,s from Karnataka remains mute spectators on Centre,s injustice to Karnataka:
Criticising that the MP,s elected from the state are not responding to the plights of Karnataka farmers, who are in great distress. They are waiting for immediate relief from the Center. There are 26 BJP and one BJP supported MP,s in Karnataka, I failed to understand what they are doing in support of the distressed farmers and people of Karnataka. “How these MP,s can face the people in future” Surjewala questioned.
